Housing and Urban Development Corporation (HUDCO), a Premier National
level Techno-Financial Organization, was set up in the year 1970, as a
Government of India Undertaking. Its main thrust is on financing and
undertaking Housing and Urban Development Projects, all over the country.
HUDCO Consultancy has handled more than 300 projects since its inception,
covering diversified fields under housing and urban development sector.
OBJECTIVES
One of the main objectives of HUDCO is “to promote, establish, assist,
collaborate and provide consultancy services for designing and planning
of projects relating to housing and urban development programme in
India and abroad” and thus make available, the expertise gathered over
four decades in the management of consultancy services in project design
and formulation.
CLIENTELE
HUDCO Consultancy Services are suited for institutions who do not have
the expertise or manpower, or want to supplement their own efforts. HUDCO
Consultancy Services will also suit those housing or urban development
agencies, who wish to prepare project reports for implementation on their
own or by availing finances from International agencies, Govt. of India, State
Governments or housing finance institutions including HUDCO.

MAJOR ACHIEVEMENTS
Many HUDCO designed projects have received National and International
recognition, which includes “Excellence in Architecture” award from Indian
Institute of Architects, “Agha khan International” award as well as “World
Habitat” Award sponsored by Building & Social Housing Foundation, U.K.
HUDCO also received Prime ministers National Award for “Excellence in
Urban Planning and Design” for Satellite Township Project at Jammu from
Ministry of Urban Development. HUDCO Consultancy has also received
significant appreciation from Lok Sabha and Rajya Sabha for Disaster
rehabilitation efforts both at Orissa and Gujarat. The earthquake rehabilitation
efforts at Latur and Osmanabad have received international appreciation.
AREAS OF CONSULTANCY
URBAN AND REGIONAL PLANNING
Urban and Regional Planning Consultancy is proficient in taking up
consultancy assignments at town / state level for State Governments, State
Urban Development Authorities, and Urban Local bodies. Inclusive growth,
environmental suitability, economic viability and social well being has been
the common aims of our approach to the planning process.
The hallmark of the planning projects formulated by HUDCO is that it is not
limited to physical planning but has adequately addressed the issue of
livelihood protection, promotion and employment creation. This wholistic
approach to planning is not limited to the regional, district or city plans handled
by HUDCO but even at settlement level planning on which HUDCO has

Key Areas Of Work
Housing & Slum Rehabilitation Projects
HUDCO has taken up a number of housing and slum rehabilitation projects,
in which it has demonstrated Low - rise, high-density, cluster planning
concept various State Government agencies.
Disaster Rehabilitation Efforts
HUDCO has taken up significant initiatives for post-disaster rehabilitation
involving construction of houses and community buildings as well as
organization of training programmes for capacity augmentations. HUDCO
has been extensively involved in rehabilitation of victims of natural disasters
like earthquake-affected people at Jabalpur, Latur, Osmanabad, Chamoli,
Bhuj as well as victims of cyclone in Orissa. It has also contributed to the
construction of houses for Tsunami victims in Tamil Nadu and community
halls in earthquake affected areas of J&K as temporary shelters. For the
victims of the recently occurred cloud burst in Leh, that claimed a large
number of lives and rendered hundreds homeless, HUDCO has funded
construction of 144 Prefab Starter Houses for affected families which has
been successfully completed before onset of harsh winter in the valley.

APPRAISAL OF JNNURM PROJECTS (BSUP/IHSDP)
(GOVT. OF INDIA PROGRAMME)
JNNURM Cell was primarily created for appraisal of BSUP and IHSDP project
proposals received from the State Governments, in accordance with the
Government of India guidelines and directives for consideration/sanction by
the Ministry. Appraisal of newly launched Affordable Housing in Partnership
(AHP) projects has also been started.
Monitoring of JNNURM Projects (BSUP/IHSDP)
Monitoring of JNNURM projects entails utilization of released Govt. of India
(GoI) funds supported with adequate physical & financial progress. A separate
Monitoring Cell in HUDCO, has been created and manpower resources
identified. This Cell shall monitor
¢ Physical Progress of housing & infrastructure (water supply, sewerage,
roads, drains, external electrification, parks & play grounds, social
infrastructure etc.) components of sanctioned projects,
¢ financial progress of the Project (Housing & Infrastructure).
¢ Check the overall quality of work (quality assurance) & highlight the
major deficiencies in quality.
¢ Analyze expected cost & time overrun and suggested improvement.
Capacity Building & JNNURM Projects (BSUP/IHSDP)
¢ One of the prime mandates entrusted by the Ministry was conducting
Training workshops in various states for officials of State Govt., Urban
Local Bodies & Para-statal Organizations for Dissemination of Information
on JNNURM.
¢ Till 17.09.2010, a total of 30 training workshops for in various states for
officials of State Govt., Urban Local Bodies & Para-statal Organizations
have been conducted with active participation of top level Ministry officials
with participation of 2483 officials.
¢ In addition, HUDCO officials have been visiting faculty for many other
capacity building programmes conducted by other entitities.
¢ HUDCO has also brought out publications in collaboration with the
Ministry of HUPA for the capacity building of the State level functionaries,
which have been widely circulated & much appreciated.

TRAINING
Committed to provide comprehensive services to all their clients HUDCO
realized that training and capacity building of all stakeholders is the decisive
input for successful implementation of development plans including slum
free city plans. To achieve that, Human Settlement Management Institute
(HSMI), which has been the training wing of HUDCO since 1985 has been
restructured and reoriented to the changing training needs for urban
development. To achieve excellence and improve efficiency four centres have
been opened with specific areas of specialization:
