ABSTRACT OF THE PROPOSAL
This study aims to find out the effect of strict implementation of school discipline and the
following of school policies on students. The aim of this study is to lessen the stubbornness of
students studying in a school like Bais City National Science High School and also to improve
the good attitude of the students that is reflected to the school.
The study was conducted through the following steps. First, the researchers made
questionnaires as the primary means for data gathering. The questionnaire contains questions
based on the problem. All of the students of Bais City National Science High School were the
participants of the study. They were given the questionnaires to be answered. After the data were
gathered, it was analyzed and interpreted into two forms: quantitative and qualitative data. The
interpreted data were then made into graphs and tables. The results were recorded. Then, the
researchers will make conclusion based on the results.

CHAPTER I
The Problem
Background of the Study
Nowadays, majority of the students are showing unethical attitude towards other people
in the community and in school. Example is their lack of respect for elders and those that are in a
higher rank than them. This is the reason why school discipline and school policies are
implemented at every educational institution. But the stubbornness of students as they take these
policies for granted becomes a difficult and challenging problem. Thus, school discipline and
policies are still ineffective today.
That is why the researchers plan to analyze the effect/s of the strict implementation of
school discipline and the following of school policies.
The result of the study is to change the unethical attitude displayed by students and
provide mental, emotional, spiritual, social and moral development in each individual.

Related Literature
Since this study aimed to determine the effect/s of the strict implementation of school
discipline and the following of school policies on students performance at school, here are some
useful information for the researchers in understanding the study more.
A school is an institution designed for the teaching of students (or pupils) under the
direction of teachers. Most countries have systems of formal education, which is commonly
compulsory. In these systems, students progress through a series of schools. An institution where
higher education is taught is commonly called a university college or university.
A student is a learner, or someone who attends an educational institution. In its widest
use, student is used for anyone who is learning, including mid-career adults who are taking
vocational education or returning to university.
Discipline is a systematic instruction intended to train a person, sometimes literally called
a disciple, in a craft, trade or other activity, or to follow a particular code of conduct or order.
Discipline is a course of actions leading to a greater goal than the satisfaction of the immediate.
A disciplined person is one that has established goal and is willing to achieve that goal at the
expense of his or her immediate comfort.
Policy is a program of actions adopted by a person, group, or government, or the set of
principles on which they are based. Policy may also refer to the process of making important
organizational decisions, including the identification of different alternatives such as programs or
spending priorities, and choosing among them on the basis of the impact they will have. Policies
can also assist both subjective and objective decision-making.

Vital role of policies and guidelines in school
School policies and guidelines are a must in every educational institution. They
provide clear guidelines on how to confront certain situations when they occur. These
situations may include acts of abuse, violence, or bullying behavior among students. That
is why the researchers included the question:
Is it important to have school policies
and guidelines?
100%
Yes
9
Based on the graph shown above, the respondents unanimously agreed that having school
policies and guidelines are essential to any educational institution, importantly, to Bais City
National Science High School.
The second question stated in the questionnaire How many school policies and
guidelines do you know? will help the researchers determine how knowledgeable students in
Bais City National Science High School about school policies and guidelines.

Number of guidelines and policies known
The illustration above shows the number of guidelines and policies that are known by the
students of BCNSHS. The graph contains the following data:
Out of 143 respondents, 1 respondent or 0.7% of the population (represented by the
blue graph) answered 0-2 guidelines and policies.
Out of 143 respondents, 28 respondents or 19.6% of the population (represented by
the red graph) answered 3-5 guidelines and policies.
10
Out of 143 respondents, 42 respondents or 29.4% of the population (represented by
the green graph) answered 6-8 guidelines and policies.
Out of 143 respondents, 19 respondents or 13.3% of the population (represented by
the violet graph) answered 9-11 guidelines and policies.
Out of 143 respondents, 53 respondents or 37% of the population (represented by the
cyan graph) answered more than 11 guidelines and policies.
In general, majority of the respondents know more than 11 policies and guidelines of
Bais City National Science High School which only means that majority of the students studying
at the school are aware about the rules they should abide.
Next question is Do you agree that school policies and guidelines should be followed?.
The pie graph below will show the results.

26.6% of the population (38 respondents) strongly agrees that school policies should be
followed. 41.2% of the population (59 respondents) agrees that school policies and guidelines
should be followed. 31.5% of the population (45 respondents) fairly agrees or agrees but not
with full belief in relation to the need to follow school policies and guidelines.
Even if Bais City National Science High School has rules or policies and guidelines that each
student must abide in, there are still stubborn ones who could not careless about the policies and
guidelines, and not every school faculty and authorities could handle these stubborn students.
Thats why we included the question Should Bais City National Science High School give
consequences to those students who disobey the school policies and guidelines?. And the results
from the survey showed that
Should BCNSHS give consequences to those students
who disobey the school policies and guidelines?

The pie graph shows that 89.5% of the population (128 respondents) agrees to give
consequences to students who disobey the school policies and guidelines, 9.8% (14 respondents)
disagrees to the giving of consequences, and 0.7% (1 respondent) is on the neutral side, neither
agreeing nor disagreeing.
12
As a follow-up on the previous question, we added the question what consequences will
you propose for not following the school policies?. The graph below gives a general idea of
their suggestions and the number of respondents who gave such suggestions.

punished by letting the student offender see a guidance counselor and give him a few
days suspension based on how grave the offense is.
28 respondents suggested that students who dont follow the school policies should be
punished by letting them sign the anecdotal record attached with their name and offense.
8 respondents suggested mixed suggestions from the ones given above e.g. cleaning
service and calling the attention of parents etc.
9 respondents suggested that the consequence/s given to students who dont follow the
school policies should depend on how grave ones offense is and there should not be a
uniform punishment for all kinds of offense
The remaining 14 respondents answered NO for the previous question so their answers
for this question are not necessary.
For the question in our survey about the effects of strictly following the school rules and
policies, we let the respondents choose among different choices.

CONCLUSION
Therefore, the researchers concluded that the effects of strictly following school policies
and guidelines will reflect on the behavior of the student in an institution and it might be a good
or bad.
With the results given majority of the respondents said that strictly following the school
policies and received proper discipline can gain a change to the student for the better. In such a
way that because of this policies and guidelines the students perform better in school, they have
more respect for elders and authority, and they become more responsible and
disciplined. And with the effective leadership and school-wide consistent follow through is the
belief by students that teachers and administrators are fair in their disciplinary actions. That
requires the school administrators to make fair decisions for individual students and also to the
overall students. In short, the school administrators and teachers must build a reputation for
fairness in order for the students to follow the policies and guidelines of the school.
Students will respect the school policies and guidelines when it is apply consistently. And
by the given results there are 37% of the students know what rules are ought to be followed it is
because of their observation in applying disciplinary actions in every rules they make. And so,
the researchers also concluded that policies and guidelines nowadays are still effective.
The main purpose of school is to provide students with an educational foundation from
which they can build successful independent lives. And by school policies and guidelines the
school will be organized and guide the students in the right path while studying. And maintaining
discipline in schools is essential when creates an effective learning environment.
18
RECOMMENDATION
As what the researchers conclude, not only to the students but also for the schools
administrator, teachers and staffs can contribute a lot in following school policies and guidelines
by building a reputation for fairness because the students may feel anger to the schools faculty
and staff because of the inequality. Having a discipline plan is also a good idea in maintaining
discipline in schools. By this, all of the students will be informed of the consequences for
misbehavior.
A leadership from any of the faculty and staff of the school can change the whole
environment. It is because their actions form basis of the overall mood for the school. If they are
consistent with their rules and also consistent in implementing and following those policies and
guidelines the whole body will also do the same thing. On the other hand, if they are other way
around misbehavior will increase.
From administrators to guidance counselors to teachers and lastly to the students, they
must have high expectations for both academic and behavior. It is because for them to discipline
their selves in their daily life following policies and guidelines not only intended for school but
also for the society.
