Literature review:
The auto industry of which the motorcycle industry is a part has got deep backward (metals such
as steel, aluminum. Copper, rubber, chrome, nickel, plastic, paint, glass, textiles, electrical, capital
equipment, trucking, warehousing) and forward (dealerships, retailers, banking, credit and
financing, insurance, logistics, advertising, repair and maintenance, petroleum products,
services, parts) linkages as such any major shifts in demand are felt in a variety of other
industries. The industry Worldwide has seen a tremendous growth in the past two years. There
are currently 43 Original Equipment Manufacturers (OEMs) in the Industry. These include 6 OEMs
who are members of the Pakistan Automotive manufacturers Association (PAMA) and 37 OEMs
who are not PAMA members. These OEMs are supported by nearly 2,000 parts and component
manufacturing units employing close to 50,000 persons.
The industry is volume driven and needs a critical mass before costs and hence prices can start
coming down. This critical mass has been reached and the prices in Pakistan have on the average
come down by 30% in the past 5 years.
The development of China as the major player in the global motorcycle industry has been
achieved by linking its strong domestic demand to the abundance of low technology dependent
manufacturing or cloning. Pakistan faces a similar situation with its current suppressed demand.
As compared to other industries in which competitiveness can only be achieved with high levels
of human capital, the motorcycle industry is more concerned with better management of human
resources and high levels of productivity at all levels, i.e. OEMs as well as parts and component
manufacturers.
The World market for motorcycles is dominated by the Japanese brands, namely Honda, Suzuki,
Yamaha and Kawasaki. Although Japan itself produced only 700,000 motorcycles, its brands with
strong presence in the Low Cost Countries (LCC) like China, India, Indonesia, Thailand etc., control
50% of the world market.
Even in China where the local Chinese brands control more than two thirds of the market, the
basic designs are still modeled round the popular Japanese models. Indian companies like Hero
Honda and TVS rely heavily on their Japanese partners for basic designs and model innovations.
This is perhaps because of the fact that R&D for the industry is both expensive and time
consuming. The Japanese manufacturers named above have both the financial muscle as well as
the technical capability to undertake the required R&D.
In Pakistan, motorcycle assembly started in 1964 when the local Atlas Group started assembling
Honda motorcycles in Karachi. Currently in addition to Honda, the other Japanese brands being
manufactured in Pakistan include Yamaha and Suzuki. The most successful design among the
Japanese brands has been the Honda 70CC which enjoys tremendous popularity on account of
its fuel economy, resale and low maintenance features.

The Pakistan Automotive Manufacturers Association (PAMA) was formed in 1984. Initially three
motorcycle OEMs namely Atlas Honda, Dawood Yamaha and Suzuki Motorcycles Pakistan
became PAMA members. The other founding members of PAMA were OEMs manufacturing
Passenger Cars, Tractors, Light Commercial Vehicles (LCV’s), Truck & Bus manufacturers etc. In
the 1990’s, three more OEMs joined PAMA, these were, Fateh Motors, Pakistan Cycle Industrial
Cooperative Society Limited and Siagol Qingqi Motors Ltd (subsequently renamed Qingqi Motors
Ltd.).
The Non-Japanese OEMs entered the Pakistani market in the late 1990’s by introducing clones of
the popular Honda 70CC motorcycle using critical parts and components imported from China.
For the basic frame and other low tech parts they used the local vendors (part suppliers) whose
development had been facilitated by the Government of Pakistan’s indigenization / localization
programs for the motorcycle industry. Other than the original 3 Non-Japanese OEMs who
became PAMA members, the new entrants preferred to form their own trade bodies and as such
are referred to in this study as Non-PAMA members. The Engineering Development Board (EDB)
issues licenses to the OEMs for undertaking assembly operations. The Pakistan Standards &
Quality Control Authority (PSQCA) is responsible for monitoring the production of quality
products by the OEMs. As such both the EDB and the PSQCA play an important role in the
establishment, licensing and monitoring of the technical operations of the motorcycle
assemblers. The total installed capacity of the OEMs is approximately 1.310 million units per year
as per the Engineering Development Board. The OEMs are located in and around the cities of
Karachi (Karachi, Hyderabad & Hub) and Lahore (Lahore, Gujrat, Gujranwala).

PAKISTAN STANDARDS & QUALITY CONTROL AUTHORITY (PSQCA)
The Government of Pakistan established PSQCA in 1996. It started its operations in December
2000. Three organizations namely, Pakistan Standards Institution (now SDC), Central Testing
Laboratories (now QCC) and Metal Industries Research and Development centre (now TSC) have
been merged in PSQCA to provide one window standardization, quality control and other
technical services.
The PSQCA developed the first Pakistan Standard for the two wheeler auto vehicles in 2000.
These standards incorporated the following standards: the Pakistan Standards, Japanese
Standards, Canadian Standards, Thai Industrial Standard & the Environmental Protection Agency
(EPA) regulations. The Standards were revised in 2004 taking into account changes in
international emission standards.
Discussions with the OEMs and the Vendors regarding the functioning of the PSQCA have
revealed that they are not satisfied and they strongly feel that this organization needs to be
strengthened. It needs to be twined with a similar international organization to improve its
performance. Some of the major issues which came up through literature review and the above
meetings along with their solutions are given below:
All assemblers have to be certified by the PSQCA and this certificate is valid till the
12th month of the following year. PSQCA has developed standards for a) Braking
system and components, b) parking stands, c) lead acid batteries and, d) emissions
including smoke, carbon monoxide and sound. These standards have been developed
for the 2 & 4 stroke motorcycles having engine capacity up to 150 CC. No standards
for individual assemblies / parts / components have been notified; similarly engine
performance standards other than for emission have not been defined. In the absence
of standards for assemblies / parts / components, quality control standards vary from
assembler to assembler and from vendor to vendor. It is recommended that the
PSQCA develop standards for individual assemblies / parts / components supplied by
vendors/ manufactured in-house by the assemblers or imported from foreign
suppliers. This will help to standardize the quality of the locally assembled
motorcycles.
For imported parts, there is no check on the quality of the imported parts which
means that cheap low quality parts are also being imported. Some of these parts find
their way into the assembly process as “local vendor” parts because of their price and
availability. In addition to posing threat to the safety of the rider, these inferior parts
are also hampering the development of the local vendor industry. It is therefore
proposed that PSQCA develop standards for all parts and include testing by an

independent certification authority(s) as a requirement for clearing imported auto
parts.
Major obstacle to export of motorcycles is non acceptance of PSQCA certification in
the international markets. It is recommended that PSQCA upgrade its certification
having an association with an internationally acceptable certification authority.
A clause exists in the license issued for assembling of motorcycles to have in-house
test benches. PSQCA should conduct random checks to find out if, these test benches
are being properly used or not.
Currently local component industry is unable to break into the large international auto
part markets because it is, among other things unable to compete on quality.
Although some of the vendors who supply to Japanese Assemblers are in a position
to compete, they are not aware of the comparable European or American Standards;
PSQCA should provide information on standards which are in place in different
markets.

Atlas Autos (Private) Limited (AAL) [Formerly Atlas Auto Parts (Private) Limited] is a

How Atlas Honda is maintaining quality:
To achieve 100 % spare parts and assembling quality department is divided into four sub
departments which are part quality department, engineering quality department, vehicle quality
department and market quality department.
Atlas Honda is ISO 9001 and 14001 certified. Their quality policy is
Commitment to provide high quality motorcycles & parts.
Right work in first attempt and on time.

Training of manpower and acquisition of latest technology.

Part quality department is responsible to assure the quality of spare parts which are manufactured
in Atlas Honda and manufactured and delivered by Vendor. After receiving parts from vendor PQ
department check quality of parts using quality check method. Atlas Honda quality team pick
random parts from lot and measure quality check of these parts if quality of parts are ok then parts
are accepted and delivered to store for assembling another hand if quality measure not meets the
Atlas Honda quality standards then it will be result of rejection. Engineering quality department is
responsible assure the quality of spare parts which are manufactured in Atlas Honda. To measure
the quality of parts EQ department perform some analysis on parts for ensuring the qualities
department also responsible for the quality of those parts which are export to other country.
According to our research Atlas Honda only export 3 % spare parts over total volume of spare
parts production.
Vehicle quality department (VQD) is responsible to assure and check the quality of parts on
assembling line where vehicle are assembled and make ready to deliver Atlas Honda dealers. Atlas
workers assemble spare parts one by one and check quality on each stage. Process time of each
stage is 26 second within time every worker who are working on conveyor line are responsible to
fit spare part and send it to next worker for part assembling. During assembling it also necessary
to ensure quality standards on each stage if the fitted part quality not good VQ department workers
replace poor quality part with high quality part and send poor quality part to part quality department
for rework. When bike is assembled and ready for test then it will be handover to vehicle complete
build unit department to final check of any defect or issue during the running of bike on track if
quality check is ok then bike will be delivered.
Market quality department MQD is responsible to maintain quality of bike at customer [Link]
department also known as services department who provide facility to their customer to resolve
issues in bike during the warranty and collect market feedback about bike quality and list
customers suggestion about bike quality improvement. If any issue occur during vehicle warranty
MQ department check vehicle and forward it to Atlas Honda workshop for resolving issue. If issue
is genuine then Atlas Honda accept it and provide claim to customer.

How Atlas Honda check Paint Quality

Cross hitch test:
For checking the adhesiveness of the paint Atlas Honda preform cross hitch test. Testing
adhesion properties of a finish coating will ensure a successful performance from the
product. There are two factors that affect the ability of the coating to adhere to the surface:
mechanical adhesion and chemical adhesion.
Mechanical adhesion occurs by the coating adhering to the sanding scratch profile of the
surface and by flowing around the fiber of the substrate to mechanically secure the film
to the surface. Deeper and larger sanding profiles will increase coating adhesion whereas
shallower profiles and smoother surfaces impede the ability of the coating to sufficiently
adhere.
Chemical adhesion refers to the ability of the coating to adhere to the chemistry of the
coating formulation. Various components of the coating chemistry affect adhesion. The
coating must have sufficient wetting properties to penetrate into the pores of the surface
and to wet around the fibers of the substrate. Solvent blends of the coating system allow
the coating to burn into coating layers within the system. Resin properties of the coating
vary and affect the ability to adhere.
As a general rule in moving up the scale in coating technologies, from lacquers to
conversion varnishes, to two-part urethanes to polyesters, the adhesive properties will be
significantly increased.
It must not be assumed, however, that all products within each category will be equal in
performance. Every product will exhibit its own specific degree of adhesion
characteristics. The finisher is ultimately responsible to verify that the selected coating
system will meet the necessary adhesion requirements for each specific finishing project.
The same coating system will also exhibit different levels of chemical adhesion over
various wood species and substrates. Wood resins and pitch and oils in the wood will
significantly impact the chemical adhesion ability of the coating. Keeping in mind all the
different factors that affect the performance of adhesion, the finisher must make sound
decisions on the coating system to be used.
Dry film thickness test:
A coating thickness gauge (also referred to as a paint meter) is used to measure dry film
thickness. Dry film thickness is probably the most critical measurement in the coatings

industry because of its impact on the coating process, quality and cost. Dry film thickness
measurements can be used to evaluate a coating’s expected life, the product’s
appearance and performance, and ensure compliance with a host of International
Standards.
How to measure Dry Film Thickness:
Dry film thickness (DFT) can be measured using two methods: destructive thickness
measurement, where the coating is cut to the substrate using a cutter; and non-
destructive coating thickness measurement, using techniques which do not damage the
coating or the substrate such as magnetic, magnetic induction and eddy current thickness
measurement methods. The non-destructive coating thickness measurements can be
taken on either magnetic steel surfaces or non-magnetic metal surfaces such as stainless
steel or aluminum. Digital coating thickness gauges are ideal to measure coating
thickness on metallic substrates. Electromagnetic induction is used for non-magnetic
coatings on ferrous substrates such as steel, whilst the eddy current principle is used for
non-conductive coatings on non-ferrous metal substrates.
Coating Thickness Gauges
Elcometer offers a wide range of coating thickness gauges to measure dry film thickness.
The Elcometer range of destructive coating thickness gauges includes the Elcometer
121/4 Paint Inspection Gauge. The paint inspection gauge, commonly known as the
P.I.G, is a popular method for determining dry film thicknesses on non-metallic substrates.

gauges includes mechanical and digital coating thickness gauges, suitable for dry
film testing, complete with a wide range of probes and calibration foils to suit your
application.
Gasoline test
Traffic paints must have good resistance to motor oil and fuel drippings on the highway.
This test method describes the procedure necessary to evaluate the resistance of traffic
paint to reference test fluids in order to simulate this type of action. This practice describes
a laboratory procedure for determining the resistance of a dried film of traffic paint to the
action of a specified hydrocarbon solvent or gasoline fuel test fluid. The values stated in
SI units are to be regarded as the standard. The values given in parentheses are for
information only. This standard does not purport to address all of the safety concerns, if
any, associated with its use. It is the responsibility of the user of this standard to establish
appropriate safety and health practices and determine the applicability of regulatory
limitations prior to use.

We visited 3 vendors of Atlas Honda which are
Pakistan Spring Pvt Ltd.
AJR Metal Fabricators.
Precision Forging Pvt Ltd.
We take 2 parts from Precision Forging Pvt Ltd which are of CD70. One is Collar C1 and other is
Ratchet.
2 parts from Pakistan Spring Pvt Ltd. One is Collar Mouth and other is Spindle Kick Starter.
2 parts from AJR Metal Fabricators. One is Front Shock and other is Spring RR Cush.
Quality Criteria:
Dimensions i.e. checking its dimensions as given in diagram by Atlas Honda with the help
of Vernier caliper, snap gauge and air plug gauge.
Checking its strength with the help of machine like hardness testing machines
There is also some tolerance for dimension.
Rejection rate is 0.1%.
Team of Atlas Honda visits their vendors and watch the whole process. After that they check their
forms on which dimensions are given and also confirms whether the procedure on part is right or
not. Atlas Honda pick parts in random number and check their quality and if there is any problem
then they inform the vendor and demands a corrective action report for that defective parts.

people here are not much educated and are not trained well.
