CHAPTER I
Introduction
Technology is applied to the roles each individual fulfills during life. We
use technology on a daily basis to accomplish specific tasks r interests. Modern
technology increases human capabilities and this technology has evolved with
years. What used to work before, might not be working now, it must have got old,
or got replaced by modern technology. This changes in effect mans’ life easier
and more convenient. It is easy in this world to strive for changes and since the
supply has no different from any firm and institutions, considering the use of
computer contributes to the way man learns and to perform a given task will be
efficient. The staffs have the responsibility not only to know about the ways in
which libraries will be managed using techniques of computerized, but also be
aware of the changes that computerized can bring to the supply services in the
near future.
As one of the Asian countries, Philippines also make its own way to
innovate its technology for its people and to acquire a higher economic growth.
Philippines must equipt to the technological requirements of a catch-up system to
fit its economic structure. This requires all the elements of the system to address
the technology capability, adaptation, adjustment and modification to its different
institutions involve.

The 1987 Philippine Constitution Article 2 Section 17 states that, to wit:
The state shall give priority education, science and
technology, arts, culture and sports to foster patriotism and
nationalism, accelerate social progress, and promote total
human liberation and development.
The 1987 Philippine Constitution Article XIV Section 10 state that.
Science and technology are essential for national
development and progress. The State shall give priority to
research and development, invention, innovation, and their
utilization; and to science and technology education and
training, and services. It shall support indigenous, appropriate,
and self-reliant scientific and technological capabilities, and
their application to the country productive system and national
life.
The 1987 Philippine constitution Article XIV Section II (I) state that.
Establish maintain and support a complete adequate, and integrated
system of education relevant to the needs of the people and society. By providing
the other needs for school like books for research, This system will be helpful for
the students and teachers.
The Project Developers proposed an “Online Library Management
Information System using Radio Frequency Identification (RFID) and Short
Messaging Service (SMS) for Notification” that would help to our school for
monitoring and inventory of the books in library, Instead of always checking on

the log book if the borrowers returned the item on time and know who have
penalties. This system will always update the admin and the borrowers.
Project Context
It is now easy and possible for the operations of computer in processing
records. These records are creating of data records, storing, filling, and retrieval
of data. In library management in Colegio de Montalban, they used logbooks to
record the transactions. The admin/staff allow students to register first before
borrowing an item. Then the borrowers will put their name, the date they
borrowed, course/section, equipment borrow, signature, time in and out, and
remarks. The admin/staff will always check the item if it is available before
allowing the borrowers to borrow that item. They also check one by one the
borrower’s borrowed item and who have penalties that result of consuming so
much time. The borrowers will have a penalty if that item is not returned on time
or loss. If that item is broken, they need to replace that item.
In this kind of process inside the Colegio de Montalban, the project
developers proposed a system “Online Library Management Information System
using RFID and SMS for Notification” by these, the Colegio de Montalban will no
longer use a manual process. Through this, the user can desired or traced their
desired items online and electronically without going through library management
for manual reservation. It includes list of borrowed items, returned items,
borrowers, returners and penalties information.

Purpose and Description
The proposed system could help Colegio de Montalban for monitoring and
inventorying the transaction inside the library management. If the students want
to borrow an item, they need to go online website for reviewing the available item
and reservation. And as for security purposes of the system, Radio Frequency
Identification (RFID) will be used to recognize the valid user of the system and for
the student identification when borrowing the item. The borrowers will receive a
Short Messaging Services (SMS) to remind them when they will return the item.
But if it will not return on time, the borrower will have penalty. This system will be
efficient and faster transaction.
Main Objective
The main objective of the propose system is to: develop an “Online
Library Management Information System using Radio Frequency Identification
(RFID) and Short Messaging Services (SMS) for Notification.”
Specifically the project developers aim to:
Develop a system that uses online transaction.
Record properly the date and time of borrowed and returned books.
Monitor the borrowers and returners.
Have a fast transaction and to lessen time consuming.
To know who have penalties.
Identify which borrowers have been returned the borrowed books.

Develop a system using Radio Frequency Identification (RFID) for
borrowing and returning an item and Short Messaging Services (SMS) for
Notification.
Scope and Limitation
Scope
To record information to know the availability of the items.
It can automatically compute the penalties that have been charged to the
user who are not borrowed item on time.
It can identify the items that have been borrowed by use of online website,
RFID and GSM Module for SMS.
It accepts general supply transactions of item issue, return and renewals
for members
It can make use of it for providing information about author, content of the
available items and the system would provide basic set of features to add
or update members, add or update books and manage check in
specifications for the system based on the user needs.
Limitations
The only priority of the system is the user who go first borrows to the
library.

The system will not work if there is no internet connection.
Review of related Studies
This chapter refers to the information and data about related topics and
articles from books and internet that supports the importance and ideas of the
proposed system. Through studying the related literature or studies, either local
or foreign, which would serve as a way for the researchers to understand the
study better and give them a wider range of knowledge about the research.
Foreign literature
K. Veeranjaneyulu (2012) has described the collection development
process in Archarya N. G. Ranga Agricultural University Library, Hyderabad.
Similarly Rubinandhini (2012) has conducted a survey on collection development
in Periyar University Library, Tamil Nadu. Her findings have revealed that their
university library provides many printed and e-resource facilities to its users. The
university library is playing a vital role in innovations of exploring new concepts to
help the society at large. Similarly K. Palanivel (2012) has programmed a
cooperative collection development model for libraries in Puducherry. Its main
objective was to share information by way of resource sharing and networking
through proposed Puducherry Library Network (PUDULIBNET) using National
Knowledge Network/ National Mission on Education through Information and
Communication Technology. It would enable the user to access resources

amongst the libraries in Puducherry. He also discussed the e-resource collection
in Pondicherry University Library, Pondicherry University, and Pondicherry.
T Rama Lakshmi (2012) has done a case study of the collection
development of e resource collections especially the trends in the growth of
digital library in S.V. University, Tirupati, Andhra Pradesh. A brief description is
presented on the issues and challenges faced during the digitization process.
Similarly S. Dhanavardhan (2012) analyzed the print and electronic resources
amongst self financing engineering colleges in Tamil Nadu. His paper also
suggested that there is a dire need for self financing engineering colleges to
exploit the information products and services by laying emphasis to user
education programs. Librarians should automate their housekeeping operations,
improve book and period collection and provide user education programs.
Local literature
Evaluation of library services should be regarded as a management tool,
applied to determine how effectively and efficiently the library is serving the
needs of its users, to identify the limitations and failures of service, and to
recommend ways to improve such service. The extent to which the user’s needs
are satisfied depends on the size and collection of the library, the adequacy and
accuracy of the organization of its materials, the usefulness of its catalogs and
finding tools in providing access to its collection, and the ability and cooperation
of the library staff in bringing these materials (or information on these materials)

to the attention of the users, and in maximizing the exposure of the users to
these resources and to other library services DIALOG online service ceased in
1998 and was replaced by First Search OCLC. In 1993 the University Library
subscribed to the country’s first online remote service, HERDIN (Health Research
and Development Information Network) that provided access to about 8
databases that cover ASEAN and Asia-Pacific documents and hosted by PCHRD
of DOST. The following year the INTERNET, a global information facility, became
available in the university enabling the library users to avail the E-mail facility.
The same year the ISIS OPAC was mounted in the local area network providing
access to book catalog and articles index. During the early part of school year
1994-1995 a needs assessment survey was conducted. The results confirmed
the need to establish an integrated library system including the automated
circulation. It was timely that in 1995, the University Library received a grant from
the Department of Science and Technology
Engineering and Science Education Project (DOST-ESEP) for the library
system software called TINLIB with the end view of networking the library
resources of seven (7) universities. Despite the struggle the DLSU Library
encountered in running the system during the first two years the circulation
module was successfully implemented in February 1997. Toward the end of the
decade the system was upgraded incorporating the suggestions made by the
participating libraries. The new version was renamed T-Series which enhanced

the loan process and improved the other information management functions of
the earlier [Link] upgraded version of the system has become an inevitable
feature at DLSU Library.
Technical Background
The project developers developed “Online Library Management
Information System. This system developed equipped with devices such as
Radio Frequency Identification (RFID) and Short Messaging Services (SMS)
which consider as necessary requirements for the system for it contains the main
process of the project. It contributes a big help for the researchers to build this
entire system.
The developed Online Library Management Information System will start
with the main form where the user will log-in if they are registered. If not, they
need to register first. This system has two users, the admin and user, and each
of them have their own environment of system that they may handle and access.
The admin can monitor transaction happening inside the Library, reports of
all transactions and add/update records based on his/her desire while staff has
the power to handle all the records of borrowed and returned items. The Staff
was the one who uses the system in order to get the records of the borrowers
using the RFID and the RFID Scanner.

Students / Proffessors / Staffs of Colegio de Montalban are the users that
can’t be use the system. They are only allowed to only borrowed, returned and
reserved items. They only need to give their RFID that need to be scanned by
the staff. In reservation, they need to visit the online website to reserve items and
to know the availability of the items in the Library.
