History of Distance Education in Malaysia

Distance education first began in Malaysia through correspondence schools and was later initiated at public universities starting in 1971. It expanded rapidly through the 1990s as more universities offered distance learning programs and the number of students increased from a few thousand to 20,000 by 2000. In 2001, the Open University of Malaysia (now OUM) was established to further increase access to higher education through open and distance learning.

 Distance education in Malaysia started off with correspondence schools to

cater for students who could not gain entry into government funded schools.

 1971 - Distance learning in the Malaysian public universities was first initiated
by University Science Malaysia (USM) in the form of correspondence courses
and offered.

 Initially offered eight courses in Humanities and Social Sciences.

 1973 - Courses in Pure Sciences and Mathematics were introduced as per


request by the Malaysian Ministry of Education.

 1990 - First distance learning program which included diploma programmes in


Business Administration, and Public Administration penetrated by Mara Institute
of Technology or (UiTM).

 1991 - a total of 125 courses including Foundation Science are available to the
Off-Campus students throughout the country.

 Some universities started their distance learning programs by extending the on-
campus programs

1993 - National University of Malaysia(UKM)


1994- University of Malaya (UM) , University Putra Malaysia.
1995 - Northern University of Malaysia (UUM)
1997 - Universiti Telekom (UNITELE)
1998 - University Tun Abdul Razak (UNITAR)

 Except for UNITAR which created its programs purely for the distance or virtual
learning mode.

 1995 -All of Malaysia 11 public universities except USM and UiTM, first began
offering ODE programmmes to a directive from the Ministry of Education to
increase access to higher education through distance learning.

 Public universities specialized centers to cater for distance learning programs


such as the Institute for Distance Education and Learning (IDEAL) by UPM and
the Extension Education Center (PPL) by ITM.

 The number of students has increased from a few thousand to


17,756 in 1996 and 20,000 in 2000.
 Program has expanded rapidly due to the Eighth Malaysia Plan (2001 and 2005)
Malaysia will have 60,000 distance learners yearly.

 many universities and institutions tried to adopt and implement distance


education either `crafted' in their conventional faculties and establish special
unit or institution under the universities.

 2001 - UNITEM (Universiti Terbuka Malaysia) was established after the


consortium called METEOR (Multimedia Technology Enhancement Operations
Sdn Bhd submitted a proposal to set up an Open University in 1999.

 2001 - UNITEM (known as OUM now)was registered in May. Its first intake of
students was in August.
