BAC RESOLUTION RECOMMENDING SHOPPING AS THE ALTERNATIVE MODE OF PROCUREMENT

WHEREAS, the TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY VI – NEGROS OCCIDENTAL
PROVINCIAL OFFICE thru its Bids and Awards Committee has came up with a procurement resolution to address the
frequency of urgent delivery of items of small value but essential to the regular office operations of TESDA NOPO,
RTC Talisay, PTC Kabankalan and PTC Cadiz;
WHEREAS, Procurement thru Shopping means for purposes of application of this resolution are procurement
of small value items within the amount defined by procurement laws that are frequently utilized by the respective
requisitioning office whether the need of such are anticipated or not, these include but not limited to: small value
goods or services, office supplies and materials, office computer & accessories, office furniture, fixtures &
equipment, vehicle parts & accessories and all other items similar in nature;
WHEREAS, TESDA Bids & Awards Committee has concluded that small value items requested by different
departments or offices are difficult to be consolidated into one procurement because the urgency of need and
utilization of the requested items differs from each requisitioning unit, and therefore the conduct of competitive
public bidding cannot be had and besides these procurement thru shopping arises even when there is no funds
available to defray the cost of the procurement transactions; the requirement of funds availability cannot often be
determined at the time the requests are made;
WHEREAS, TESDA Bids & Awards Committee in pursuing with the procurement under the circumstances
mentioned in the preceding paragraph, small value items shall mean the Alternative Mode of Procurement thru
Shopping as illustrated in the provision of RA 9184, shall be applied;
WHEREAS, the Alternative Mode of Procurement thru Shopping provides 2 nd paragraph of the procurement
rules, it applies to ordinate or regular office supplies and equipment not available in the PS-DBM; the price of items
shall not exceed Php 500,000, and provide at least three price quotations given to bonafide suppliers;
WHEREAS, TESDA BAC derived its resolution to apply the Shopping as the Alternative Mode of Procurement
as defined in the provisions of RA 9184;
NOW THEREFORE, we the members of the Bids & Awards Committee hereby resolve as it is hereby resolved
to apply Shopping as the Alternative Mode of Procurement for all of any items elaborated in this resolution, provided
all the essential requirements of Shopping as mode of procurement must be strictly complied with.
RESOLVED, this 14th day of February 2017, at the Conference Room of Regional Training Center- Talisay at
Felipe Lacson Street, Talisay City, Negros Occidental.
