Basic licensing procedures
mandatory Something that is required
license a permit issued by the Secretary of the Department of Health and Human
Services to any child care facility that meets the statutory standards.
licensing agency An organization that issues licenses and enforce licensing laws
child care program A child care center or home operated by one owner
licensee A person granted permission to operate a childcare facility
operator The person operating or owning the child care.

pre-licensing Things that take place before a license is granted
zoning requirements Laws affecting approval of location of businesses
comply/compliance To do as requested; The process of doing as requested
notice of compliance Religious sponsored child care centers may receive a notice of compliance
to take certain exemptions from child care rules, but found to be in
compliance with health and safety standards not exempted by law.
Early Childhood An instrument used to evaluate the quality of care received by a group of
Environment Rating Scale children in a child care center when the majority of children in the group are
two- and -one- half to five years old.
Changes and Transfers
change in ownership When the person legally responsive for a business changes

Types of licenses
temporary license A license to operate for up to six months
provisional license A license to operate up to twelve months, until unmet standards are met
special provisional license For center accused of child abuse or neglect, up to six months
probationary license For centers who have repeatedly violated statutes, up to one year
rated license Based on center’s program standards staff education levels, compliance
record
One Star Rated License To centers who meet only the minimum requirements for issuance of a
license.
Higher-Level Rated For centers who earn extra points based on program standards,
educational levels of staff, and compliance history; number of points
