Large scale construction projects in Pakistan often experience delays due to cost overruns and poor planning. A questionnaire was administered to collect data on the key factors contributing to delays. The questionnaire asked respondents to rate on a scale of 1 to 5 various potential causes of delays, including slow decision making by clients, changes to laws and regulations by the government, work suspensions by owners, delays in approving documents and materials, insufficient financing, delays in payments, poor contractor finances and planning, scope changes, and disputes between stakeholders.
