Introduction

The Architectural Design Course aims to educate students of the creative process and
fundamentals of design. It also aims to develop students’ analytical and critical thinking skills in solving
various architectural design issues using architectural design solutions.

The cities, municipalities, and provinces of today evolved from the barangays of pre-Spanish
times, the pueblos and cabildos of the Spanish colonial days and the townships of the American regime.
The pre-Spanish barangays were the first political and social organizations of the Philippines. The
importance of local governments was recognized by Gen. Emilio Aguinaldo and Apolinario Mabini in
their program of government for the First Philippine Republic. Fillipino leaders knew that “if a strong and
enduring Filipino nation was to be established, it must be able to maintain itself in all emergencies, and
the whole political fabric must be well founded on an efficient system of local governments”.

A municipal government is a seat of local authority/government or ruling arm of a particular


town. It is the focal point which promotes the well-being of the community by taking charge of the various
activities. These include the social, economic, political and cultural activities of the people. The
municipal hall helps break down rigid barriers between the local government and the general public
especially where it is associated with the main accommodation. In specific terms, it is the venue for the
interaction between the citizen and the government. Within its walls are determined the policies and
programs directly affecting the state of action and ways of life of the people.

Municipal halls are supposed to embody the goals, aspirations, and spirit of a municipality.
They are not just a center of activity and of daily life, they also host a wide variety of activity from typical
municipal matters to not exactly above-board business dealings. Whatever the case maybe, municipal
halls usually come to reflect the personality and character of a municipality (Gerry Torres and Gabriel
la Ó).

Project Brief

A. Objective

The purpose of this study is to create a Local Government Administrative Center that
presents a comprehensive plan and various design approaches within the development to
improve its functionality and aesthetic. It aims to be a landmark in the municipality and the
development of such building will be a way to promote the governance of the town.

B. Site Description

The relatively flat project site approximately seven thousand nine hundred forty-four
(7,944 sqm) in area is a through lot located at the municipality of Santa Maria. Bounded by
santa maria public market, in the North, a residential area and a minor road, in the West,
immaculate conception parish church and provincial road, in the east and santa maria central
school in the southern portion of the lot.
