Preface
The Safety and Security Directory has been created to act as a reference to all
university staff in general, and as a specific reference to faculty, managerial, and
supervisory university staff members. All are expected to take upon themselves
the administrative, coordinating and directory responsibilities needed to ensure
the safety and security of the staff, possessions, and work environments under
their supervision.
The Safety and Security Directory between your hands, is a result of continuous
efforts that have cumulated in the composition and compilation of policies,

procedures, and regulations which strive first and foremost to eradicate any and
all danger that students and staff may encounter, as well as to protect the
university facilities' property from destruction or degradation.
We are of firm conviction that this Safety and Security Directory, by virtue of
being both comprehensive and applicable, once applied will achieve the stated
and desired safety and security goals. The results of which will be experienced
in a tangible manner in our daily professional schedules.
It should be noted, that though this directory has required and achieved the
approval of the Higher Executive Council for its use by all university staff, this
directory does not supersede university colleges and departments' current safety
and security procedures and regulations. Rather, this directory has been created

in a supportive capacity to current university colleges and departments' safety
and security procedures and regulations.
Finally, and without a doubt, the Higher Administrative Council believes that
you, the individual, are the primary safety and security element that can ensure
through your actions the safety and security of the individuals and their work
environment by being active in the prevention of injury.

Introduction
The University has not provided the Safety and Security Directory, as well as
acquiring the Higher Executive Council's authorization for the directory, merely
to fulfill universal and governmental requirements for safety and security at the
university's institutions. Rather, the directory comes out of the university's
strong belief in, and care to provide a healthy and secure work environment
within its institutions. This why the higher university administration deems the
involvement of university lecturers, supervisors, and administrators as
paramount in achieving the desired safety and security conditions at the
university facilities. Which in turn, may only be achieved through continuous
follow up and daily vigilance in assuring that all staff under their supervision

follow the safety and security procedures specified in this directory.
Goals
1. The main goal for the safety and security directory booklet is to establish
a comprehensive and practical procedural program put in place to protect
the students, and university staff from all possible dangers, be they
chemical, physical, or physiological under all circumstances instances. In
summary, this directory, once applied, is to help ascertain that our work
environment is safe and secure for all.
2. It is important to recognize that the achievement of safety and security
does not end at the application of the protocols, and regulations stipulated

within this directory. As such, every administration and department is to
further develop their own policies to ensure safety and security in their
respective work environments. All employees should be aware of the
safety and security information provided within this directory. Employees
should also be aware of the specific safety and security requirements for
their specific work environments in order to avoid harm.
3. The desired goal of this directory will be achieved through good
administration and the development of a heightened feeling of
responsibility by all employees, and by informing of any breach of any of
the safety and security protocols and regulations in order to avoid harm
and allow for the removal possible dangers.

Responsibility
It is necessary to recognize that the responsibility for safety and security does
not solely rest on the shoulders of safety and security supervisors, but is rather a
joint responsibility of all university staff. As such, every administrator, and
supervisor is to have full knowledge of the criterion for safety and security in
general, and of this directory specifically.
Needed Protection
Knowledge is considered the most effective way in which to protect yourself
and other in your work environment. Therefore take your time in getting to
know your work environment and the materials you will be using in order to

know the processes and policies associated with the use of the materials in your
workplace. Such familiarity with the workplace materials and their policies of
use will insure that safety and security is achieved in the use of these materials.
None of the Safety and Security Directory policies and procedures will avail if
safety and security is not made to an interact aspect of your daily routine.
Education and Training
All university staff are to be informed of and trained in all aspects of prevention
as it relates to their positions and work environment at the university. There are
to be two types of training, basic training which is encompassed within the
general training program provided to all staff, and the second is specific

administrative training for risk and danger prevention provided for the
employee.
First: Basic Training (Safety, Security and Protection from Fire)
Basic safety and security training will be provided to all university staff. This
training will include:
(A) Safety and security from fires; which necessitates all to know the
following:
1- How to respond to fire drills
2- Knowing the procedures of how to raise a fire alarm
3- Knowing how to raise the alarm for a fire

4- Knowing how to us the firefighting equipment available in the work
environment
5- Knowing the evacuation materials and routs available
6- Knowing all emergency exit and entry points and the locations of emergency
alarms
7- Practical training on the use of fire extinguishers
(B) General information on Safety and security, all should know the
following:
1- Knowing the procedures communicating dangers and hazards to safety
2- Knowing the general precautionary procedures and steps that prevent
afflictions and injuries, as well as the appropriate manner in which to report

them.
3- knowing the necessary procedural steps that must b followed in the case of an
injury.
4- Knowing how to prevent electrical, chemical, and physical harm.
5- Knowing the provisions for safety and security presented by machinery.
6- Knowing the preventative measures for back pains.
Second: Administrative Training for Risk and Danger Prevention
Basic training will be provided for the employees by the administration to
which the employee administratively belongs to. This will be done in order to
introduce employees to the tell signs of hazards accompanying their work in

order to prevent them.
Emergency response teams
Individuals tasked with safety will respond to all emergencies. These
individuals are available to help and apply the appropriate procedures to prevent
harm in emergency situations. This team is expected to respond immediately to
emergencies, and therefore all are expected to report emergencies to the team
without delay.
Procedures for dealing with emergencies
The female Center for Undergraduate Studies has an emergency plan specific

for each center. The plan contains specific information that staff should be made
familiar with. In addition to the mentioned, each administrative unit has a role
to play in the internal emergency plan in order to help in the rehabilitation of
the affected area, as well as preparing a plan that includes the procedures for
notifying responsible administrators of the negatively affected area and possible
options and plans for returning the work area to productivity as soon as
possible. Administrators are also to be fully updated and aware of all
developments in the emergency circumstances and affected area as they occur.

Fire extinguisher/
Make yourself familiar with it and know how to use it
When to use the fire extinguisher? ---- When the following procedures are
met:
Make sure individuals are out of harm's way and are evacuated.
Raise the fire alarm by calling (2222) and insure that the fire alarm has
been activated.
Insure that there is an exit escape route in the case that you are unable to
put out the fire.
Make sure that the fire extinguisher is in good condition.

Make sure that you have the training and ability to use the fire
extinguisher.
If you are in doubt of your ability to carry through the act of fighting the
fire, then do not proceed. Rather, leave and close the door behind you.
Remember that your safety comes first.
Make sure that you are aware of the fastest route for your evacuation and
exit in the case that you are unable to put out the fire.
Do not use the lift/elevator in the case of a fire.
Know where all the points of exit and entry exist in your work location.
Move quickly, but do not panic and try to concentrate.

In the case of a fire:

Student Safety
It is the students' right to receive the highest quality of care and attention, which
is not limited to providing a high quality of educational services. Rather, the
students and their environment's safety and security as well as personal care for
their well being is to be provided in order to avoid work related accidents
through active prevention applied in their daily work routines. As such, it is
vital for students to be familiar with the policies and regulation whose purpose
is to prevent harm from occurring. The application of these safety and security
policies and regulations is what will insure all individuals feel safe and secure in
their work environments. Which in turn will allow for individuals to work at a

greater capacity within the frame work of a single team. Throughout the
duration of the educational program, safety and security are to be an active part
of the program which facilitates students positive interactions as they, the
students, find themselves in a healthy environment. As such, it can be
established that the responsibility of safety and security is a responsibility that is
of a vital nature to the Center for Undergraduate Studies in order to fulfill their
set goals of establishing an environment that is safe and secure for all.
To give an example; falling, slipping, electric shock, and fire are of the most
often occurring accidents that students are afflicted by.
Of the important issues to be raised in this context is the importance of
establishing methods and procedures for student evacuation in the case of

emergencies.
Staff Safety
Basic Safety Rules:
That Safety and security be a consistent part of work; since safety and
security are not a coincidental action. Rather, the achievement of safety
and security at the work place requires the group effort and participation
of all those who are involved.
The immediate notification of the supervisor in charge and /or the safety
and security administrator and /or the department's administrator in the
case of danger or possible harm.

The immediate notification of staff of any hazardous or harmful actions
without delay.
The immediate notification of staff in the case of any injury, even if
deemed superficial, and insuring that the injured party receives the
needed medical attention.
Following the required procedures when going about your daily work
schedule.
Making one's self familiar with the safety and security policies,
procedures and regulations specific to each department, and following
them closely.

Knowing in detail of the procedures of raising the alarm in the case of a
fire, as well as the procedures of how to deal with it, as well as being
familiar with the different types of fire distinguishers used and their
proper use.
All individuals must know the emergency evacuation procedures in the
case of an emergency.
Only use the materials and tools specified to your job description and put
under you charge.
Making oneself familiar with the safety and security directives specific to
your area of work.

Disposing of all waste and chemical products in a safe and appropriate
manner as has been specified by the university.
Strictly following all signs and warning posts in the work place.
Knowing the correct manner in which to carry out your task, or job at
your work place. The correct manner of work is the safe manner to carry
out your task or job. Ask your supervisor in the case that you are unaware
of the correct manner in which to proceed.
We encourage you to put forward your suggestions that may help you
accomplish your designated work in a safer fashion.
Think of what you are doing and how to best complete the task at hand.

Do not overload the electric circuits beyond their capacity under any
circumstances.
Do not use the mechanical rooms as storage areas.
Do not leave electric and other cables laying about on the floor. Such
cables become hazardous for pedestrians who might be tripped by them.
Make sure all the electrical sockets you are using in your work area are
grounded (three prong sockets). Do not plug multiple electric appliances
into a single socket.

Place clear warning signs at work station or areas are associated with
work hazards, such as whipping the floors, or working at an elevated
position.
When whipping floors, only half the area is whipped while the other half
is left dry, and a sign is propped up stating (Wet Floor).
The difference in door design and door handle shapes represents a
problem. If the door has a window, make sure the path is clear before
opening the door. If the window does not have a window, open the door
using the door handle slowly.

General rules for office Safety:
A- Paying special attention to all aspects of safety and security.
B- Notifying the Safety and Security administrators of any unsafe practices you
may notice in the work place such as loose electrical cords, or misplaced tools
and machinery, in order to deal with the dangers in an appropriate manner.
C- Make sure nothing obstructs the natural movement within your workplace,
such as loose or incorrectly wired telephone and electric cords.
D- Make sure all closet doors, drawers, and shelves are closed when not in use.
E- Do not pull out more than one drawer at one time.
F- Shelve materials and machinery, and avoid putting them on the floor. It is an
established safety protocol to place heavy items on the bottom shelves, while

heavier items go on higher shelves.
G- Smoking is prohibited.
H- Do not dispose of broken glass or any other sharp objects in the regular
trashcans, and call janitorial services for help in disposing of such materials.
I- Follow university and work guidelines in reference to work uniforms and
dress code.
J- Make sure you do not rest your full weight on movable or rocking chairs and
seats.
K- Do not use and notify the responsible administrative party of any broken
furniture.
L- Use a ladder to reach items placed on high shelves, and never use a chair,

box, or table in the place of a ladder.
M- Report all injuries regardless of their severity.
N- Report broken and unusable machinery and materials in order to avoid such
items becoming a source of harm for others in the future.
O- Use university approved sockets for all electrical appliances.
P- Use caution when dealing with hot liquids, such as tea , coffee and other
beverages.
Q- If seated for long periods of time, stop for regular breaks and perform
exercises appropriate for the work place in order to avoid stress induced by
prolonged periods of sitting in a chair.

Janitorial Services' Safety and Security
A- Janitors are to be supervised in their use of specific detergents in the
specified amounts for cleaning. They should also use protective wear in order to
protect them form the possible harmful effects of chemical detergents if used in
excess. They should also be aware of the dangers posed by broken or
dysfunctional cleaning items and machinery.
B- Detergents of relatively safe and organic chemical composition should be
used.
C- The use of Benzene and Carbon tetrachloride in cleaning is strictly
prohibited.

D- When using cleaning chemicals that are non-water-soluble, the least
flammable and poisonous types must be chosen for use.
E- It is preferable to use non-flammable chemical solvents that are of a reduced
toxicity when possible such as Trichloroethane. Such use should be under the
supervision of specialists and according to the regulations of safe handling and
care.
F- Chemical detergents should not be mixed together. The mixing of chemical
detergents can produce poisonous gases and may result in volatile reactions that
are a danger to people.
G- Water should not be poured over substances of a high acidic or alkaline
nature, as such actions can produce violent reactions with dangerous

repercussions.
H- All accidents should be immediately reported. In the case of unknown
substances entering the eyes or making contact with the skin, one should
immediately wash out the affected area with an abundance of clean water for a
duration of at least 10 minutes, after which immediate medical attention should
be sought.
I- Non-slip wax should be used.
J- All storage bins containing chemical detergents should be clearly marked
with legible signs. All flammable materials should be stored in approved safe
containers.
K- Specialist supervision should be available when using insecticides or

pesticides, while keeping in mind that a general reduction in the use of such
chemicals is preferable. Safety and security measures should be taken into
account when using such items.
In the collection process of wastes, the following should be adhered to:
Make sure all wastes are clearly labeled.
Gloves should be used to protect the hands.
Waste bins should never be disturbed and raked or looked through.
The plastic lids for wastebaskets should be securely closed before moving
them to a collection bin.

When disposing of the contents of wastebasket , hold the wastebasket
from the sides as you empty the it into the collection bins.
Catering Services' Safety and Security
The following should be observed:
1. All individuals working in the catering services should have valid food
handling Ministry of Health certification.
2. Individuals afflicted by injury or infected by disease are not to be allowed to
handle food or its preparation.
3. All catering staff are to wear hair nets on their heads while working.

4. Trays and platters should not be over filled with liquids.
5. All floors should be in a dry and clean state. Any food that is dropped or
liquids that are spilt should be immediately cleaned.
6. Food carts should be pulled through entrances and not pushed. While moving
food carts through hallways caution should be taken especially at their
crossings.
7. All electrical appliances should only be used by authorized individuals, and
then should only be used with caution.
8. All electric appliances should be grounded and electric links and external
fuses should not be used.
9. All cutting, slicing, grinding, and dicing appliances should be covered and

sealed for safety.
10. Glassware should be separated from metallic appliances and utensils.
11. All pots and frying pans' handles should be checked for safety.
12. Any leakage in piping should be immediately reported to the supervisor.
13. Wet Floor signs should be used to caution pedestrians.
14. The reverse flow of plumbing and sink's should be avoided.
15. Grease should not be allowed to build up on all kitchen utensils for fear of
being a fire hazard.
16. All grease is to be immediately removed from platters after their every use.
17. Oil in the deep frying pan should be at least three inches below the rim of
the deep frying pan.

18. All catering individuals should be familiar with the use of fire extinguishers
and other safety and security policies and regulations.
19. All appliances, floor units, locks, and alarm systems should be in good
working condition. the thermostat and surveillance equipment should also be
functioning well.
20. All stored food items should follow standardized food storage procedures in
order to assure the disposal of unusable or expired products in a timely fashion.
Laboratories' Safety and Security
General requirements:

Developing a Chemical Health Safety Plan (a plan to prevent chemical hazards).
The chemical health safety plan is considered to be the measure by which
laboratories compared. This plan shows the work policies and procedures that
are set to protect individuals (students, and staff) from the hazards of the
chemicals used in laboratories.
-Instruction and training
Information must be made available for all. It is also necessary to bring
awareness of the dangers that materials used at the work place cause, as well as
the procedures and regulations that protect and prevent these hazards and
dangers from affecting students and staff. Training requirements primarily focus

on the availability of information on laboratory content standards, chemical
health plan, as well as acceptable contamination levels for human health.
-Acquiring a medical checkup
In accordance with university policy you are entitled to a medical checkup due

takes place in the laboratories.
5-Availability of necessary medical checkups.
6-The chemical health plan should be revised due to the variety of laboratory

B-Information and Training:
1-Training both supervisors and students at the start of the academic year, or at
the moment of their appointment, in all laboratories procedures.
2-All those who are related to laboratories activities are to be informed of the
following:
-Laboratory standards procedural, and process content
-The chemical health plan content information
-The hazardous chemical contact plan's content information
-The symptoms and signs of hazardous chemical contamination for the
chemicals used in the laboratories.

-The availability of primary safety and security guidelines, as well as other
materials of relevance to chemical substances handling and use.
Primary Laboratory Safety Rules
1- Only authorized individuals, laboratory supervisors, or individuals
accompanied by, or with permission from the supervisors are to enter
laboratories.
2- All laboratory signs and directives are to be followed.
3- All vessels and bins must be clearly marked, indicating their contents and any
hazards or dangers related to their use.
4- Keeping all chemical materials that produce pungent or harmful vapors under
control and disposal devices when in use.

5- Organic insoluble materials are not to be disposed of through the regular
drainage system.
6- All organic insoluble materials are to be collected and disposed of through
the vapor control and disposal systems.
7- Assuring primary chemical safety and security information is available for all
chemicals and is available to all individuals working in the laboratory.
8- Organic mixtures treated with chlorine must not be mixed with other water
insoluble mixtures. Each mixture is to be disposed of separately in the vapor
control and disposal unit.
9- Watches, rings, and bracelets should not be worn when dealing with
chemicals.

11- Flammable chemical element should not be used.
12- A written plan should be created for individuals to follow in the case of an
emergency in the laboratory. All individuals using the laboratories should be
familiar with the plan.

13- The names and contact information for all laboratory staff should be made
available to the security personnel in case there is a need for further information
in case of an emergency.
14- In the case that chemical agent makes contact with your skin you are to
immediately wash it with water thoroughly.
15- Eating in the laboratory or the application of cosmetics while in the
laboratory is forbidden.
16- All chemical agents and equipment is to be properly stored and sealed at the
end of each and every working day.
17-Chamical storage facilities are to be inspected on a regular biases. Of which
the records of the facility inspections are to be saved.

18- Rust inducing chemicals are to be stored in large vessels.
19- Providing laboratories with safe and secure biological storage devices in
order to protect individuals who use live microscopic biological specimens.
20- Reducing the supply of hazardous chemical agents to laboratories to the
possible minimum level needed.
21- Poisonous chemical agents are to be stored in a sealed and locked closet that
only authorized personnel may open.
22- Separate imploding chemical agents from other chemicals, and storing them
in sealed and closed closets.
23- Special canisters and vessels that adhere to safety and security standards are
only to be used for flammable liquids. These storage vessels and canisters are to

have coil spring locks.
24- Large gallons containing acidic liquids are to be placed in an acid carrier.
25- Great caution should be taken when dispatching chemical agents that result
in violent reactions when mixed.
26- It is necessary to dispose of any canisters or vessels that do not have labels
that indicate their contents at the end of each working day.
27- The place of eye and body emergency water wash stations should be known
to all individuals working in laboratories.
28- The chemical vapor control and disposal units' glass doors must only be
opened when needed.
29- The fan in the chemical vapor control and disposal unit must be left on

during the application of any chemical experiment and for as long as there
remain any chemicals within the unit.

30- The central motor unit must be covered when in use.
31- The cutting razors must be set in place when not in use.
32- All heating devices must have an automatic thermostat installed that shuts
down the device in case of overheating.
33- The work and efficiency of the laboratory equipment is to be ensured and
checked periodically. Records are to be of the devices that have been checked in
order to assure correct maintenance has taken place.
34- Both hands are to be used when handling large glass vessels. Such vessels
should not be raised high when being moved.
35- All equipment and materials are to be returned to their designated place.

3- When storing or using chemical agents the following must be observed:
Every administration bears the responsibility of identifying all hazardous
materials existing within their work area.
All departments are to inventory all hazardous materials found therein.
The departments are also to ensure that their inventory procedures are
part of the comprehensive inventory administrative program.
All departments are to provide their concerned students and staff with
hazards handling training sessions. Records of the training sessions are to
be kept for future reference.

Fire-fighting equipment including automated fire-fighting systems,
smoke detectors, and fire alarms are to be provided in all laboratories.
Preliminary safety and security instruction for all hazardous classified
chemicals should be obtained, in order to facilitate their future use.
All chemicals should have clear labels.
Clothing appropriate for the task at hand should be worn and used.
All possible flame or spark sources should be kept away from chemical
agents.
All flammable and chemical agents should be stored in an way that is
appropriate to its physical and chemical nature. Sufficient ventilation

should be ensured. Storage areas should conform to basic safety and

It is not recommendable to use heating sources that do not have an
automatic off trigger in case it falls over.

The heater should be checked for soundness and it should be assured that
there is no gas leakage prior to its use.
It is preferable to have the gas canister outside of the house, and if need
be inside the house then at a safe distance from the heater.
