Background and Rationale

No one can deny the fact that port cities are the concrete realities and not the theoretical
concepts. The topic is hot and favourite not only to the technical persons but also in eye of
common people as well; having huge stake in its development. Most of the times, port cities
are being known as the economic hub of countries and act as key revenue generator due to
huge trade and entrepreneur activities. To make the port city viable for all these productive
activities and having vital role in economy, this becomes imperative to govern these cities
smoothly. The governance of port cities is may be different to governance of normal cities
due to the port, infrastructure, city needs, their management and many other aspects. Keeping
the view the critical governance aspect, port cities may face the following challenges.

Problem statement
 How to bridge the global and the local?
 How to combine flows of people and goods?
 How to design a balanced interface between sea and land?
 How to mix two inherently different logics: the semi-closed world of club goods
(modern ports) and the open networks of urban agglomerations (global cities)?

Gawadar city “A Port city Governance and its Importance”


In fact the port cities are enormously different to each other; therefore it is need of time to
design substantially dissimilar governance structures for each port city. On the basis of
difference between port growth rate and population growth of the city, the governance
structure and model can be a dynamic one. On the other hand, keeping in view the
geographical location of port city, its security issues, local support, labour availability, etc.
the governance model may vary. In case of Gawadar the situation is more complex as the city
lacks basic facilities like safe drinking water, a smooth supply of electricity, proper health
facilities, and other municipal amenities. The other problem it faces is that the governance
structure of the Gwadar Development Authority (GDA) is not updated and streamlined.
Therefore, there is need to conduct a study specifically focused on development of efficient
governance model for this port city.

Objectives
 Critical analysis of Ideal Governance structure, its components, qualities and the
current governance structure and the smart city plan of Gawadar.
 Literature Review of International Port cities Governance Structure.
 Convergence, Value addition, and Recommendations for development of more
inclusive governance for the city
Methodology
 At first step get complete knowledge of the ideal governance structure proposed by
the academia and the governance experts and also analyze the current governance
structure of the Gawadar city.
 In second step, comprehensive literature reviews of the governance structure and
proposed models in the literature to be analyzed.
 In third step, get the primary data through interviews and deep conversations with the
experts in this field as well as the locals so that to get the comprehensive knowledge
of it.
 In the final step, mainstream the literature information, experts’ opinions, locals
inputs and most importantly keeping in view the ground realities, so that to introduce
innovation in the current governance structure.
