NUCLEAR WEAPON NON-PROLIFERATION AND CIVIL NUCLEAR TECHNOLOGY
General Assembly,
Observing the growing nuclear rivalry between the United States of America and the
Democratic People’s Republic of Korea,
Deeply Disturbed by the tactical and humanitarian disaster that was the 2003 American
invasion of Iraq.
Deploring the lack of cooperation with the NPT by existing Nuclear Weapons States,
Aware of the value of nuclear weapons as deterrents, “China developed a very limited
nuclear force for safeguarding its national independence, sovereignty and territory integrity, and
also for maintaining world peace, breaking nuclear blackmail and preventing nuclear war with a
view to eventually eliminating nuclear weapons”,
Further Aware of how ill-equipped and underfunded the International Atomic Energy
Agency is,
Fully Alarmed by growing western aggression against states working towards the
development of nuclear weapons,
Recalling that for a state to develop nuclear weapons they simply need to pull out of the
NPT or have never signed into it,
Recognizing that many NPT member states have still attempted to establish their own
nuclear arsenals,
1. Urges all existing shared nuclear weapon projects to be ended;
2. Calls Upon the entire UN to begin the process of creating, signing, and ratifying a new,
stronger treaty to replace the NPT, CTBT, and TPNW:
a. With a total ban on the testing of nuclear weapons by member states;
b. With foreign encouragement and funding for states to put their nuclear materials
towards development of strong, safe, and clean nuclear power;
c. With an international program for states to properly dispose of nuclear waste
from power plants and defunct weapons programs alike;
3. Encourages the establishment of several new nuclear weapon states, allowing them to
fully and legally cooperate with the global non-proliferation programme:
a. New nuclear weapon states will include all states that currently have nuclear
arsenals but are not NWS;
4. Endorses the creation of an anti-nuclear-weapon international military and civil
alliance:
a. With nuclear detection technology sharing across member states;
b. With shared exercises on how to react to the use of tactical nuclear weapons;
c. With all member states vowing to never use nuclear weapons first in warfare;
d. With member states working together to develop nuclear power;
5. Requests the reorganizing of the IAEA into the International Organization for the
Peaceful Development of Nuclear Power and Non-Proliferation of Nuclear Weapons.
(IOPDNPNPNW):
a. With a much larger budget than it’s predecessor, the People’s Republic of China
pledges 5 billion Yuan more to the budget of the IOPDNPNPNW than it provided
for the IAEA;
6. Recommends that development of clean, safe, and efficient Thorium reactor programs
begin across the world;
7. Further Endorses the establishment of a nuclear arsenal mac capacity at 300 weapons
with 250 ready for deployment;
8. Strongly Supports the creation of a Middle Eastern and European Nuclear Weapons
Free Zones;
9. Welcomes Russia and the United States to enter talks to decrease their respective
arsenals to a minimal amount;
10. Strongly Condemns the lack of clarity by Israel and the Democratic People’s Republic of
Korea about their nuclear arsenals and encourages both to be more transparent.
