This Addendum shall be read in conjunction with and considered as an integral part of the Contract
Documents; revisions supersede the information contained in the original specifications or previously
issued Addendum. Price submitted shall include all items of this Addendum.
No consideration will be allowed for any extra due to any Bidder not being familiar with the contents of this
Addendum. This addendum consists of seven (7) cover pages and the following attachments:

By this Addendum No. 2, dated December 20, 2018, the Invitation to Tender documents for the CDCC –
Creston Community Park shall be amended as specified below.

1. Front End Document Items
1. The owner has elected to include quantities - Refer to Revised Schedule C attached. These
quantities have been provided as a courtesy. This is a lump sum contract and it is the contractor’s
responsibility to verify all quantities.
2. Schedule D has been added to the tender to include unit rates for additional work.
3. Insurance: on page 70/221 of the CCDC tender specs document – section .5 it states that RDCK
Source: BidCentral
will assume responsibility for the property insurance. This is re-stated on page 76/221 section.4 -
This is an error. The RDCK insures the property in general, however – the contractor is responsible
for all project related “course of construction” insurance – to cover the work.

4. RDCK are providing a site to dispose of excess clean fill generated from this project. The street
address is 101 Canyon Street, Creston, BC. It is the responsibility of the successful contractor to
coordinate timing with the owner (RDCK to set up kickoff meeting) to ensure loads are dumped in
proper location and there is machinery is available to spread the fill material.
5. The majority of bulk excavation has already been completed. All contractors should refer to the
attached Existing Conditions Plan, Dated December 20, 2018. Survey information was provided by
R. Griffith Land Surveying Inc. See attached CAD file and PDF. The contractor is required to base
the bid on existing conditions and is responsible to complete grading to bring the site to design
conditions.
Note: ESC / Detention pond excavation and construction must be included in the bid pricing.
6. The owner has shared that they have an approximate construction budget of $2,000,000 available.
7. In regard to contractor concerns for frost, refer to below link which indicates mild temperatures in
February. Creston has mild winters with some frost. The south facing slope defrosts continually in
mild temperatures throughout the winter. Historical temperature and precipitation data is available

8. The site is currently fenced with rebar pins and snow-fencing. This fence will remain throughout the
project. The contractor is only responsible for any additional fencing that they see necessary to
secure the site and their equipment. Maintenance of the existing fence will be the responsibility of
the contractor after mobilization.
9. Temporary Power will be provided to the successful contractor in the form of access to a 50amp
service at the building. Contractor to provide any necessary sub-panel for distribution. Additional
service may be available, but will not be confirmed until after tender close.
10. All permits shall be obtained by owner – contractor not required to pay for or obtain permits.
Contractor required to coordinate work such that owner can obtain any permits that may be
required. Currently – this may only apply to the steel trellis feature – consultants to verify.
11. Contractors will be given a staging area within the parking space. Upon project award, a pre-
mobilization walk around will indicated safe passage for pedestrians, and bus routes through
existing parking. Contractor will be given a primary location, adjacent to work for lay-down.
12. Site furnishings: benches, garbage receptacles, picnic tables, bike racks and water fountains have
been removed from the bid. Owner shall provide. Contractor responsible for all related concrete
works to support future installation of site furnishings. Contractor to carry installation costs within
schedule C (item 19) miscellaneous work – for all site furnishing installation.
2. Front End Document Questions
1. Please confirm if the tender closing time is as per page 1 of 221 of the CDCC Tender Specs or as
per the BC Bid Website.
The closing is 2:00PM local time (Nelson).
2. Please confirm if the closing location below is a post office box. If so, how will the 2 PM closing time
be enforced? Would electronic submissions be acceptable?

202 Lakeside Drive is RDCK street address AND RDCK post office box on Lakeside Drive in
Nelson. RDCK will check the mail/fax just prior to opening and collect the sealed tenders to initiate
the public opening at 2:00pm. RDCK are not yet set up for electronic submissions so it is advised to
courier/overnight your bid to ensure it’s at the specified location prior to the closing time.
3. Tender extension – Due to the typical Christmas shut down period between December 21 and
January 02 it is somewhat difficult to acquire subcontractor prices during this time period. If
possible, we believe a more competitive bid would be provided by all Generals if the Tender closing
was extended by one (1) week to January 22, 2019. Please advise.
This is not possible as the tender is time sensitive.
4. Contract Completion Date – Starting this type of project at the beginning or middle of February on
frozen ground will take considerable time to hoard and heat the subject areas before actual
construction can commence. We would request a completion date be changed to July 31, 2019
from June 28, 2019 as shown in the written specification. Please advise.
The work will need to be substantially complete but there is some leeway for asphalt paving and
surface works which can be discussed. The critical timeline requires the contractor to complete the
boulder wall construction to facilitate construction starting on the skatepark in March. All other
milestones are preference and the owner has some flexibility.
5. Soil Conditions – Further to the third item on the Supplementary General Conditions – Section 00
73 00 please confirm that the Contractor is only responsible for the soil conditions that are observed
and indicated in the Geotechnical Report.
Tender is based on Geotech report. The site has been bulk excavated and subsoils are available
for review. It is encouraged that the bidding contractors visit the site to review the current ground
conditions.
6. Skate Park – Please specify the start date of the skate park as outlined in Section 01 11 00 Clause
1.11.2.
Skate Park expected to start end of February or early March.
3. Electrical Questions
1. In regard to E-01, what size are the future conduits to be stubbed?

2. In regard to E-02 - Keynote 3 says it’s for a light pole but it’s shown in the power conduit. Is this
receptacle supposed to be in the light pole?
Yes, integrated the receptacle into the light pole.
3. Is there a spec for pole in Keynote 3?
Please see attached spec sheet for the Hubbell (MX3200 Vertical 8-in-1 3.5” gray shrink 4) weather
proof 20A receptacle with lockable enclosure.

4. The plan shows EP4, EP5, L3, P2, EP3, L2, EP2, EP1, P3 and P1 but not showing where they run
to. Are all these conduits terminating in Kiosk?
These are terminating at the kiosk, please see single line diagram on E-05 for detailed view.
4. Civil Questions and clarifications
The ESC / Detention pond excavation and construction must be included in the pricing.
Questions
1. Is Marshall Testing of the asphalt parking lots and other compacted asphalt areas required?
Yes.
2. Pay Item 9 under Schedule B – Optional Bid Items references CV-06A; however, no paving is
labelled on this drawing. Please clarify if this should reference CV-05A.
Correct - CV-05A.
3. Is line painting required in the parking lot?
100mm thick white line painting is required in the parking lot. Thermoplastic painting is not required.
4. Where a concrete sidewalk runs immediately adjacent to a concrete curb, is the concrete sidewalk
and curb to be monolithic or each poured separately?
Monolithic is acceptable
5. Please provide additional grades at top and bottom of walls in the stair area so that handrails can
be properly scaled.
An additional grading plan as been provided in the area of stairs to more clearly indicate top and
bottom of wall elevations.
5. Landscape Questions
1. The playhouse on labelled on Drawing L-03E and detailed on Drawing LD-05B Detail 1 refers to
Optional Item 15. Please clarify if this should be in reference to Option Item 16.

2. The concrete dome on labelled on Drawing L-03E and detailed on Drawing LD-05B Detail 5 refers
to Optional Item 16. Please clarify if this should be in reference to Option Item 18.

3. Pay Item 18 under Schedule B – Optional Bid Items refers to detail 6 on sheet LD-05B, but it
doesn’t exist. Please clarify if this should be detail 5.

4. Handrail – Please clarify the depth of embedment of a ½” diameter anchor bolt for the posts shown
on Detail 2 of LD-02B.

5. Concrete Pad Reinforcing – The section views for typical benches and other features shown on
Sheet LD 03A do not show any concrete reinforcement in the slabs and footings below. Please
specify concrete reinforcement for each item as shown.
Concrete pads are to match concrete paving detail. This is stated in note 5 on each of the site
furniture details.
6. 12. Concrete Anchors - Are the concrete anchors/footings shown on Detail 2 and Detail 3 of LD-
01C pre-cast concrete structures or cast in place concrete structures? If they are cast in place then
we would suggest a cylindrical anchor formed using a typical sono tube would be more economical
than the tapered structure as shown on both of these Details. Please clarify.
We will accept sonotube for underground work as long as the diameter matches the widest section
of the design diameter.
7. Detail 1 on drawing LD-01C references Detail 4 on Drawing LD-02A for the guardrail, which is a
wood rail fence. Please clarify if this should be in reference to the metal guardrail (Detail 5 on
Drawing LD-02A).
Yes it should reference detail 5/LD-02A.
8. What is the specification for the concrete for the basketball hoops as we note on Detail 1 the
volleyball post has a specification of 30MPa and not the 32MPa that is specified in the written
specifications.

9. Clause 1.4.5 states minimum compressive strengths at 28 days of 18 MPa for footings, grade
beams and walls and 23 MPa for slabs. This clause appears to contradict most of the other
information contained on the drawings of the slab whereby, footing have been shown as 32MPa on
various locations of the drawings and the exterior sidewalk and slabs are at 32MPa. Similar Clause
2.2 of this same section calls for a minimum compressive strength at 28 days of 32MPa. Please
clarify Clause 1.4.5 of this Section.

10. What is the required finish of concrete surfaces?
Specifications call for sandblast of vertical surfaces. This will be revised to a consisted ‘sak-rubbed
finish’ on all concrete work. Only stairs: treads and risers shall be medium sandblast to provide a
uniform finish and texture.
11. Clause 3.1 calls for an 8’ long sample of a concrete check wall, a separate sample of concrete
stairs, a separate sample of concrete seat step and a separate sample of concrete wall. Is this
required?
Contractor has the option to provide first pour as sample but this is at contractor’s risk. Concrete
finish to be approved by landscape architect.

12. Please specify the Detail number for the three interior gates on the Pickle Ball courts. It appears it
might be Detail 2 of LD-02A but that needs to be confirmed.

13. Please specify the height of the fence for the south chain link fence line on concrete wall. Also
provide Details of the base plate anchorage to the wall and size/depths of the fasteners.
Pickleball perimeter fence to be 3.0m from court surface all around.
14. Sidewalk reinforcing reference Detail 5 on Sheet LD-01A. Rebar suppliers suggest going to a 6” x
6” x 6/6 welded wire mesh for the sidewalk reinforcing. Please consider changing the mesh spec to
suit readily available mesh.

15. Please review the 10” footing reinforcement in concrete retaining wall Detail 1, 2 and 3 on Sheet
LD-01A as it would appear that the footing reinforcement has not been specified for the lower mat.

16. Please specify the type of ½” bolt required for each vertical handrail piece as well as the depth of
embedment.
