THE PROBLEM AND ITS SCOPE
INTRODUCTION

Rationale

There is a general ascension among researchers that Earth's

atmosphere is being influenced by modern. One of its problems is global

pollution that brought by the many different types of products humans and

animals use around the globe. Each time we toss something as refuse,

consider where it will at last end up. Regardless of whether it is a plastic

glass, your broken wireless or the spent battery cells from your versatile

CD/MP3 player, they all contribute here and there to environmental

contamination and are likewise dangerous to life. In addition to the fact that

they are biodegradable, discarding them has their very own dangers as they

discharge hazardous poisons into the air and encompassing soil and

groundwater. These may contribute to another problem and this some

catastrophic effects of today's poor waste management systems may affect

our lives.

Lapu-Lapu is indeed dubbed with predominantly with beautiful

beaches, resorts/hotels scattered all over its coastal barangays. This perfect

beaches with sandy shores and clear blue water are ideal for windsurfing,
water skiing, swimming, motor cruising or even just idling around its white

sands gazing its beautiful scenery. Its stunning underwater marine corals is

ideal for scuba diving. But these fascinating views are changing as its

economy continues to bloom the fact that it has cons and pros, indeed that

fact that the rapid urbanization has provided ample opportunities. The

opposite side of a similar coin anyway exposes a terrible reality that there

are results to having scores of rustic occupants relocating to urban

communities. When all said in done, this quick urbanization occurring in

numerous urban communities all around has had certain repercussions such

as poor squander the board. Therefore, the problem of Solid Waste

Management has became urgent concerns of Lapu-Lapu City. The rapid

increase of population brought by the rise of economic development

promotes the change of lifestyle and activities of the people in the Lapu-

Lapu City especially in the mainlands of Lapu-Lapu City where greater bulk

of the economic activities are situated.

In line with this, the researchers want to know and gain more

knowledge on how the Local Government Unit implements the law that

governs the proper disposal of waste management and how they will resolve

the issue that may arise along on enforcing this law.

Theoretical Background

The study is anchored mainly on the following theories namely: Value

Belief Norm Theory by Stern (2000), Competence Motivation Theory by

Harter (1978) and Motivation-Hygiene Theory by Herzberg (1959).

Value-Belief-Norm Theory (VBN) is an expansion of Norm

Activation Model (NAM) which recommends that own norms enacted by

familiarity with outcames and moral obligation credit impact positively

philanthropic and pro-environmental behaviors. Notwithstanding NAM,

VBN recommends that self-absorbed qualities are contrarily related, and

altruistic and biospheric values positively identified with environmental

mindfulness which incorporates ecological perspective, ecological results.

As a significant aspect of the causal chain proposed by VBN, environmental

mindfulness impacts attribution of obligation which directly affects

individual norms. At long last, particular standards, named as personal good

commitment emotions impact a few pro-environmental behaviors. This

theory mainly used to understand own environmental practices, as applied to

the researcher's study, this theory will be used to follow the ecological

values, beliefs, and norms of hotel managers and their effect on

environmental management support behavior. These will be done by

generalizing the values, beliefs, rules, and actions of hotel managers to a

holistic representation of the hotel properties. From this, a better

understanding of the perceived advantages and disadvantages of

implementing sustainable practices will emerge. The Value Belief Norm

theory is like Ajzen's theory of planned behavior. In which it understands

one's personality and its collaboration with the environment can help

anticipate actual behaviors. Ajzen's model proposes that subjective norms,

attitudes, and perceived behavioral control influence behavioral intentions,

which, like this, influence behaviors. The VBN theory centers around on

moral standards and values while the theory of planned behavior centers

around rational choices and self-interest. The two approaches have been

looked at by Kaiser et al. as for environmentalism. This study utilized the

proportions of subjective norms, perceived behavioral control, behavior

intention and attitudes to take a look at the consistency of each theory.

The study was further supported by Competence Motivation Theory

by Harter in which it explains that a reasonable structure intended to disclose

Management Act legislated in the year, the act sought to institutionalize a

policy mechanism that shall set guidelines and targets for solid waste

disposal and reduction. This law pronounces the strategy of the state in

embracing a deliberate, thorough and biological strong waste administration

program that guarantees the assurance of general wellbeing and the earth and

the best possible isolation, accumulation, transport, stockpiling, treatment

and transfer of big waste through the definition and appropriation of best

environmental practices. Additionally, it shows the possibilities and

RA 9003 portrays solid waste management as an order related with

THE PROBLEM

Statement of the Problem

This study explored the lived experiences of the implementers of R.A.

9003 and its local ordinances in selected cities of Lapu-lapu, CY 2018-2019.

Specifically, the study sought to answer the following problems:

1. What are the experiences of the informants in the implementation of

R.A. 9003 and its local ordinances?

2. How do the informants manage in carrying out the implementation of

R.A. 9003 and its local ordinances?

3. What constraints do the informants encounter in implementing R.A.

9003 and its local ordinances?

4. What impact does the implementation of R.A. 9003 and its local

ordinances have to the informants’ personal lives and to the community in

general?

Significance of the Study

The discoveries which this examination will uncover profit certain

gatherings, and the advantages they may able to gain are as follows:

Implementers. This will help them express their opinions on the

matter of solid waste management implementation in their barangay.

DOH. The study will help the DOH (Department of Health) on

assessing on how they implement the solid waste management for the

purpose of improvement.

Researchers. This will help them get an insight on how the public

enforce the solid waste management and gain knowledge about it.

Future Researchers. They can make use of the findings of the study

as a reference in future research related to the experience of public officer in

implementing solid waste management.

RESEARCH METHODOLOGY

Research Design

This study employed a qualitative phenomenological method of

research using an interview guide in delving into Experience of Local

Government Official in the Implementation of Waste Management

Programs.

Research Environment

The research was conducted in the different barangays in the City of

Lapu-Lapu namely; Brgy. Pajo, Pusok, Ibo, Buaya, and Mactan with an area

of 58.10 km2 (22.43 sq mi)and an elevation of 17 m (56 ft.), with a total

population of 83,427 covering 20.40% of the total population of whole

Lapu-Lapu. It has a density of 7,000/km2 (18,000/sq mi).

Barangay Pajo has a population consisting of 20,999 representing 5.14

% representing the whole community of Lapu-Lapu. Barangay Pajo located

in Maximo Patalinghug Ave. Lapu-Lapu City 6015

Barangay Pusok has a population composed 28,810 representing 7.06

% serving the entire population of Lapu-Lapu. Barangay Pusok located in

M. L. Quezon National Hwy, Pusok, Lapu-Lapu City, 6015, Philippines

Barangay Ibo has a population consisting of 8,126 representing 5.14

% representing the whole community of Lapu-Lapu, it located in M.L.

Quezon National Highway, Lapu-Lapu City, Cebu. Barangay

Barangay Buaya has a population consisting of 16,072representing

3.94% representing the whole community of Lapu-Lapu, is located in Lapu-

Lapu City, Cebu.

Barangay Mactan has a population consisting of 33,465 representing

8.19% representing the whole community of Lapu-Lapu, is located in

Mactan Road, Lapu-Lapu City, Cebu

Research Informants

The informants of this research composed of two (2) Local

Government Unit (LGU) which came from the different barangays namely;

Pajo, Pusok, Ibo, Buaya and Mactan. These informants consist of barangay

captain and the councilors who handled waste management or clean and

green program.

Research Instruments

This research consisted of an individual discussion. The interview

guide served as pattern of the researcher and served as the primary basis for

extracting information from the participant of the study while the registrar

served as a secondary tool if in case that the researcher can't write all the

information that will be given to him by the participant.

Research Procedure.

The researchers asked permission to the Barangay Captain of the

different barangays to conduct the study. The researchers contacted the

subject and asked them personally permission from the matter with the

consent and asked them to sign the informed consent. These are for the

approval of the participants to interview the informed consent forms which

stipulate the study purpose and procedure in the conduct of the interviews,

the right of the subject and obligation of the researcher.

Gathering Data. The researchers collected the data from and an

interview with the use of a voice recorder. Before the meeting, we gave the

interviewee an informed consent form to explain the purpose and

confidentiality of the interview. The researchers personally administered the

distribution and retrieval of the consent forms from the respondents. The

gathered data were processed and transcribed into texts.

Data Analysis. The data that was gathered during the in-depth

interview was subjected to hermeneutical interpretation. The hermeneutical

interpretation moves forward and backward starting from the present

through the rigorous interaction and understanding of the phenomena is

uncovered.

Ethical Considerations. In compliance with the research ethics

protocol, the researchers obtained an Informed Consent form from the

informants stipulating their awareness to the purposes of the study, their

agreement to participate as informants, their freedom not to answer if they

feel uncomfortable with the questions, the welfare which they may receive

from the study, and the confidentiality.

Trustworthiness of Research. The issue of validity and reliability

arises from a need to persuade researchers of the authenticity and

trustworthiness of the methods of collecting and presenting information and

the interpretations that are derived from it. In order to ensure the relevance

of the questions as well as their validity and reliability, intensive literature

research were conducted prior to the formulation of questions. Furthermore,

the researcher conducted fieldwork observations after the interviews to

verify and confirm the conclusions to be made. The interview was conducted

by the researcher herself, recorded and notes were taken down during all

interview. The result of the study was used to greater extent of goals and it is

advantage by providing information or evidence to support or prove its

conformability, and able to provide a support the activities in which the

researcher realized the standard of a quality, true, real and honest study.

(Maningo, 2017)

Dependability ensures that the research finding are consistent and

could be repeated. This is measured by the standard in which the research is

conducted, analyzes and presented. Each process in the study should be

reported in detail to enable an external researcher to repeat the inquiry and

achieve similar results. This is also done to confirm the accuracy of the

findings and to ensure the findings are supported by the data collected. All

interpretations and conclusions are examined to determine whether they are

supported by data itself.

Conformability questions how the research findings are supported by

the data collected. This is a process to establish whether the researcher has

been biased during the study, this is due to the assumptionthat qualitative

research allows the research can judge whether this is the case by studying

the data collected during the original inquiry. It shows the soundness of the

research methodology and the result generated, based on the extent to which

the research remains in congruity with universal laws, objectivity, truth and

facts.

Tranferablity refers to the degree in which the research can be

transferred to the other context, readers of the research define this section.

The reader notes the specific details of the research situation and methods

and compares them to a similar situation that they are familiar with. If the

specifics were comparable, the original research wpold deemed more

credible. It is essential that the original research supply a highly detailed

description of their situation and methods comformability, and able to

provide a support the activities in which the researcher reliazed the

standardof a quality, true, real or honest study.

DEFINITION OF TERMS

To fully understand the contextual presentation of the research, the

following terms are operationally defined

Experiences of the informants in the implementation of R.A. 9003

and its local ordinances. It refers to their observations towards the people

all about their compliant with the laws of solid waste management.

They are carrying out the implementation of R.A. 9003 and its

local ordinances. Refers to the ways and means on how the informants

imposed the law and mandates.

Informants' personal lives and to the community, in general, have

an impact on the implementation of R.A. 9003 and its local ordinances.

It refers to the changes brought by the program on the lives of the informants

and also to the community.

Constraints encountered by the informants in implementing R.A.

9003 and its local ordinances. It refers to the reason for the informants

towards their problem.

CHAPTER 2

PRESENTATION AND ANALYSIS OF DATA

This chapter consists of the presentation of the data and their

analysis.

Presentation of Data

The researchers conscientiously delved into the relevant aspects of the

sub-problems from which the research data intended to answer. We read all

the transcriptions multiple times for us to acquire a feeling on the description

of experiences of the informants. Following the Colaizzi's phenomenological

approach, we painstakingly extracted significant statements and logically

arranged them for better understanding (See Appendix D for sample of

significant statements). We formulated meaning outs from the significant

statements to form the core meanings and further analyzed them, and which,

after a thorough study, arranged them into cluster themes (see Appendix E

for sample of formulated core meanings). We then re-grouped the cluster

themes, and which evolved into emergent themes (see Appendix E.1 for

sample of development of cluster themes which evolved into emergent

themes).

The results were elucidated into a rich and exhaustive description of

the lived experiences of the informants.

There were 6 emergent themes which comprehensively described the

informants' responses to provide answers to the questions that this research

intended to be delved into. They are as follows:

I. Experiences of the Informants in the implementation of the

waste management programs

1. The joy of service. This theme refers to the positive

experiences of the informants in the implementation of

the R.A. 9003 and it’s local ordinances.

Informant 1 responded to us with a smile on his face as he

expressed his joy on the cooperation of the community on their

programs. He stated that:

kay ngano atong time-ma wala jud mi service kami akoa
akong assistant pagkadakop namo adto pilay fine nila is

kay ngano ara ko nakapalit man kog nakapalit mi ug echo
bike which is na service namo, kay ang paho dako man
kaayo ning eryaha kay kapoayan man ka mag sige lakaw-
lakaw mag sigeg kuan sa basura, mao to time-ma na
positive thinker ko kay engun ani diay niya kung mobuhat

kag kaayohan niya makadakop ug kaayohan sa inyong


grupo makaayo jud lkay nakapalit man mi ug service,
pero ang pag impose namo sa balod kinahganglan
positive thinker jud ka(IDI1). (theres a time when we
caught transporting garbage, I feel positive that time
because we have no service I and my assistant caught that
and their fine is 56k I feel positive that time because that
time we buy eco bike which served as our service, Pajo
had a wide area coverage then we tired of walking
implementing about waste that time I feel positive thinker
because what they have said if we did good and we did it
for the group that feel good because we bought an eco
bike which serve as service but in imposing the law you
must be a positive thinker.)

2. The stumbling block. This theme refers to the negative

experiences of the informants in the implementation of the R.A

9003 and its local ordinances.

Informant 2 answered:

barangay kay 2months mi wala kakulekta ug basura lain
sad imo nang dakpon amo man sad sala, niya sige
pangasaba sa tawag kompleto ang pamalikasbasta mo
follow lang ka sa scedule smooth [Link]
through Inform, dissimination, fine.(IDI2).(I had an
experience one time someone throw a garbage in our
barangay because 2months we fail to collect the garbages,
it is our fault. Then other people will murmur and say bad
words to you all forms of backbite you can hear. If you
follow the schedule the result will be smooth.

Informant 1 responded to us with seriousness on his face as he expressed

his feeling. He stated that:

Sa dire sa amoa sa paho mostly ang taw diri naanad


nalang gyud nag kami taga barangay ang manglimyo why
ngano man kay tungod sa kuwang og equipments.
Mocooperate man sila pero dili kaayo nigahin ani tungod
kasagaran dire kay nanarbaho wala sila mogahin og oras
about ani(IDI1). (Here in Pajo mostly the people here
have became their habit that the barangay will clean their
waste for the reason that our materiasl are insufficient
and besides mostly the people here works and this have
less attention about it).

Informant 3, he answer honestly in a direct manner. he said that:


Naay one time ana nga [Link] mi sa mga taw
nagyawyaw sila sa amoa giingnan mi og mga way mga
buhat cge lag dawat og sweldo kay ganahan nila everyday
mi magcollect og basura naa baya tay schedule
dire(IDI3).(One time people nagged on us they said that
we didn’t did our work and we keep on having our salary.
They want us to collect their garbage everyday but we
have schedule)

I. Carry out the implementation of R.A 9003 and its local

ordinances

1. I’m with you all the way .This theme refers to the personal

methods, means and ways used by the informants in

addressing the challenges they encountered in the

implementation of the waste management.

Informant 1 courageously stated his strategies and his personal

methods. He stated that:

Violators mo issue mi og citation. Naay citation makita
nimo unsa ilang sala naa didto ang punishable act. P300-
1000 minor offense. Every month molimpyo sa pajo para
makita nga galihok mi sa among paglihok mo hatag sad
mi ug fleyrs(IDI1). ( Seminar, every month. We want to
have seminar to refresh us on how to impose the law. We
will issue a citation to the violators. We have citation, you
can see there the violations you committed. P300-1000
minor offense. Every month we will clean the Pajo to let
the people see that we do our work. We will also give
flyers.)

Informant 8 answered briefly. He stated that:


give awareness then strict implementation sa balaod
pero dapat disciplinado mi una before mi mamadlong
alangan man sad nga kami mabadlong sa ila nya utro pud
diay ming badlungon. Magstart sa na sa amo gyud first
kay public official baya mi imhimplo mi sa mga katawhan.
Fines ra then community service ang punishment pero
kana magdepende na sa imong binuhatan or sala nimo
kana tanan. Wala nay warning kay kahibaw na sila na
sayop na ilang binuhatan sud usa pa wa man sad mi
magkuwang mag implentar sa balaod so mao ra toh(IDI
8).( We will give awareness then strict implementation of
the law but before that we must first obey the law, it is not
nice that we the implementers will try to implement the
law but we are the first to disobey it. It must start with us
first because we are public official and must serve as
model to the people. Fines and community service there is
no warning because they already know what they are
doing, and we didn’t lack in implementing the law)

and its local ordinances

factors that mainly attributes to the failure of citizen in

complying the said law.

Informant 10 answered briefly. he stated that:

environment kay mo adopt mana sila sa unsa ilang makita
og feel sad nila sakto sa ilang [Link] ba mao na labi
na ila mga ginikanan mo buhat sad ana so musunod sad
ila(IDI10).(It will connect to the environment where they
lived for the reason they tend to adopt what they see what
is correct based on the mostly people did, especially if
their parents did the same.)

Informant 3 answered briefly. he stated that:


Kuwang sa implementation, walay pakabana ang
uban, kuwang ang taw, bisag unsaon nimo og ingun
segragate tapulan gyud sila mo segregate. timingun ra sa
uban taw ang pagpanglabay sa basura labi na walay
tigbantay.(IDI3).(Lack of implementation, some do not
care about it, lack of personnel. Even how many times you
told them to segregate, they are too lazy to do it. Some
will measure the time that no one can see them in
throwing their garbage.)

Informant 6 answered :
Tungod daghan na diring boarders nya sikit-sikit
ns balay, wala tay area, Karun, tungud sa kadaghang taw
diri nga ahmm mismo ang taga lodgers ky di mu
cooperate diri ky di baya sila taga diri ky ig adtu nilas
trabahuan kung makakita silage kinsa nay basurahan nga
ilang maagian ilang ibutang mao ng nga mamroblrma
mi(IDI6). (Because of too many boarders and the houses
are too close to each other, there are no area left because
of too many people ahmm even the lodgers will not
cooperate because they are not really from here so when
they go to their work if they can see a garbage somewhere
they will also put their garbage there that’s why we are
problematic on that.)

general

changes of the personal life of the informants in the

implementation of the R.A. 9003 and its local ordinances.

Informant 5 answered briefly:

koy boarding house nya ilahi jud ng malata, di-malata ug
kanang recyclable mao na sya unya pero ang mga taw
bisag unsaon nimug storya di man na sila kanang labi na
sa akong ingun nimu kasagaran gapuyu dri mga boarders

Informant 4 answered briefly:


In my life? Naga segregate ko sa akoang balay unya
dayun kanang adlaw-adlaw pud ang pagkuan sa basura
kanang ang amua ba adlaw-adlaw man sad na sila
mukuha edi adlaw-adlaw sab mi manglabay nad katung
akoang malata unsa gani malata sa English?
Biodegredable? Among [Link] sa bukid among ipakaon
sa animals. Yes pero ang mga eggshell ibutang sa mga
tanum.(IDI4).(In my life, I segregate in my house then
everyday they collect garbage so we also gave our garbage
then the biodegradable one I will bring them to the
mountain to feed to animals.)

Informant 10 answered briefly. he stated that:


basic nga buhaton like pagsegregate then sa amoa
kay tudloan nako akong mga anak na dili pataka og labay
nya then kanang plastic dugay mana malata di ba dili na

sunugon kay makadaot gud na sha sa atoa.. Sa akoa lang


gyud no tagaan ni shag importansya dili lang kay naay
rules og balaod ana dapat hunahuanaon sad sa mga taw
sa kumunidad na dapat maglimpyo kay kay kaayouhan
nato na, sa amoa kana sha clean and green kay usa na sa
mga advocacy gigahinan namo na sha og dakong pondo
og pagtagan kay ang basura kung dili makolekta
manimaho nya makadot na sha sa atoang officials di ba.
(IDI10). ( Basic work like segregation and then I teach my
children not to threw their garbage anywhere espicially
plastic and not to burn it because it is harmful and for me
we need give attention and importance with this not for
the reason that there is a rules or laws we must think that
we did this for our own advantages, aside from that this is
our advocacy we allotted funds and give importance.)

2. Top of the Line- This theme refers to the LGU official on

how they consider R.A. 9003 and its local ordinances in the

community.

Informant 1 answered briefly:

Ang paghatag og importansya isip public official


gihatagan nila og dakong pagtagan kay mao mani ang
numebr na problema dili ra sa pajo kung di sa tibuok
kalibutan.(IDI1). (We give importance as a public official,
they give enormous awareness because this is the most
problem not only in Pajo but also in the whole world.)

Informant 3 answered briefly:

usa sa mga priority namo sha kay tungod kay dili ra


kami ang maapektohan ani daghana ang epekto ani kung
di namo ni sha tagaan og pagtagad nya usa duol ra baya
mi og mga big estblishments mao na dapat tagaan namo
inig og gahin kay maka affect na sa amoa kay dagahan
man og tourista(IDI3).(one of our priority it is because it
is not only us to be affected but others also because there

here we are near big establishments that’s why we must


give it a time).

Informant 4 answered briefly:

It’s top of the line namu. Top ogf the line ky nganu
kung di maayung pagsegragate kuan sa solid waste ky
masakit baya ta. Top of the line next to drugs then peace
and order natu pag dili maayung pagda.(IDI4). (it is top
of our line, if we didn’t segregate the result is we get sick.
It is top of the line next to the drugs then peace and order )

Analysis of Data

This study used collaizi’s method on analyzing the data gathered by

the researchers. An analysis was pursued on the data gathered where

significant statements were extracted, core meanings were formulated,

cluster themes were developed, and themes were categorized into emergent

themes.

I. Experiences of the Informants in the implementation of the

waste management programs

1. Happiness to serve . This theme deals with the

satisfaction of the informants in their job. The informants

expressed their joy in their job of implementing the R.A

9003 and its local ordinances. This theme includes the

informant’s positive experiences like the result of their

hard work in implementing the law had a great result like

they can buy new equipment from the fines that they

collect from the violations which they can use in their

operation on collecting garbage’s. Aside from that the

informant they can see that the people abide them which

result to the proper disposal. The informants also

expressed their gratitude to the community for the

continue support of the program.

According to Herzberg, in Motivation Hygiene

Theory (1959), one of the content factor which aim to

give the employees worthwhile works that ables them to

intrisically satisfy by their work outcames, experiences

learned, and achievement they received to theirselves.

2. The stumbling block .This theme comprises the

informants’ depressing side of their job. The informants

expressed their sadness on the negative experiences in

the implementation of R.A 9003 and its local ordinances

programs. Their negative experiences include on-

cooperation of some people, lack of equipment that they

used in collecting the garbage from the different areas in

their territory, it also includes negative feedback and

negative responses from the community during or failure

to collect garbage’s. This theme also includes those

individuals who depends their garbages to the garbage

collector and not mindful on their waste and it effect,

and it also include those people who are one side thinker,

that questioned effectiveness and success of the

programs. Because of these negative experiences, the

informant felt sad and this factors causes them to became

disappointed to their work.

Motivation Hygiene theory (1959) suggest that

there are definite factors in the work environment that

cause job satisfaction, while a different arrangement of

elements cause job disappointment. Analyzing this

theory, the nature of the work one performs which job

aspect related to what person does, apparently have the

capacity to gratify such needs as achievement,

competency, status, personal worth, and self-realization,

thus making him happy and contented.

II. Carry out the implementation of R.A 9003 and its local

ordinances?

1. I’m with you all the [Link] theme focused on

the ways and means used by the informants in coping and

addressing the challenges they encountered in the

implementation of the waste management..This theme

includes on the various programs they conducted to

lessen the problem of solid waste in their area like

conducting seminar, giving awareness program, strict

implementation of the law without bias and favor so that

the people learned on their mistakes and know about

solid waste management in which this knowledge they

acquired will be helpful minimizing the rising problem of

waste disposal.

According to Value-Belief Norm Theory (2000) by

Stern, norms are activated when an individual believes

that violating them would have adverse effects on things

they value and that by taking action, they would bear

significant responsibility for those consequences.

III. Constraint the implementers in implementing the R.A.

1. The Major [Link] theme refers to the core of the

problem that mainly attributes to the failure of citizen in

complying the said law. In this, the informants determine

what are the determinative reason behind why almost

people can hardly obey the law, the informants merely

believed that lack of knowledge particular to the subject

matter giving them less priority , it also include the

different personalities and characteristic which rise to

various hygienic habits. Different person different habits.

Place also contribute to the problem of waste disposal

insufficient space tends to have no area of where the

garbage properly disposed.

According to Stern, on his Value Belief Norm

(2000,). In which it understands one’s personality and its

collaboration with the environment can help anticipate

actual behaviors.

IV. Impact of the implementation of R.A. 9003 and its local

ordinances have to the informant’s personal lives and

community in general

1. Benefit brought by the change. This theme refers

tothe outcames of the implementation of the waste

management programs to the informant’s lives. This

includes being more aware of their surrounding through

the knowledge they acquire from the seminars they

attend. They tend to be a model to the other citizen and

they also gain popularity due to their work as

implementer in which it is helpful in knowing the root

cause of the problem.

This relates to the Competence Motivation Theory

(1978) by Harter in which competence motivation

increases when a person successfully masters a task.

Additionally, it contends that appropriate praise and

feedback by an individual helps infuse a sense of

independence.

2. Top of the line .This theme refers to the level

of priority of the solid waste management on their

administration. The informants consider the improper

disposal of garbage as one of the problem not in their

area but also around world as it have a wide range scope

that affects mainly the economic, health and business

section in the area affecting the residents and the

community residing in the barangay. The solid waste

management is alarming situation that everyone must be

aware everyone must cooperate in solving this problem.

As discussed by Stern in his theory Value Belief

Norm theory (2000), for behaviours not strongly

compelled by contextual powers, singular decision about

proenvironmental activities can be driven by personal

standards - a internalized feeling of commitment to act

with a particular way.

CHAPTER 3

SUMMARY, FINDINGS, AND IMPLICATION

This chapter presents the summary, findings, conclusion, and

implications based on the date secured through a series of the interview

using the interview guide, voice recorder, and field notes. The study was

conducted to provide an in-depth study about the experiences of the

implementer in Lapu-lapu City on the implementation of R.A 9003 and its

local ordinances programs.

Summary

This study explored the lived experiences of the implementers of R.A.

9003 and its local ordinances in selected cities of Lapu-lapu, CY 2018-2019.

Specifically, the study sought to answer the following problems:

1. What are the experiences of the informants in the implementation of

R.A. 9003 and its local ordinances?

2. How do the informants manage in carrying out the implementation of

R.A. 9003 and its local ordinances?

3. What constraints do the informants encounter in implementing R.A.

9003 and its local ordinances?

4. What impact does the implementation of R.A. 9003 and its local

ordinances have to the informants’ personal lives and to the community in

general?

The participants of the study involve two (2) implementer 1 barangay

captain and councilor on every barangay in Lapu-lapu. The research

considered employed a qualitative method.

Findings

We were able to came up with the themes based on the experiences of

the informants in the implementation of R.A. 9003 and its local ordinances.

These following are: (1) The happiness to [Link] theme refers to the

positive experiences of the informants. (2)The stumbling [Link] theme

refers to the negative experiences of the informants: In carrying out the

implementation of R.A 9003 and its local ordinances,we came up with one

theme: (1) I’m with you all the [Link] to the personal methods, means

and ways used by the informants in addressing the challenges they

encountered in the implementation of the waste management. In what

constraints do the informants encounter in implementing R.A. 9003 and its

local ordinances, we formed with one theme, it is: (1) The Major [Link]

to the determinative factors that mainly attributes to the failure of citizen in

complying the said law. Lastly, what impact does the implementation of

R.A. 9003 and its local ordinances have to the informants’ personal lives and

to the community in general, the following themes emerged: (1)Benefit

brought by the change .refers to the changes of the lifestyle of the informants

brought by the R.A 9003 and it’s local ordinances. (2) Top of the [Link]

to the level of priority given by the informant to waste management law in

their administration with regards to the community as the benefactor.

Implications

Implications for practice

Waste management is not a small problem, and it needs attention

because its effect is a wide range. As the population rise and the

improvement of human technology, we cannot deny that there is also an

increase in waste and trash that we produce. This trash of ours even small it

had a high impact on our environment and to our mother earth. Waste

management also affects our health and commercial industry. It is causing

more people to be prone to different kinds of diseases which will cause poor

job satisfactory rate and job failure.

Republic Act 9003(Ecological Solid Waste Management Act) was

pass that promotes to proper disposal of garbages mainly the tends to cure

the growing problem we face. It supports adequate management of the waste

program that will help reduce the environmental problem in our country and

also in the world. The environmental awareness and attitusde of the people

will be the key to solve this problem. This characteristic will play a vital role

because people will be more concern about their surrounding and it will

diminish the massive garbage waste problems were facing. We cannot take

for granted this alarming situation we are now facing we must act

immediately in battling this global phenomenon. The changes must begin

first in ourselves with the help of proper and smart waste disposal

management this problem will came to an end.

Implications for Future Studies

The researchers suggest that future researchers will study in the

following topics:

1. Condition of the Equipment: Experiences of Garbage Collector in using

Waste Material Equipment in Collecting Waste.

2. Financial Expenditure: Experiences of Waste Management Council on

the budget allocated for R.A 9003 and its local ordinances.

3. Citizen’s View on the Implementing Policy on Collection Schedule of

Garbages in Lapu-Lapu City.

dakong problema kay track, once a month magmeeting mi sa contituents bahin sa basura, pag
edukar. realidad na gyud diri mga taw marabaho pero bahin sa pamalaod cooperate jud
sila.(Here in our pajo, most people around here rely to us in cleaning the surroundings, why
because we only have two trucks the other one is bogged down and once the truck is bogged
down there will be no one will clean. Even the task force job is to seize they will clean instead.
What we observed to the people is that they will cooperate but they will not fully allocate the time
in cleaning the garbage because most of the people in Lapu-Lapu have work, so it happened they
will only cooperate if we have our presence. The big problem is the truck. Once a month we will
have a meeting with the constituents regarding the garbage. Educate. It’s the reality that people
will work. Regarding also to the law they will also cooperate

pero kaning mga taw uban dili jud. kanang uban tuyuon man jud na nila nga dijud mo follow.
(They cooperated but not all, let say 50-50. The whole barangay? The other will not, only the
barangay will fully cooperate but some people will really not cooperate. Some will not follow
intentionally.)

follow. Here in our barangay administration we also do the garabage campaign to implement the
laws about the garbage. We certainly follow, we implement garbage campaign so that people will
learn on how they will segregate the garbage. The previous administration made this and then
now we followed it to make sure they will know what is biodegradable and non-biodegradable
and how to dispose but we cannot hold people, we cannot say that the boarding house is the cause
because people here are mixed up, some are not really from here, there are many who rents
because of their work here.)

follow because we implement this in our barangay then we educate them with proper disposal but
there were some who didn’t follow that why we have seminar in order to lessen the hard headed
person in order for us to lessen the time of rebuke. Then this segregation is very important, there
is a day we collect biodegradable and non-biodegradable and for that we informed them in order
for them not to be hustle. I have plan to buy a big truck because we have only 2 truck. We will

mactan, it is already clean because we started cleaning because of the ordinance 484/97. Here
there is a continuity of the program because there is one who handle the solid waste management
for almost 20 years then she always conduct seminar in our people. The people here tend to
follow because aside from the seminar we lectured them about it then the effect of it. We cant
avoid that their where people who will not obey but so far they cooperate.

I10 Basi sa giingun ni kap diri sa amoa limpyo gyud kay ako as a councilor nga

not obey and we will give citation if they will not follow.)

2. Have these observation strengthened or weakend your sense of fulfillment as a law


implementor? how?

I1 Nitaas kay challenge sa amo solid waste kay dili kami ra ang mahasol mas taas
among pag edukar nila kay ang mga taw gyud sa akong giingun mostly nanrabaho, mas imo
moral kay wana ming mgta tawhana kailangan mohatag kag uras ani aron makahibaw sa
basura. Naa as a leader diligyud ka kapada ingnun ka sa constitute nga ila nang trabaho, bisag
sakit ila estorya ddapat magpaubos jud ka. Naay one time nga nakadakop mi niya ang fine ato
gipalit namo ug eco w/c is na service namo niya nibuhat ka ug kaayuhan niya nakadakop ka para
sa kaayuhan. (It increases because it is a challenge for us in solid waste because it’s not only us
that will be bothered, We educte them more because as what I’ve said people here have work, our
confidence will increased more because these people needs to give their time so that they will
know about the garbage.)

I2 Nakapalig-on siya nako kay isip mangalagad ikaw may rule model unya ila man
kung gi follow ug niuman man sila kanang wala nituman wala na nakadown nako mas
maningkamot ko nga ako na silang mada para dina sila pataka ug labay.( it strengthen me as a
implementer because you are the role model then they follow if ever there were people who will
not obey it will not degrade mi and I will make effort in order for them to follow.

management. (Sometimes it made me weaker especially when a new leader of the solid waste
management is assigned it will not be cared.)

sige jud mi ug pa meeting ang mga taw sa clean and greeen ba (Yes, they will listen to me but at
first they will not listen but as the time pass by they will because we always have them meeting

pagpatuman sa political will is kanang dili mu segregate masakoan naan a syay citation, citation
ticket na magmulta na sya. (Ahh no. it did not descend. It’s the political will we’ll enforce. How
will we enforce the political will is if someone caught the garbage is not segregated, he/she will

I6 .It’s our challenge. Ky ako man usa sa myembro sa solid waste nga pagkakaron

pinaka cleanest nga barangay ky nay premyo. (It’s our challenge. Since I’m one of the members
in solid waste we have an implement, I mean it’s not yet implemented, it’s still on going in which
the cleanest barangay will have a reward.)

I7 Para nako makapalagsik nimo kun ikaw usa ka baranagy official kung
commitment ka sa imong trabaho. di mansad ka ma success kung wala kay gugma sa trabaho imo
manang gipanangad nga moserbisyo ka. mas ma improve ang akoang kaugalingun, challenge
rani nako.(For me it makes us lively if you are one of the barangay official if you are committed
in your job. You will not be successful if you do not love your job because you desire that to
serve. It’s my challenge, it will improve my self.)

II. How do the informants manage in carrying out the implementation of R.A. 9003 and its
local ordinance

1. How did you implement the R.A. 9003 law so that people will obey, did you use
rewards? What are these? If they don’t follow it, how did you find ways to make
them complaint with the law? Fines? Imprisonment?
I1 yes nitaas kay challenge mana namong mga taga solid watse,o unya mas taas among pag
edukar nila kay ang mga taw gud diri sa paho sa ako pang giingun mosthly nanrabaho niya
,motaas man imong moral nga anang mga tawhana unsaon mana nimo pag edukar, so
kinahanglan mohatag jud kag uras ana nila nga mahibaw sila ug unsa ang basura. Naa pero as a
leader dili jud ka magpada, kanang engnun ka sa contituent nga ahh inyo nang trabaho, inyo
nang trabaho ang pag panglimpyo murag makadown sa imong moral ba pero as a leader mo go
down jud ka bisag sakit ilang giistorya kay trabaho mana nako, pero kung madown ko sa akoang
kaugalingun upleft lang jud dayun ginoo. Kana bang kanang pag implement namo sa RA 9003
kanang sa solid waste kanang diha may time nga nakadakop mi transporting ug garbage, na
positive ko ba kay ngano atong time-ma wala jud mi service kami akoa akong assistant
pagkadakop namo adto pilay fine nila is 56 thousand tranporting of garbage diha ko na positive
kay ngano ara ko nakapalit man kog nakapalit mi ug echo bike which is na service namo, kay ang
paho dako man kaayo ning eryaha kay kapoayan man ka mag sige lakaw-lakaw mag sigeg kuan
sa basura, mao to time-ma na positive thinker ko kay engun ani diay niya kung mobuhat kag
kaayohan niya makadakop ug kaayohan sa inyong grupo makaayo jud lkay nakapalit man mi ug
service, pero ang pag impose namo sa balod kinahganglan positive thinker jud ka..( yes it boost
because it is a challenge on our part as a solid waste management then we give rise on
educating because the people here in pajo mostly works. Your moral will rise because on how
you will educate those people, we must give time about this in order for them to be inform about
garbage. As a leader you must not be affected on the opinion of the constituents regarding about
your work because it will down your moral but as a leader you must go down even though it hurts
I uplift to it to the God above. In implementation of R.A 9003 theres a time when we caught
transporting garbage, I feel positive that time because we have no service I and my assistant
caught that and their fine is 56k I feel positive that time because that time we buy eco bike which
served as our service, Pajo had a wide area coverage then we tired of walking implementing
about waste that time I feel positive thinker because what they have said if we did good and we
did it for the group that feel good because we bought an eco bike which serve as service but in
imposing the law you must be a positive thinker.)

I2 Naay koy experience na giitsahan mi ug basura sa barangay kay 2months mi wala


kakulekta ug basura lain sad imo nang dakpon amo man sad sala, niya sige pangasaba sa tawag
kompleto ang pamalikasbasta mo follow lang ka sa scedule smooth [Link]
through Inform, dissimination, fine.(I had an experience one time someone throw a garbage in our
barangay because 2months we fail to collect the garbages, it is our fault. Then other people will
murmur and say bad words to you all forms of backbite you can hear. If you follow the schedule
the result will be smooth. Implementation through information, dissimination and fine.)

Segragation. UNya pag dili mutuman nay citation and adlaw-adlaw ang among pagkuha sa
basura, twice a day. Pero kana man gud dili na namu masakpan tanan ky ilang ibutang sa dalan.
Kung Kapila kanang sigihon nila og kuan if ever nga sigi among sa ano sa korte, naa mana sya,
okay, filan sila og kaso(Yes, I know that RA 9003 is a solid waste like what I said, segregation
and if they will not follow their will be a citation and then everyday collection of garbage twice a
day, if a violator continue his doing and became habitual they will be file a case.)

I5 Kuan we will not kuan give any reward ky ang kining pagpanglabay lang daan
sa ilang basura ky dako nanang sala. Kybaw ka last year almost one million among nabayaran
sab asura. Mao ng mu give mig reward? No, it is their responsibility to clean their area and to
segregate sa ilang garbage. Pero lang ang barangay tungud ky kanang kinahanglan limpyu ta,
amu gyud ng buhatun. Dako kay mig budget nga kuan oy sa overall nana.(we will not give
rewards because throwing garbage is a big sin. You know what last year one million we pay one
million for garbage, that giving reward? No it is their responsibility to clean their area and to
segregate of their garbage. But the barangay we need to clean and that is one of our job.)

atong kwaon ilang atensyon niya ipatawag ngari sa baranggay pasabton sila gyud nga mao na
ang balaod. ( we have no rewards in our side as barangay official we strive to make solution on
how to solve this problem. We had warning and then in second time we will get their attention,
we will summon here in the barangay in order to lecture them about their acts.

I8 give awareness then strict implementation sa balaod pero dapat disciplinado mi


una before mi mamadlong alangan man sad nga kami mabadlong sa ila nya utro pud diay ming
badlungon. Magstart sa na sa amo gyud first kay public official baya mi imhimplo mi sa mga
katawhan. Fines ra then community service ang punishment pero kana magdepende na sa imong
binuhatan or sala nimo kana tanan. Wala nay warning kay kahibaw na sila na sayop na ilang

will give awareness then strict implementation of the law but before that we must first obey the
law, it is not nice that we the implementers will try to implement the law but we are the first to
disobey it. It must start with us first because we are public official and must serve as model to the
people. Fines and community service there is no warning because they already know what they
are doing, and we didn’t lack in implementing the law)

III WHAT CONSTRAINT THE IMPLEMNTERSIN IMPLEMENTING THE R.A 9003


AND IT'S LOCAL ORDINACE

1. In your opinion, why do people have difficulties complying with laws ordinance

naa mi citation nga makita nimo kung unsa imong mga sala pinaagi sa RA 9003, naa man ngadto
mga major offense, water spilling kanang illegal dumping mao na siaya mga major offense ngfa
kung establishment na imong madakpan ang fine ana 700-1000 kung minor offense lang kay
kanang anti littering, urinating in public places 30-1000 pero watchout kung makadakop mi ug
establishment lahi ang ilang fine mo range na siya ug 700-1000, ang kasagaran violation sa
establishment kuan kanang non cleanliness kay naa mana sa RA 9003 with in 3 to 5 meters imong

accordance R.A 9003 there’s a major offense if an establishment violates it the fine ranges from
700-1000 if it is a minor offense then the usual offense that the establishments is uncleanliness
because it is in the R.A. 9003 within 3-5 meters you must clean your surrounding. We conduct
inspection that’s why we have seminar every month then after the seminar we will clean the
whole pajo surrounding at the same time we will distribute flyers in order for them to be aware
then the 3rd steps is the implementation once the constituents will be issued they will go to the
barangay captain and within 72 hours if they will not comply that the time he will go to the fiscal
and he had two choice he will pay or he will be imprison, we didn’t meet any habitual like that
once the constituents will be issued citation he will go to our captain and our captain have a
mercy heart that why he will accept their apologies. This depends on how we educate them if the
people is not educated then they will do the same act but if they were educate then they can learn
their mistakes.)

I2 Sa akoa lang ang uban taw nagtinapulan lang jud niya dili pa sila moapil kung naay
seminar mao na akoang maengun tapulan lang jud.(for me some people are lazy then they will
not attend seminar that the reason why they are being lazy)

industrial, many boarders, there there there there so many boarders so the area is limited, there’s
no space for the garden so that you can put your biodegrdable in making use of fertilizer. Right

really from here so when they go to their work if they can see a garbage somewhere they will also
put their garbage there that’s why we are problematic on that.)

ulo ang uban mosupak jud.(we didn’t lack in implementation about waste management , and there
are people who are hard headed and tends not to follow the rules

of being lazy plus they cannot have attention with this matter it is because of their work)

IV. Impact of the implementation of R.A. 9003 and its local ordinances have to the
informants’ personal lives and community in general

1. Can you describe or explain the impact of waste management unto you in
general?
I1 you can see makita nimo ang taw mo cooperate pud kay makita nila ang tagabarangay
kay manglimpyo makita namo nga mo cooperate kasagaran ang cooperative ang mga gamay nga
tindahan og school. Naay mausab kay imong pagkataw mura nasad og limpyo kung [Link] ka
sa maga taw kami mga solid waste kung dili mi maglimpyo maka affect na sa imong image.(As
you can see, a person will also cooperate because they can see that the barangay workers will
clean, we can see that some of them cooperated. The most cooperative is the small store and the
school. There is a change in yourself because people will see you as a clean person, If us-the solid
waste will not clean it will affect our image.)

I2 sa akong panahon kay straight man ko niadog sud ako may nidala sa clean and
green amo to maintain lang gyud.( in my time I won straight terms then I bring the clean and
green program here then maintain always.)

we also gave our garbage then the biodegradable one I will bring them to the mountain to feed to
animals.)
