CHAPTER 1

The Problem and its Background

Background of the Project

How do these children become youth offenders? Documented cases show that these

children came from poor families. A 2019 report from the Council for the Welfare of

Children (CWC) presented the common profile of these youth offenders; they are usually

male between the ages of 14 and 17; has low to no educational attainment; belong to large

families; charged with crimes against property and use drugs and/or drink alcohol. These

children are deprived of their basic needs, food, water, shelter, sanitation. Most of them

have no educational background, forced to work in order to survive and sometimes, gravely

abused by their parents or guardian. Due to the increasing poverty incidence as well as the

growing population of the country, the government cannot sustain for the families of the

children, forcing them to engage in theft, be involved in different modus operandi.

The researcher proposed a project entitled BAHAY ARUGA: A Pro-Child Reformation

Center and Protection of Future Generation in response to the stated problem of CICL

and existing center in the country. The Proposed project is a Juvenile Reformation Center

24-hour child-caring institution established, funded, and managed by local government units

and licensed and/or accredited non-government, providing short-term residential care for

children in conflict with the law (CICL), who are above 15 but below 18 years of age, who

are awaiting court disposition of their cases or transfer to other agencies or jurisdiction. It

is also a place where CICL including those a) above 12 to 15 years of age, who committed

serious crimes with commitment order issued by the courts; b) above 12 to 15 years of age,

who are repeat offenders; and c) above 12 to below 18 years of age, who are considered to

be neglected and/or abandoned, are provided with necessary intensive interventions.

The proposed project gives CICL the opportunity to become a responsible part of our

community and developed their full potential. The resident of the Rehabilitation and

Reformation Center take care of the beautiful patch of land that will be occupied. The

proposed project will train them with skills and keep them occupied in livelihood projects.

Records show that many CICL are poorly educated. A majority are elementary school drop

outs or have not even finished primary school. Reformation center education amounts to

remedial schooling designed to prepare children to obtain basic skills in reading, writing

and mathematics.

Project Goals and Objectives

The researcher’s goal is to design a facility that will give solutions to the current

inappropriate situation of youth care facilities at the same time, the study and output be

considered as model for standardization of future Bahay Pag Asa development in the

Philippines. The design will initiate the urban farming considering new technologies and

way in the field of agriculture.

The aim of this study is to address the current issue, the dismal condition of youth care

facilities supposed to help children in conflict with the law, build an environment and

security through the principle of architecture, as well as to propose new systems and

technology that will also improve the Bahay Pag Asa system.

Significance and Expected Output

The study aims to affect the following entities:

a. Client- it will serve as a tool in bringing into awareness the issue of CICL who are

convicted and as an opportunity in housing then in a centralized institution. The proposed

project will be local based to be able to set catchment area.

b. LGU’s- this project may serve as a reference in terms of the physical developments

involved in putting up the likes of this institution.

c. Future researches- students or other researches may utilize this study as a form of

reference for the design program of the same or related project. This will give the researcher

suggestion and opportunities in determining solutions to a timely issue.

Scope and Delimitation

The researcher is focused on the architectural design program and planning including the

site development of the proposed project BAHAY ARUGA: A Pro-Child Reformation

Center and Protection of Future Generation: Supported by structural, Material, and

Utility Conceptualization.

The preparation of the architectural program shall include the following: design concept,

site development plan, floor plan, site section, and other significance architectural works.

The study would only last for a semester thus, feasibility consideration: such as socio

economic study, financial studyshall be limted to conceptualization. Thecnical system,

engineering frameworks, estimation, and detailed specification shall not be part of the study.
