to the under mentioned posts.

N.B. ABILITY TO READ, WRITE AND SPEAK IN BENGALI IS AN ESSENTIAL QUALIFICATION FOR
RECRUITMENT TO THE POSTS AND SERVICE MENTIONED BELOW. PROVIDED THAT THE SAID
COMPULSORY REQUIREMENT OF KNOWLEDGE IN BENGALI INCLUDING THE ABILITY TO READ,
WRITE AND SPEAK IN BENGALI FOR RECRUITMENT TO THE FOLLOWING POSTS, SHALL NOT BE
APPLICABLE TO THOSE CANDIDATES WHOSE MOTHER TONGUE IS NEPALI. THIS WILL BE TESTED AT
THE TIME OF INTERVIEW.

1. ADDITIONAL DIRECTOR, ANIMAL RESOURCES DEVELOPMENT IN THE WEST BENGAL HIGHER

ANIMAL HUSBANDRY & VETERINARY SERVICE UNDER THE ANIMAL RESOURCES DEVELOPMENT
DEPARTMENT, GOVT. OF WEST BENGAL.

NO. OF VACANCY: ONE [RESERVED FOR O.B.C. CATEGORY ‘A’(NONCREAMY LAYER) CANDIDATES]

NATURE OF VACANCY: Permanent

PAY: Rs.28,000/- – Rs.52, 000/- (P.B. – 4B) plus Grade Pay Rs.7,600/-.

N.B.:- Departmental candidates having at least 5 (five) years’ service in a post not below the rank of
Deputy Director are eligible to apply.

QUALIFICATIONS:

Essential:
(i) A Master degree in Veterinary Science or Animal Husbandry from a recognized University.
(ii) Eight(8) years’ experience in extension work at field level.
(iii) Five(5) years’ experience in Govt. Animal Farms or extension and development work of which atleast
two(2) years as head of the Farm/ head of the office .
(iv) Five(5) years’ experience in the field of disease diagnosis and eradication/ cattle , poultry or other
livestock development.
(v) Five(5) years’ experience in a superior administrative post [not below the rank of Deputy Director/
equivalent level of posts in comparable establishments acting as head of the office and D.D.O.].
Experience in State Govt./ Central Govt. Farms, or in State Govt. Undertaking Farms/ Central Govt.
Undertaking Farms, or in any Joint Sector farms under the control of State Govt./ Central Govt.
(vi) Registration with the West Bengal Veterinary Council under Indian Veterinary Council Act, 1984, is
necessary for the holders of Master degree in Veterinary Science
(vii) Knowledge of Bengali / Nepali and English – spoken and written

Desirable:
(i) A doctorate degree either in Veterinary Science or in Animal Husbandry. A candidate with
outstanding academic record and original contribution to respective fields will be preferred.
(ii) A Degree or Diploma in Business Management of a University recognized by All India Council of
Technical Education.

AGE: Not more than 55 years on 01.01.2019.

QUALIFICATIONS:
Essential:
(i) A Master degree in Animal Husbandry or Bachelor degree in Veterinary Science and having
Registration with the West Bengal Veterinary Council constituted under the Indian Veterinary Council
Act, 1984 (52 of 1984).
(ii) Eight years’ experience in total in the field/farm/disease investigation in laboratory, experience in the
State Government/Central Government Farms, or in State Government Undertaking Farms/Central
Government Undertaking Farms, or in any Joint Sector Farms under the control of State
Government/Central Government;
(iii) Knowledge of Bengali / Nepali and English – spoken and written.
(iv) The Officers of State Service Candidates with I.D.D. (D.H.), with 15 years’ experience will also be
eligible.
Desirable:
A Degree or Diploma in Business Management of a University recognized by All India Council of
Technical Education.

AGE: Not more than 50 years on 01.01.2019.

3. POSTS OF OFFICERS BELONGING TO CATEGORY ‘A’ IN WEST BENGAL INFORMATION &

CULTURAL SERVICE UNDER THE DEPARTMENT OF INFORMATION & CULTURAL AFFAIRS,
GOVERNMENT OF WEST BENGAL.

LAYER) CANDIDATES]

NATURE OF VACANCIES: Permanent

QUALIFICATIONS :-

ESSENTIAL : An Honours Degree from a recognized University.

AGE : Not less than 21 years and not more than 36 years as on 01.01.2019. The age-limit shall be reaxable
only in cases of candidates belonging to the Scheduled Casts or the Scheduled Tribes or the Other Backward
Classes (OBC-A & OBC-B) or the physically handicapped or the Ex-Servicemen as per the extant Rules or
order of the Government.

PAY :Rs.15, 600/- – Rs.42, 000/- (P.B. 4A) plus Grade Pay Rs. 5, 400/-.

Syllabus & Scheme of the Examination (For posts at Sl. no. 3) :

(i) The examination will comprise of two successive parts, namely:-

(a) Part-I Written Examination
(b) Part-II Personality Test
(ii) The written examination shall consist of following five compulsory papers carrying 100 marks each and
two optional papers carrying 100 marks each, namely:-

Paper -I: English comprehension, essay, precis, letter writing and drafting of report -100 marks

Paper -II: English grammar (change of voice, transformation of sentences, application of appropriate
preposition/ phrasal verbs/ idioms etc., correction of sentences, application of tense ) &
translation from Bengali/ Nepali. -100 marks

Paper -III: Composition, drafting of report, letter and precis writing in Bengali/Nepali and translation
from English into Bengali / Nepali. -100 marks

Paper -IV: Elementary mathematics based upon the syllabus of Madhyamik Examination or
Equivalent -100 marks

Paper -V: General knowledge and current affairs with special emphasis on West Bengal -100 marks

Paper -VI & Paper- VII, two optional papers carrying 100 marks each from the following subjects :-
a) Journalism, b) Mass Communication, c) Advertisement & Public Relations, d) Sociology,
e) Anthropology, f) Political Science, g) History, h) Film-direction or Cinematography.

(iii) The Personality Test in part II will be of 100 marks. For this purpose a limited number of candidates,
selected in order of merit on the results of the Written Examination will be called.

N.B.: (i) The Public Service Commission, West Bengal shall have the discretion to fix qualifying marks
in the aggregate.
(ii) All papers must be written either in English or in Bengali except Paper- I & Paper- II.

Fee: Rs. 210/- (Rupees two hundred ten) only. In addition to that, the candidate will be charged as follows:
(i) For online payment through debit/credit cards: Convenience fee 1% of the examination fee subject to
a minimum of Rs. 5/- (Rupees Five) only plus 18% G.S.T. on convenience fee.
(ii) For online payment through net banking: Convenience fee of Rs. 5/- (Rupees Five) only plus 18%
G.S.T. on convenience fee.
(iii) For offline payment through bank counter: Service Charge of Rs. 20/- (Rupees Twenty) only.

S.C./S.T. candidates of West Bengal and Persons with disabilities (P.W.D.) having physical disability of
40% and above are not required to pay any fee. BC candidates of West Bengal are, however, required to pay
usual fee as aforesaid. NO EXEMPTION OF FEE IS AVAILABLE TO S.C./S.T. CANDIDATES OF
OTHER STATES AND B.C. CANDIDATES. No claim for refund of the fee will be entertained nor will it be
held in reserve for any other examination.

INFORMATION
1. Candidates who wish to apply for more than one category of posts should submit separate Application along
with requisite fees for each.
2. SUBMISSION OF MORE THAN ONE APPLICATION FOR ONE PARTICULAR POST IS STRICTLY
FORBIDDEN. THE CANDIDATURE OF A CANDIDATE WHO SUBMITS MORE THAN ONE APPLICATION FOR
ADMISSION TO THE SELECTION PROCEDURE, WILL BE CANCELLED EVEN IF HE/SHE IS ADMITTED TO
THE SAME.
3. The qualifications prescribed in the advertisement are as per the notified recruitment rules issued by
Government.
4. All the degrees/diplomas/certificates mentioned in the advertisement must have been obtained from recognized
Universities/Institutions.
5. The prescribed ‘essential qualifications’ are the minimum and mere possession of the same does not entitle
applicants to be called in for the interview. Where the number of applications received in response to the
advertisement is large and it is not convenient or possible for the Commission to interview all the applicants the
Commission may restrict the number of candidates for interview to a reasonable limit on the basis of either
higher qualifications in the relevant subjects/higher standard of marks/grade obtained in the essential
qualifications or experience in relevant field higher than the minimum prescribed in the advertisement or on
the basis of a Screening Test/Written Test. The Commission may fix qualifying cut-off marks for all the
categories of the vacancies in each level of examination, i.e. written, interview and aggregate.
IN THE CASES OF SCREENING TEST/ WRITTEN TEST, CANDIDATES SUFFERING FROM BLINDNESS OR LOW
VISION AND LOCO-MOTOR DISABILITY OR CEREBRAL PALSY WITH WRITING EXTREMITY WILL BE
ALLOWED THE HELP OF A SCRIBE, IF REQUIRED. THE SCRIBE SHOULD NOT POSSESS EDUCATIONAL
QUALIFICATION HIGHER THAN THE REQUISITE QUALIFICATION FOR THE POST.
If sufficient number of candidates with prescribed age limit is available for selection for a particular post, the
commission may exercise its discretion not to relax upper age limit of the candidate(s) even if the provision for
such relaxation is laid down in the advertised criteria.
6. In cases where no Division/Class is awarded and only grading is done, exact percentage of marks and
conversion formula adopted are to be mentioned with documentary evidence, if required.
7. Where experience of a number of years is prescribed as an item of qualification this would mean only
experience/research experience gained in full time employment/research in the relevant field within the closing
date of receipt of applications.

experience claimed, clearly mentioning the duration of employment (date, month and year) and field of
experience indicating basic pay and consolidated pay must be obtained. The certificate(s) should also mention

8. Besides pay, the posts carry allowances as admissible.

9. The benefits of reservation of vacancies and upper age concession up to 5 years are admissible only to S.C. and
S.T. candidates of West Bengal and up to 3 years to O.B.C. (category ’A’ & ‘B’) (non creamy layer) candidates of
West Bengal. S.C., S.T. and B.C. candidates of other States may apply for unreserved vacancies as general
candidates. Such benefits are also available up to the age of 45 years for Persons with disabilities.
(a) A candidate claiming to be S.C., S.T., B.C. (non creamy layer) or persons with disabilities (40% and above)
must have a certificate in support of his/her claim from a competent authority of West Bengal as specified
below:

For S.C., S.T. and B.C. (non creamy layer) candidates:

(i) In the district, the Sub-Divisional Officer of the Sub-Division concerned, and
(ii) In Kolkata, the District Magistrate, South 24-Parganas or such Additional District Magistrate, South 24-
Parganas, as may be authorized by the District Magistrate, South 24-Parganas, on behalf and the District
Welfare Officer, Kolkata and Ex-officio Joint Director, Backward Classes Welfare.

B.C. (non creamy layer) candidates must renew / revalidate their B.C. (non creamy layer) certificate in due
course as per extant rules.
For Persons with Disabilities:
A Medical Board constituted at Government Medical College Hospitals in Kolkata, District Hospitals and
Sub-Divisional Hospitals.

(b) The Public Service Commission may require such further proof of particulars from the candidates as it may
consider necessary and may make enquiries about their character and other particulars regarding suitability
and eligibility.
(c) S.C., S.T., O.B.C. (NONCREAMY LAYER) OR PERSON WITH DISABILITY CERTIFICATE MUST BE
OBTAINED WITHIN THE CLOSING DATE OF RECEIPT OF APPLICATIONS AND NO CLAIM IN THIS
REGARD WILL BE ENTERTAINED AFTERWARDS.

12. If at any stage even after issue of a letter of recommendation for appointment a candidate is found ineligible in
terms of the advertisement his/her candidature will be cancelled without further reference to him/her.
