1. PURPOSE
The purpose of this piping design specification is to serve as a guide to ensure the quality of the
piping design group's products and to introduce the piping designers the specific requirements of the
client and standards.
The contents of this specification complement the requirements demanded in international and local
codes and regulations for piping design listed in Point 4 and must be used in conjunction with other
Piping Department standardized documents. If there is something more stringent than the Contract, it
is not contractually binding.
2. SCOPE
The scope of this document is to give an instruction for Piping Design. The information contained in
this specification shall be applied by all Piping Department personnel, engineers, designers and
coordinators.
3. DEFINITIONS
CONTRACTOR: Joint Venture between Técnicas Reunidas (TR), Saipem, GS E&C and
Itochu.
PROJECT: Means the Aegean Refinery (AR) Project, being executed by OWNER or its
affiliates.

Piping must always be designed taking into consideration the following criteria:

5.1.1 PROCESS
The piping design shall be made in accordance with all process and operation requirements.
The scope of the piping systems will be shown on the relevant P&ID´s and in the
corresponding Line List, where shall be shown the design operation conditions, and the
special considerations for each line.
5.1.2 SAFETY
The safety of the plant workers and third parties involved must be ensured, following all safety
standards, codes and recommendations developed in the project.
Access and escape ways must be provided and in collaboration with the HSE and Operation
group will be defined the need and location of safety showers and eye washes.
The design must take into account the access for the equipment, valves, instruments and
manholes for their easy operation and maintenance.
The operation and maintenance should be a result in an economic combination of mobile
equipment and permanent lifting structures in order to reduce the cost (economy) and reduce
the size of maintenance crews.
All the international and local codes and standards must be complied with as well as with
client and licensor´s specifications or requirements.
5.1.5 STRESS
The design must be flexible in order to prevent excessive stress on pipes, equipment, nozzles
and/or bolts due to thermal expansion and contraction effects. The complete range of
operation temperature and pressure on the piping system must be taken into account, as well
as the effects of wind, seismic, emergency, start-up, shutdown and test conditions. Special
attention will be paid to design piping on circuits of critical equipment for their particular
influence on the process or for special operating conditions.

2 The relevant Codes and Specifications, and the recommended practices must be followed on
designing piping with respect to layouts, route and elevation definitions around equipment, etc.
Piping design must comply with vendor´s requirements and Owner Specifications. Any conflict
between Vendor and Owner specifications requirements are subjected to Owner´s approval.
The Piping Design group has the responsibility of coordinate, manage and check the information to
be supplied and received from other disciplines or from other sections which are part of the piping
discipline.
5.3.1 All piping shall be routed according to process requirements, safety and project´s
specifications and the design will be done taking into account the most economical and safe layout.
5.3.2 All lines inside the limits of process battery units shall be run on pipe racks or elevated
structures with the following exceptions:
• Drainage lines.
• Fire water system lines.
• Pump suction lines.
• Lines around equipment.
5.3.3 Lines outside battery limits (OSBL) will be run on Pipe Rack and at storages area shall be run
on sleepers except in areas near to process units where lines will be run elevated to allow vehicular
and pedestrian access. The minimum height of sleepers shall be 250 mm.

5.3.4 All lines over pipe racks will have a minimum diameter of 2” except specific lines dedicated to
special applications.
5.3.5 Within units will be established specific elevations based on the pipe rack trays elevations.
Taking care that in general all piping will be designed maintaining aforementioned elevation in order
2 to avoid possible interferences and to facilitate the use of common supports. Actually flat turns
should be avoided Avoid flat turns. When changing directions change elevation. These elevations will
be maintained at all unit area except for lines with special process requirements such as “free
draining”, “no pockets”, flare lines, etc.
5.3.6 Inside process units, the main pipe way shall be overhead and provide 5 meters clearance
from grade to bottom of pipe. If the main pipe way is double decked, the bottom of pipes in the
second deck shall be 7 meters above grade, while in case the main pipe ways is triple decked, the
bottom of pipes in the third deck shall be 9 meters above grade.
5.3.7 Secondary pipe racks at right angles perpendicular to the main racks shall be 6 meters, 8
meters and 10 meters bottom of pipe elevations, respectively. These elevations shall be increased
where necessary to provide 3.9 meters clear area stated in below item 5.3.11.
• For Non insulated lines, O.D. of largest flange multiplied by 0.5 plus adjacent
pipe O.D. multiplied by 0.5 plus 25 mm (one-inch) clear.
• For insulated lines O.D. of largest flange, or insulation O.D. if greater, multiplied
by 0.5 plus adjacent pipe or insulation O.D. multiplied by 0.5 plus 25 mm (one-
inch) clear.
Some exceptions to this are the followings:
• Hot or cold lines with important cross thermal movements or extreme conditions.
In these cases, clearance between adjacent pipes must be subject to increase
the clearance. Whenever possible, these important thermal movements must be
avoided by means of the analysis carried out by the stress group in order to
avoid excessive clearance between adjacent pipes on the pipe rack.
• On reciprocating compressors process lines to install anti vibration guides.
5.3.9 As a reference for the pipes minimum spacing, it could be referred to Att12 that is complied
with the mentioned rule in Clause 5.3.8.

5.3.10 The dimensions of process unit pipe rack, interconnecting pipe rack, or sleeper, must have
an additional future space. At least 20% additional space on the pipe racks and pipe ways (for each
level) for future piping, in the units and offsite, shall be provided. This 20% additional space is
considered from the available space between internal edge of the profiles or internal edge of gusset
plates (if needed). This space shall be continuous and clear on each level for the full length of the
rack. The width allocation may split in two sections but no more than two.
5.3.11 Main pipe racks should be between 5 to 10 meters (16 to 33 feet) wide. Racks for average
size units will probably be 7 to 8 meters (23 to 26 feet) wide. If air cooled exchangers are supported
by the rack they will probably require a 9 to 10 meters (30 to 33 feet) width.
5.3.12 Allow a continuous clear area of 3.9 meters high by 4.7 meters (15 feet) wide below main
racks in process units for maintenance access ways.
5.3.13 Piping layouts must take into account dismantling, inspecting and/or maintaining equipment.
All the areas provided for maintenance must be free of piping.
5.3.14 The maximum length of a dead-end for pipes shall be 300 mm up to 12” or 1.5 diameters of
pipe between 14” and 20” and 1 diameter for pipes 20” and larger.
5.3.15 For Galvanized pipes, 4” inches and larger, flanges must be located in proper locations
(depending on piping configuration) to make separated spools for galvanizing or dismantling. For this
purpose, dimensions of basin to galvanize piping should be also taken into account. For 3” and
smaller, unions shall be used. Also for 3” and smaller lines (threaded lines), flange joint shall be
added every 50m and on each connections for the maintenance.
5.3.16 Piping connected to mechanical equipment, such as pumps, must be supported taking into
account that these equipment or valves associated will be dismantled for maintenance. Analyze the
piping design to obtain the minimum requirement of temporary supports.
5.3.17 Unless otherwise indicated in the P&ID´s, lines of a nominal diameter smaller than ¾” will not
be used, except for instrument connections, steam tracing, utilities hose connections or equipment
connections.

5.3.18 Diameters 1¼”, 2½”, 3½”, 5” or 7” will not be used, unless they are necessary for connections
to specifically equipment pieces, or for some other special requirements. Piping connections of these
sizes shall be changed immediately to standard sizes.
5.3.19 Platforms shall be provided for access to all pressure relief valves. Lifting devices (such as
davit or beam) shall be provided for pressure relief valves weighing more than 45 kg in case lifting by
mobile crane is not possible.
5.3.20 Where free draining requirements are specified they shall be met under all conditions, taking
into account piping deflection and differential settlements.
5.3.21 All branches for sample points must be located at the side (for liquid) or top of the line (for
gas). However for two phases flow cases, the recommendation for the sample point take off
connection is in vertical run lines up stream flow direction.
5.3.22 Equipment and gauge glass drains etc., shall as far as possible be grouped together at the
base of equipment (column, drum) and shall have an open end over a sealed catch basin.
5.3.23 Steam, air and water hose stations shall be provided at ground level the stations shall be
located to reach any point of the grade in the process, offsite or utility areas. The diameters of the
pipes are, ¾” for air and water 1” for steam and the length of the hose shall be 15 meters. Nitrogen
will be installed at grade and first platform level with ¾” only when required (for process
requirements). Nitrogen shall have non-interchangeable connectors.
Steam and air stations shall be provided for elevated structures, towers and vessels at alternate
levels. All parts of elevated structures and all manholes of towers and vessels can be reached with
no more than 15 meters of hose. See FWI standard No. 53B11.1, Att13.
Moreover, the Structure shall have at least one Utility Station located at each maintenance area.
Also for water service on structure and vessel (if it is needed) the location should be checked with
considering the operation pressure because it is possible that the pressure is not enough to go up in
some points.

5.3.24 Vertical vessels with trays shall have an access area (drop zone) for installing or removing
trays.
• Edge of rack to center line of vessel 5 to 9 meters (16 to 30 feet) depending on size of
towers and whether pumps are located under or outside the pipe rack.
• Center of vessel to center of exchanger channel nozzle 3.0 meters (10 feet). This is a
good estimate to start with and can be adjusted once equipment is known and piping
layout is made. Center line of vessel to adjacent exchanger 2.5 to 4.5 meters (8 to 15
feet).
5.3.26 Utilize large cranes to serve overhead condensers and air coolers located at elevations up to
15 meters (50 feet). Above 15 meters use permanent trolleys and hoist.
5.3.27 Utilize cranes up to 25 meters (80 feet) elevation for removing valves, fittings, pipe and
lightweight equipment, providing access area for maneuvering and reach are not unsafe.
5.3.28 Thermosyphon reboilers must be located next to the vessels they service.
5.4.1 Clearance for access distances for equipment, structures, platforms, piping and supports must
be provided according to the following Table.
5.4.2 For the Equipment Spacing, it should be referred to relevant sections in this Specification (e.g.
Piping Layout, Exchangers, Air coolers, Fired heater …). For the Storage Tanks spacing, it should be
referred to Storage Tanks section (Clause 5.21).

5.5.1 Generally on lines which material are stainless or alloy steel, the branches will be the same
material up to and included the first block valve. From this valve the pipe can be change its material
to a lower quality. Anyhow, all this material changes will be shown on the corresponding P&ID´s.
5.6.1 Piping, fittings, valves and other piping components shall be in accordance to Spec. 000-L-EE-
0020129 “Piping Material Specification”.
5.6.2 Elbolets and Latrolets are only to be used for thermowell connections and special connections
such as cleanout connections in coke drums overhead vapor lines.
5.7 BENDS
5.7.1 Changes of direction on piping systems will be made generally by 45º or 90º degrees long
radius elbows unless if it is necessary other angles or short radius elbow.
5.7.2 The use of bends is permitted, and in accordance with the radius indicated on the P&ID´s. The
bending to achieve the required radius will be obtained in accordance with the STAR Spec. STGPS-
L1 paragraph 4.4. Bends are not generally permitted in galvanized or internally coated piping or in
services where breakages are expected due to stress corrosion.
5.8 REDUCERS
5.8.1 As a general rule, reductions on horizontal lines will be made with eccentric reducers installed
with the flat face at the bottom in order to keep the elevation of the pipe constant, only in specific
cases can be install with the flat face on top.

5.9.1 In general, the use of piping flanges must be restricted to connect equipment nozzles, valves
and to any other flanged element, such as filters, instruments etc. Notwithstanding, flanges can also
be provided in the following cases:
5.9.2 Steel flanges attached to cast iron, or plastic flanges must be flat faced.
5.9.3 For bolts diameters 1 1/2” and larger and also for flanged joints with nominal size 6 inches
NPS and above and rating class 900 and above with bolts having size less than 1-½ inches, special
treatment including controlled bolt-up is required. The piping design shall be made taking into
account the space needed to install the heads of the bolt tensioner and their manipulation, as well as
the length of the bolts. Pay especial attention to flanges welded directly to an elbow or reducer and
the insulation thickness.
5.9.4 Whenever flanged joints involve two materials of a different specification, the bolts and joints
will be in accordance with the most restrictive specification.
5.10 VALVES
5.10.1 Valve types and sizes will be in accordance with Spec. 000-L-EE-0020129 “Piping Material
Specification” and the special conditions shown on P&ID´s.

5.10.2 Sufficient access and clearance shall be provided for operating valves. Depending on type of
the operating valves, this access could be from grade, permanent platform or permanent ladder.
These valves are operated preferably from grade. If this is not possible or otherwise economical
feasible the manual operated valve shall be made accessible with platforms and/or ladders. The
applied elevation of the stem and the provided clearance from the valve shall comply with the
STGPS-S14 (Figure 4-1 and Figure 4-2) – Att26&27. It is recommended to assess the frequency of
operation and the criticality of the valve. Frequent operated and critical valves shall be positioned in
the preferred zone (C – D). Less critical valves or less frequent operated valves shall be positioned in
the second choice zone (B – C or D – E). Valves with a very low frequency of use or valves only to
be operated in preparation or termination of maintenance are allowed to be positioned in the lowest
elevation from grade or platform (A – B). Manual operated valves that require regular operation and
in excess of 1.80 m (> E) shall be made accessible with platforms or ladders.
5.10.3 Globe or reduced bore valves will not be placed on horizontal runs on self-draining lines.
5.10.4 Butterfly valves in cryogenic services, or when the liquid contains solids in suspension, will
always be placed with the valve axis in vertical position. They can be located with the axis in the
vertical or horizontal position for general services. The actuator will always be placed at the top of the
horizontal plane. Valves over 40", and larger, will be placed with their axis in the horizontal position.
5.10.5 Generally Check valves will not be used on down flow vertical piping.
5.10.6 For Wafer-type valves on horizontal piping, the hinge axis will be:
5.10.8 Lock or car seal open and lock or car seal close valves shall include a metal tag permanently
attached to the valve. See attached drawing No. SA4-3280, Att24 for the label and “53B11.3”- Att15
for the Valve.

5.10.9 The use of chain operator shall be minimized. Chain operators or extended stems may be
permitted for operation valves if the valve centerline is over 2,250 mm above grade or platform.
When valves cannot be reached from the ground or platform, chain wheel operators for 2 inch and
larger valves (in principle use of chain wheel operators shall be avoided except in exceptional cases)
and extended stems for smaller valves shall be provided. Ladder access to valves on vent lines and
gauge glasses is permitted; however, all valves 2 inch and larger at vessel nozzles shall be operable
from platforms.
5.10.10 All frequent operation valves will be located in order to facilitate their operation and
maintenance. The frequent operation valves with the stem in the vertical position and with the wheel
at 300 mm over the operating level or less require extension stem up to 1,200 mm over the operating
level. See “53B11.2”- Att14.
5.10.11 For valves diameter 2” and smaller, and not at the vessels nozzles, the access for operation
purposes is permitted by vertical ladders. However all valves 2” and larger at vessels nozzles shall
be operable from platforms, except for The Level transmitter, Level gauge and Pressure gauge
valves which could be accessed with permanent ladder too.
5.10.12 The stem for frequent operation valves placed on trenches or catch basins shall be
extended up to 1,200 mm over the operating level.
5.10.13 Branch connections from steam, air, gas and water headers shall be from the top of header
with a block valve, except that branches, 2 inch and larger, may be from the top or the bottom of the
water header. Isolating valves are required at all branches with the exception of branches from a
header to a sub-header within the process unit. Block valves in branch piping at headers shall be
located in horizontal runs at high points to drain the fluids in both directions.
2 5.10.14 For the branch lines less or equal 1 1/2", just in case of vibration or excessive force,
gusseting shall be provided to prevent mechanical damage or breakage (as per STGPS-L7, Sec.V).
5.10.15 Valves in towers or vessels will be connected at the nozzle, or close to it (according to
P&IDs requirements), unless there is any physical interference. Valves inside vessel skirt are not
allowed.
5.10.16 Manually operated valves used in combination with local indicators will be located near of
the instrument to ensure that the instrument can be red from the valve.

5.10.17 Valves shall be installed so that the stems are not below the horizontal positions. Locked
open or car seal open valves shall have their stem in horizontal position.
5.10.18 All process connections to instruments, drain and vents shall follow the appropriate process
piping material class, up to and including the first block valve, from the equipment or line to which
instrument is connected.
5.11 INSTRUMENTS
5.11.1 ACCESSIBILITY

[Link] Where access to an instrument is from a platform, the instrument shall be mounted not
more than 2100 mm above the platform, or a permanent ladder shall be provided. The use of
portable ladders for access from platforms is prohibited.
[Link] 500 mm clearance shall be provided at the instrument process connections to allow for
rodding-out.
[Link] PSV valves must be accessible from grade or a platform. For more detail regarding

[Link] In the event that an increase of flare header diameter is indicated in the P&ID´s, must be
using eccentric reducers with the flat end at bottom.
[Link] All branches discharging into a flare header will be connected at top of the header and at
60º in the flow direction for 3" and larger. Exceptionally for the branch lines smaller than 3" can be
connected laterally over the axis of the header or in the side at/or above the centerline, but never
below it.
2 [Link] In general, PSV/relief valves discharging at the atmosphere will be located at the highest
points on the systems to protect and the discharge line will end at least 3 5 m above the highest
platform within a radius of 15 m horizontal away from operating or maintenance platforms, and
normally not less than 15 m above grade.
[Link] A 3/8 inch diameter hole must be provided for valves with atmospheric discharge at the
lowest point of the vent line for drainage. If the drainage hole is located over maintenance or

[Link] The minimum, clearance above the actuator of a control valve will be 300 mm, and the
elevation of the center line of the body valve will be minimum 500 mm over the floor or platform. In
any case the clearance must be checked with the requirements of the vendor.
[Link] Pay attention to the positioning and orientation of wheels at the control station to allow an
easy access and maintenance to control valve.
[Link] Where piping is expanded after a control valve for flashing condition the block valve
downstream of the control valve shall be equal to or one size smaller than the expanded downstream
piping. In this case and as general rule, the maximum reduction will not be greater than two nominal
diameters per reducer. In any case the corresponding P&ID´s must show the diameters and the
reducers.
[Link] As a general rule, the bypass valve will be globe type for sizes 6" and smaller, and gate
type for 8" and larger. However, for the final arrangement in this regard, P&ID Legend and Symbol
should be referred.
[Link] Block valves and bypass valve will be of the same piping material class of the most
restrictive spec.
[Link] One drain valve will be placed between control valve and the upstream block valve. Control
valves without manual bypass will have an upstream drain valve if the line has a pocket at the control
valve.
[Link] The level instruments must be located in that way that can be readable from operation
area, the valves must be accessible from grade, platforms, or ladders. Regarding accessibility of
Level Instruments, also refer to Clause 5.11.1 in this Specification.

be fitted with block valves. In any case stand pipe usage is to be minimized.

RF min. level pipe columns shall be provided with valved vent and drain connections.
[Link] Drains from all level gauges and level controllers shall be piped to a closed drain system,
an open drain funnel or vented to flare depending on whether any vapors generated produce

5.13 PUMPS
5.13.1 Enough space around the pumps must be provided for maintenance. Provide removable
spool pieces to allow disassembly the pump without disturbing suction and discharge lines. Valves or
flanged fittings between the discharge and suction block valves and the pumps can be considered as
“removal spools piece” for this purpose.
5.13.2 Each pumps and drivers heavier than 50 kg shall have a beam to take them for any
2 maintenance purpose. Any deviations from this requirement are subjected to Owner´s approval.
5.13.3 Pumps should not be located under air cooled exchangers or under pipe racks if an air
cooled exchanger is supported above the rack at that location.
5.13.4 Pump aisles (the distance between the edges of the pump foundations) shall be 1 meter (3
feet) minimum.
5.13.5 The suggested spacing for pumps requiring a 0.5 meter (1.5 feet) to 1.0 meter (3 feet) wide
foundation is 2 meters (7 feet) center to center. (A range of 1.5 to 3.0 meters is acceptable).
5.13.6 Diameter of valves in suction and discharge pumps shall be as line size except where the
pump discharge pipe is larger than the pump discharge nozzle, on this case the check and shut-off
valve shall be one size larger than the discharge nozzle pump.
5.13.7 The piping around the pumps will be supported in order to minimize the need of temporary
supports to dismantling the equipment.
5.13.8 The piping layout shall be made taking in account the clearance needed for the electrical
junction box and pushbutton station for operation and maintenance purposes.
5.13.9 Pump suction piping must be designed in order to prevent the formation of gas or air pockets.
The eccentric reducer must be placed with the flat face on top. A drain shall be placed upstream of
reducer.
5.13.10 End suction pumps should have straight runs of 5 pipe diameters minimum. In any case
Vendor requirement shall be taken into account.
5.13.11 More than one pipe diameter reducing in a single reducer can result in excessive
turbulence and noise and should be avoided. The reducers should be limited to one pipe diameter to
avoid excessive turbulence and noise.

5.13.12 On double suction pumps the first elbow upstream of the suction nozzle will be located on
vertical and in a perpendicular plane to the axis of the pump. If the suction line runs in horizontal
between the elbow and the suction nozzle there will be a minimum straight run of 5 pipe diameters.
5.13.13 Reducers shall be installed just ahead of the pump suction when the pipe is larger than the
pump nozzle. If used, suction reducers shall be installed as follows:
5.13.15 Temporary startup strainers shall be of conical (witch-hat) type. If removable spool is not
practicable, provide a permanent T type strainer with removable screen. Filters shall be included in
the corresponding piping materials specification.
5.13.16 Permanent filters shall be “T” or “Y” types and shall be indicated in the corresponding
P&ID´s.
5.13.17 As a general rule, “Y” type filters will be used up to 2” while “T” type filters will be used for 3”
and larger. Special consideration will be taken with the necessary space to dismantling the basket.
5.14 TURBINES
5.14.1 Enough space around the turbines must be provided for maintenance.
5.14.2 A drip pocket will be installed upstream of the block valve in order to avoid the inlet of
condensate into the turbine.
5.15.1 Enough space around the compressors must be provided for maintenance. Suitable
platforms will be provided to have free access, observation availability of compressor and
maintenance area on each side of frame, pistons and driver of compressor. in order to remove their

internal and external parts for maintenance purposes, such as cylinder heads, pistons, motor or
turbine parts, reducers, couplings, bearings, etc. Pay special attention to locate the local instrument
panels.
5.15.2 Each compressor shall have a suitable crane and/ or trolley design to take the all parts (main
frame, driver, pistons etc.) for maintenance.
5.15.3 The distance between the drip separation vessels and the compressor must be as minimum
as possible.
5.15.4 When access way is required between piping and compressor, provide 1.2 meters (4 feet)
minimum clear aisle.
5.15.5 The suction and discharge lines on reciprocating compressors shall be routed on sleepers in
order to reduce vibrations levels. A condensate collection pot must be placed at the end of the
suction header and other one as close as possible of the compressor pulsation dampener inlet.
5.15.6 Sleepers will be provided in front of reciprocating compressors for suction and discharge
lines and all auxiliary services.
5.15.7 The suction line on centrifugal compressors shall be routed without pockets from the knock-
out drum to compressor suction.
5.15.8 Strainers shall be installed at suction side of all compressors between the block valve and
suction flange. Strainer installations must be compatible with the requirements of the compressor
vendor. If cone type strainers are used, adequate straight piping is provided to accommodate the
strainer If removable spool is not practical, permanent T type strainers with removable screen shall
be provided.
5.16.1 Space must be considered in order to removal the exchanger bundle during maintenance
work. The necessary space to locate the crane with the extractor must be taken into account. This
space should not encroach on main plant roadways.
5.16.2 Horizontal clearance between heat exchanger shells and between heat exchangers and
major equipment, for access purposes, shall be a minimum of 1 meter (3 feet) in any direction. A

distance of 3 meters (10 feet) between centers of exchangers is a good spacing standard for average
size equipment. The range is usually 2.0 to 3.5 meters.
5.16.3 In general, lines must not be located above the exchangers, shall be routed outside of the
shell in order to allow the use of cranes or other dismantling and maintenance devices.
5.16.4 Provide platforms for removal of cover, channel and bonnet where exchanger centerline is
more than 3.7 meters (12 feet) above high point of finished surface.
5.17.1 Air cooled exchangers should all be located at the same level within a unit unless they are so
widely separated that one will not be able to suck up the discharged air from another one.
5.17.2 Platforms must be provided for access and maintenance of all air cooler motors.
5.17.3 When air coolers are located at the pipe rack the following precautions must be taken into
account:

5.18.1 At grade level enough space must be provided for maintenance and load/unload equipment
catalyst. Generally Vessels containing catalyst, clay sieves, etc. shall be located to allow for easy
loading and unloading of the contents (including truck access where appropriate).
Sufficient free space must also be provided for access to the crane and/or hoisting posts during
reactors installation operation.
5.18.2 The piping that connects both the upper part of the Reactor, as well as the bottom part, will
be designed taking into account reactor operation and maintenance, catalyst loading and unloading,
and where necessary, will be install dismantling spools pieces.
5.18.3 Pay special attention to the length of the thermocouples, is normally that the length of them
will be about the same as the diameter of the equipment. The direction and space to remove these
elements must be taking into account to locate the nozzles, design the structure and maintenance
platforms.
5.18.4 Provide davits on top of towers to handle safety valves and tower trays, Towers should be
oriented so that trays, tower internals, relief valves, etc. may be lowered to grade on the open or
access way side of the equipment.
5.18.5 For typical Piping and Instrument arrangement on towers and vessels, see “51B13.3 & 4”
Att06 ~ Att08.
5.18.6 Clips for platform or piping supports, must not be welded to the reactor.
5.19.1 Keep all process equipment at least 15 meters (50 feet) from fired heaters. Exceptions are
permitted for certain pieces of equipment where the heater in question is being used to heat the
process flow of the equipment and where any leakage from the equipment would probably ignite
instantly, this no additional fire hazard. Such an exception is permitted when locating reactors within
on a Platforming unit.

5.19.2 Locate fire heaters on the side of the process unit from which the prevailing wind blows. This
is done to blow gas away from the heaters instead of towards them.
5.19.3 Heaters should be placed 5 meters (16 feet) or more apart. A clear aisle 2 meters (7 feet)
wide is minimum for operating.
5.19.4 All furnace tubes will generally be removed by mobile crane and adequate dropout and
swinging space shall be provided. External piping shall be minimized at the pulling end of horizontal
fired heaters.
5.19.5 Emergency shutoff valves for fuel lines to heaters must be located at grade level and at a
minimum distance of 15 m from the wall of the heater, and whenever possible, beside the snuffing
steam valves.
5.19.6 Block valves for emergency snuffing steam injection are to be located at grade 9 meters (30
feet) minimum from the heater (unless otherwise indicated in P&IDs), preferably on the upwind side
of the heater.
5.19.7 A separate sub header from the main header shall supply each row of burners. These sub
headers shall preferably be of equal length and shall be terminate with blind flanges. The control
arrangement shall be located at the heater preferably as near as possible to burner manifold.
5.19.8 The valves to each burner shall be located at a working level and close to the peep hole.
Piping at fired equipment shall be arranged to permit normal observation and maintenance access
for personnel. Piping shall not obstruct header boxes, tube removal areas, observation parts, etc.
Metal hoses may be used to permit burner adjustment or removal without dismantling the piping.
5.19.9 The control valves for process and utilities lines to heaters will be preferably grouped and
located as follows:
• For process control sets locate at auxiliary pipe rack. Normally at one side
and will be symmetrical distribution.
• For utilities lines locate the control beside the process control sets or
located inside auxiliary pipe rack, as close as possible to the heater.

5.19.10 Piping for individual burners will be in accordance with Drawing No. “SA4-3284”- Att25.
5.19.11 A separate steam sub-header shall supply each row of burners, the headers not necessity
being of equal length.
5.19.12 Soot blowers piping will be designed to prevent the entry of drops into the blowers during
the blowing operation. The piping system from the block valve of each blower alignment will have
slope and must have steam traps in order to provide continuous drainage towards the sump.
5.19.13 Design each fuel-gas or fuel-oil distribution header for uniform distribution to all burners.
Branch take offs for fuel-gas at the burners are from the top of horizontal headers. Brach take offs for
fuel-oil at the burners are from the bottom or side of horizontal headers.
5.20.1 All boilers are grouped together with space provided for at least one future boiler. All boiler
auxiliaries including deaerator, feed pumps, flash drums and chemical feed systems are located in
close proximity to the boiler. Consideration must be given to single stacks for each boiler or one
common stack.
5.20.2 Emergency shutoff valves for fuel lines to boilers must be located at grade level and at a
minimum distance of 15 m from the wall of the boiler.
5.20.3 Safety valve outlets, steam exhaust heads and silencers must be 3 m above the highest
platform within a radius of 15 m.
5.20.4 The intermittent and continuous blow down lines must be routed free drain to the respective
purge vessels.
5.20.5 Continuous purge valves will be located near the purge receiver vessel.
5.20.6 The deaerator is normally installed in an elevated position, normally over the pipe rack, the
minimum elevation will be indicated in the relevant P&ID.
5.20.7 Equipment for additives that are mounted on a frame is placed not far from the boiler.

5.21.1 For Storage Tank spacing (minimum distances) following references should be checked and
more conservative option shall be selected:
• The Ministry of public Works and House, App 10 for LPG tanks and App 12/c for
tank.
• NFPA 30
• STGPS-A5
5.21.2 The minimum distance from storage tanks to property line or public way will vary depending
on capacity of the tanks According to Regulations on the Protection of buildings from fire "in
enforcement, the Ministry of Public Works and Housing (App. 10 for LPG tanks, App. 12/c for Tanks).
5.21.3 The minimum distance from any tank to process equipment, loading facilities and utility
equipment is 60 meters.
5.21.4 A minimum distance from loading and unloading facilities to process area and storage tanks
should be 60 meters (200 feet).
5.21.5 The minimum distance between tanks and toe of the interior dike walls shall be 3 meters (10
feet) as well as shall comply with the NFPA 497 Figure 3.8.19 and API 505.
5.21.6 Piping design must take into account the settling of the tank. The piping will be routed to
accept this settling and/or the use of adjustable supports will be considered.
5.21.7 Sleeves are required where pipe crosses through concrete dikes. The space between the
piping and the sleeve must be sealed to avoid leaks outside the pit.
5.21.8 Pumps piping and manifolds will be located outside the dike area. Transfer pumps should be
grouped located outside a tank dike and provided with a minimum of a roof shelter. The number of

5.21.10 Hydrocarbon storage tanks must be placed in an open dike to control the spilling or tank
breakage, the liquid contained will be collected in the dike and could be sent to another tank, or to
the wastewater treatment plant.
5.21.11 Storage tank foundations must have enough height to allow changes to the elevation of the
piping layout without causing pockets on pumps' suction lines.
5.21.12 The ladders must be located in order to reach the roof on the place where are located the
roof nozzles as levels, manholes etc.
5.21.13 Manual block valves will be located directly to the all lower tank nozzles.
5.21.14 Emergency shutoff valves must be located as near as possible to the tank.
5.21.16 Lines inside the dike must not be underground, except for drainage lines.
5.21.17 Tank spilling or rain water will be collected on the dike; the tank drainage will be collected in
open manholes. The drainage system will be routed outside of the dike. Outside the dike the
drainage pipe will have a collection box the pipe coming from dike will have a shutoff valve and the
collection box will have two valved outlets, one for oily water and another for clean water.
5.22.1 PLATFORMS
[Link] Platforms must be placed to facilitate operation and maintenance that cannot be done from
the grade. As an example see the following places to install a platform:

• Under safety valves, control valves, motorized valves or any other type of
valve that requires frequent inspections, or maintenance.
• In air coolers, to facilitate access to heads or motors. If there are several
air coolers grouped together the platforms must be combined.
• Around the perimeter of the compressors. If several compressors are
grouped together, a common platform shall be placed.
• In combustion heaters:
o To handle fuel to burner valves from the peep hole operation level.
o At inlet and outlets process nozzles.
In any other place that is necessary for proper heater operation, such as
soot blowers, access door, etc.

the hole must be in accordance with the following table:

5.23.1 Safety showers and eyewash must be located in areas where hazardous chemical materials
are handled, such as caustic, acids, or other corrosive materials and shall be shown on the
corresponding plot plans. The travel distance from potential source to the Safety showers and
eyewash shall not exceed 15 meters.
