Background
Objectives:
• Beautify various areas in the City of Hamilton by expanding public art in the City
• Bring the art communities together to celebrate arts and culture in Bermuda

Over the past four years the City of Hamilton has developed an art installation program to
contribute to our mandate of being a ‘vibrant’ City.

− 2015 we saw the first installation of four pieces in the City.


− 2016 five more dynamic pieces were installed across the City
− 2017 we added four additional public art installations - extending one to the outskirts
of the City on Till’s Hill.
− 2018 we installed four more pieces including a piece at Cavendish Car Park that we
partnered with the Department of Corrections.

In 2019 the City of Hamilton is launching Vivid: The City of Hamilton’s public art initiative
which aims to work with Bermuda’s arts organisations and independent artists to help
curate and implement public art installations in the City of Hamilton, contributing to our
mandate to be a vibrant City

Scope of Proposal

Total Budget for Festival: $20,000


Per installation budget for other locations: $2,000 - $5,000*

Guidelines:
• Proposed locations identified for installations 2019:
o Taxi stand wall at City Hall Car Park (Church Street)
o 10ft Wall at Court Street / Elliott Street
o Par-La-Ville Car Park driveway entrance wall
o Great Things eastern facing wall (blue wall adjacent East Broadway gas
station)
o Great Things western facing wall
o Utopia Eatery (former Muse restaurant)
• Artists may submit more than one proposal
• Individual and group/association proposals are eligible
• Additional sponsorship from third parties will be accepted if required to subsidize
installation
• If submitting for more than one installation, please submit separate proposals per
art installation
• All proposals will be reviewed by the Vivid installation committee consisting of
representatives from the various stakeholders of the project.

*Consideration may be given for proposals that can achieve the entire scope of the
proposal.

Criteria
Eligibility
• An individual artist or group of artists
• Students enrolled in an art program at a degree-granting institution

Ineligible Projects or Applicants


• Murals/Installations on private single-family residences/property.
• Murals/Installations which are not clearly visible/accessible to the public from the
public right-of-way.
• All interior murals/installations or temporary exterior banners.
• Murals/Installations for which the property owner will not provide a signed consent.
• Murals/Installations depicting commercial advertisement content.

Funding
• Funds will be awarded based on the Vivid installation committee’s evaluation of
the mural/installation proposal using review criteria described below.

• Eligible expenses may include artist fees, assistant fees, supplies and materials,
and installation costs.

• Items not eligible for funding through this program include operating costs for
organizations; purchase of equipment; and administrative costs of sponsoring
organization unrelated to the mural project.

Review
• Concept, scale and execution: original concept and excellence in execution;
scale is appropriate to the building property in which it will be painted/installed (the
City highly encourages applicants to use images and compositions that will bring
innovation and enhance our current installation collection.

• Context, design: creatively responds to site and neighbourhood; demonstrates


ethical use of references to specific cultural origins; design clearly depicts ideas
expressed in project description

• Support: If not owned by the City; written evidence of support from property
owner, building and business owner(s).

• Feasibility: ability to complete the proposed mural/installation, a realistic budget,


agreement between property owner and artist regarding responsibility for wall or
property preparation for painting or installing.
Required Application Materials:

• Full budget breakdown including but not limited to costs of materials, labour costs
of installation, scope of yearly maintenance of installation and artists fee (costs
must be all inclusive)
• Photos and/or sketches of proposed art piece
• Specific location of the piece within the noted proposal locations
• Proposed timeline of installation
• Future maintenance (requirements and estimated costs)
• Brief biography of artist (150 words maximum)
• 1 Headshot of submitting Artist
• Contact information (name, email address, phone number)
• If attaching panels to a wall, a materials list, drawing and attachment plan must be
submitted.
• Signed letter of consent from property owner (if applicable).

Creating a Budget
As part of the application you must submit a budget and indicate donated time, materials
and cash expenditures, equaling your total project expenses.

Payment Process

You will receive three retainer fees throughout the course of your installation time period.
The submitted total budget is broken up into three payments; two 40% and one 20% and
will be deposited directly into your account. The final payment is made following
notification to project coordinator of the completion of the mural/installation.

After Funding Approval

Applicants whose project is approved through this program are to submit a final report
within 14 days of completion of the mural summarizing the completed project and
detailing the use of Vivid; City of Hamilton Public Art Initiative funds. Copies of invoices,
receipts and checks are required documentation for the final report.
