The Philippine Institute of Volcanology and Seismology (Phivolcs) on Monday released the Valley
Fault System (VFS) Atlas, a handbook of large-scale maps showing in detail areas traversed by a
fault system where earthquakes can occur.
The VFS is an active fault system in the Greater Metro Manila Area composed of two fault segments:
the 10-kilometer-long East Valley Fault (EVF) in Rizal and the 100-km-long West Valley Fault (WVF)
that runs through different cities and towns of Bulacan, Rizal, Metro Manila, Cavite and Laguna.
A quake occurring on the WVF has the potential for most damage, according to Phivolcs Director
Renato Solidum Jr.
Phivolcs, in partnership with Geosciences Australia under the Risk Analysis Project (RAP), earlier
undertook a Risk Analysis Project (RAP) on the WVF.
The study showed that Quezon City and Manila will have the highest number of casualties if a 7.2
quake emanates from the WFV.
It said 5,524 people could die in Quezon City alone, and 23,103 people could be seriously injured.
"The number of people who will die is dependent on the number of buildings that will
collapse," said Solidum.
RICH AND POOR AFFECTED
In Quezon City, around 600 families live right above the WVF. Many are illegal settlers, while some
live in multimillion-peso homes in plush subdivisions.
The Quezon City government earlier commissioned a separate study by Earthquake and Megacities
Initiative (EMI), which shows people in Barangays Batasan Hills, Commonwealth, Bagong Silangan,
Holy Spirit, and Matandang Balara most imperiled by a major earthquake.
The study predicts that more than 4,713 people will die in the 5 barangays; while 14,707 others could
end up seriously injured in Barangays Batasan Hills, Commonwealth, Tandang Sora, Bagong
Silangan and Holy Spirit.
EMI's "Hazards, Vulnerability and Risk Assessment" report for Quezon City also identified five
earthquake hot spots in the city: Barangays Bagumbayan, St. Ignatius, Ugong Norte, Bagong
Silangan, and Batasan Hills.
The local government said it is already building a relocation site and hopes to evacuate illegal settlers
by 2016, an election year.
Disaster Risk Reduction Management Officer Elmo San Diego earlier told ABS-CBN News that some
rich Quezon City residents also live right above or near the West Valley Fault. These include
communities in Green Meadows, Blue Ridge, White Plains, and Eastwood City.
He said authorities can't do anything if residents of private lots on the fault buffer zone don't want to
move away.
