2. JSRS Registration
a. The Company will only enter into a Contract with Tenderers holding a valid JSRS Certificate of
Approval.
b. Tenderers not submitting a valid JSRS Certificate of Approval or evidence of a JSRS Tier 1 application
as part of their Tender may be disqualified at the Company’s discretion.
c. The Company reserves the right to withhold award to Tenderers who fail to provide a valid JSRS
Certificate of Approval.
d. Tenderers must hold a valid JSRS Certificate of Approval for the Term of the Contract, if successful.

3. Both Technical and Commercial Proposals/Quotations should be addressed ONLY to cced-
tenderboard@[Link] with reference to the Enquiry number and Title.
4. Please ensure to mention the Enquiry Reference and Title in the subject line of your e-mail for submitting
the offer.
5. All Proposals should be sent in strict confidentiality in accordance to the instructions provided herein.
Commercial Proposals sent to any other email addresses shall be subject to disqualification.
6. Proposals Sent should be duly signed & stamped on an official letterhead, in PDF format and must list
the Name of the Company; Name of the designated person; Title; Email; Phone; Mobile
7. Suppliers/Contractors are to comply and engage OPAL vehicles and drivers for all transport requirements
to our Site
8. Failure to supply the completed Technical Bid Form and Commercial Bid Form in the required format
could result in disqualification of your submission.
9. All submissions shall be signed originals and shall display their company stamp.
10. Rates in the Commercial Proposal
a. The costs provided by the Tenderer are deemed to be inclusive of all charges to fulfil the requirements
cited by the Company set out in this Invitation to Tender.
b. All rates included in the Tender by the Tenderer shall be inclusive of any and all applicable taxes
including but not limited to withholding tax, sales tax, value added tax, duties, levies and other tax
(such as but not limited to: income, profit, turnover, social security and other employment and
payroll-related tax), whether personal, corporate or otherwise, including, without limitation, any
interest, fines, penalties and other charges thereon, imposed by any jurisdiction or Governmental
entity or tax authority.
c. If Company is required to withhold taxes, under applicable laws, from payment(s) to the Tenderer,
the Company shall deduct such amounts from the payment(s) due to the Tenderer and shall remit the

amount withheld to the appropriate tax authorities, unless the Tenderer can demonstrate, to the
Company’s satisfaction, exemption from such withholding requirement. Any amounts withheld by the
Company shall be deemed part of the compensation paid to the Tenderer.
d. Please do not use your own formats for submitting commercial proposals, which could lead to
disqualification of your tender.
e. On the commercial form any cell that is not completed or has a zero value shall be explained and
commented in detail, on why the cell is left empty.
f. Training Levy: A fund has been established by Company to train and enhance the skills and capabilities
of Omani personnel who work in and in connection with the oil & gas sector. A deduction of 1.2% shall
be applied by Company against the value of any invoice and put towards this fund. Bidders, at their
discretion, may include an allowance of 1.2% as part of the unit rates and NOT as a separate line
entry within their respective proposal.
