CHAPTER I
INTRODUCTION
Becoming a Licensed Civil Engineer is not an easy task in the Philippines—one has to
graduate with a Bachelor‘s Degree in Civil Engineering and pass the Civil Engineering board
examination. As many critiques would say, the Civil Engineering licensure examination is one of
the most difficult board examinations in the entire history of the Philippine career professionalism.
The performance of the graduates in licensure examination is a positive measure of the
quality and standard of education a particular school provides. A source of prestige of an
educational institution is the quality of its graduates. Moreover, the performance of the graduates
reveals to a certain extent how well equipped they are which could also be attributed to the
instructional materials provided by the institution.
Understanding the trend in licensure performance of the candidate engineers may give
emphasis on the status of the program as well as the needs of the students for them to pass the said
board examination. The analysis of variance of graduates’ performances in the licensure
examination can statistically prove whether their performance remained the same or may have
increased/decreased during the 2015-2018 evaluation period.
Being able to identify their performance per subject area as well as the variation of their
overall performances may give direction to the school administrators and faculty members of the
college on how to guide their students toward a better performance in the licensure examination.
This study evaluates the performance of the Civil Engineering graduates of the College of
Engineering and Architecture (CEA) in Saint Joseph Institute of Technology – Butuan City in the
Civil Engineering Licensure Examination. The results of the 3 years evaluation of the licensure
examination would then be useful for making strategic management improvements in running the
Bachelor of Science in Civil Engineering program.
In addition, the results of the study will influence the creation of innovations in the form
of improvements in methods of teaching and techniques, student activities and possible drills to
improve the performance of BSCE graduates in the said licensure examination.
STATEMENT OF THE PROBLEM
This present study is focused on evaluating the licensure examinations performance of the
takers in November 2016 to May 2019 of the Saint Joseph Institute of Technology (SJIT) College
of Engineering and Architecture with the course of Bachelor of Science in Civil Engineering.
Specially, this study is designed to determine such as:
1. How well was the board exam passing performance of BSCE from November 2016
to May 2019?
2. To find out which board subjects examinees were weak at.
3. To know what subject the Civil Engineering program will focusing on.
4. To determine the level of study orientation skills among the Civil Engineering
students and its correlation towards the academic performances.
SIGNIFICANCE OF THE STUDY
The Licensure Examination for Engineers is tool that measures and ensures the quality of
Engineers who would join the workforce of various manufacturing industries in the Philippines.
The Professional Regulation Commission (PRC) as the duly constituted body created for the
function has been consistent in its task of screening who among the graduate from all board courses
will be granted the professional licenses based on the board exam results.
Passing the licensure examination given by the PRC is one of the greatest
achievements in one’s life. This examination is intended to prove the graduate’s knowledge,
progress, skills & qualification in a particular profession. It needs a lot of time to study, to have
self-discipline, patience & determination and these will not be possible without prayer, support &
encouragement.
The performance of the student in every institution plays a very important role on
determining the quality of education, which eventually guarantees the efficiency & effectiveness
in application in a chosen profession or career. It suggests a higher standard of performance of the
instructional system. The performance of the student in the licensure examination reflects the
institutions efficiency as well as the intellectual capacity of the student.
RESEARCH OBJECTIVE:
This research is concerned with the trend of passing rate of BSCE in the Civil Engineering
Licensure examinations and analysis of what board exam subjects BSCE students were weak or
strong at, as well as their frequency of taking the board exams before they became licensed
engineers.
Generally, this research aimed to determine the performance of Saint Joseph Institute of
Technology (SJIT) with the Bachelor of Science Civil Engineering students in the past licensure
examination from November 2016 to May 2019.
To determine the performance of the Civil Engineering graduates in the licensure
examination in terms of rating distribution, average performance per subject area and
passing performance.
To test the significant variation among the performances of the takers from November 2016
to May 2019 in the engineering licensure exam.
To identify the board subjects the graduates were generally weak at in their first take based
on date of examination.
To develop strategies that could be implemented to increase passing rate.
Theoretical Framework
This research determined the trend of SJIT Civil Engineering Board Examination ratings
starting November 2016 to May 2019. The study also identified the board examination subjects
SJIT Civil Engineering Board examinees performed poorly. Figure 1 illustrates the conceptual
framework of the study. This study follows the Input-Process- Output model.
The inputs to this study include the results of Civil Engineering board examinations from
November 2016 to May 2019 showing the names of graduates of BSCE program of SJIT SY:
2015-2018.

SCOPE OF LIMITATION
Basically, this research is an assessment of the performance of the Saint Joseph Institute of
Technology BSCE graduates in the Civil Engineering Licensure Examinations from November
2016 to May 2019.
This involves evaluation and analysis of results of licensure examinations per board
subject per date of exams and analysis of board subjects in which BSCE graduates performed
poorly. Board examination subjects include Mathematics, Surveying, and Transportation
Engineering, Hydraulics and Geotechnical Engineering, Structural Engineering and
Construction.
This study is limited to the actual data of each BSCE graduates grade that we ask from
them.
DEFINITION OF TERMS
The following terms are defined operationally to express the simplest meaning and to
emphasize the word as used in this study.
BSCE – Bachelor of Science in Civil Engineering
PRC – Professional Regulation Commission
Licensure - the granting of licenses especially to practice a profession
Civil Engineering Student - The terms designates to a students enrolled in BSCE
curriculum in Saint Joseph Institute of Technology.
Performance - The accomplishment of a given task measured against preset known
standards of accuracy, completeness, cost, and speed.
Assessment - refers to the wide variety of methods or tools that educators use to evaluate,
measure, and document the academic readiness, learning progress, skill acquisition, or
educational needs of students.
Standard - is a level of quality or achievement, especially a level that is thought to be
acceptable.
REVIEW OF RELATED LITERATURE
The Bachelor of Science in Civil Engineering (BSCE) program is a five-year program
designed to teach students the basic principles of science and mathematical tools used in
engineering. It also aims to provide students with technical skills and knowledge in planning,
design, construction, supervision, and maintenance of civil engineering works — this includes
road, school, mall, human settlement, energy development, and agricultural infrastructures.
To become a Licensed Civil Engineer in the Philippines, a graduate of Civil Engineering
needs to pass the Civil Engineering Licensure Examination. The examination is conducted by the
Board of Civil Engineering under the supervision of the Professional Regulations Commission
(PRC). It is scheduled twice a year in the months of May and November.
Pursuant to Republic Act No. 544* as Amended by R.A. 1582, any person who wants to
practice civil engineering in the Philippines shall be required to pass a technical examination given
by the Professional Board of Civil Engineering.
Under the Section 12 of the Civil Engineering Law, applicants of the Civil Engineering
Board Exam shall satisfy the following criteria prior to the date of the examination: He or she must
be a Filipino citizen; Must be at least twenty-one (21) years of age; Having a good reputation and
moral character; and A graduate of a 5-year course in civil engineering from a school, institute,
college or university recognized by the Government or the State wherein it is established.
Civil Engineering Board Exam Coverage is a two-day Licensure Examination comprised
of the following subjects and their corresponding weight:
Mathematics, Surveying, and Transportation Engineering – 35%
Hydraulics and Geotechnical Engineering – 30%
Structural Engineering and Construction – 35%
To pass the Civil Engineering Board Exam, a candidate must obtain a general average of
70% with no grades lower than 50% in any given subject.
