INTRODUCTION

Rationale

Establishment of school institutions is an optimum mean addressing and responding

the mandate of protecting and promoting the right of access to quality education. This also

adhered to abide the advocacy of the country to Education for All (EFA) spearheaded by

the Department of Education (DepEd).

Schools, as defined by . The provision of schools is a manifestation of the

campaigns realization.

Barangay Tamisan is one of many barangays that enjoyed this substantial program of

the country. In fact, there were already two (2) primary schools built within the

Barangay Tamisan is one of the twenty-six (26) barangays of the City of Mati. As of

latest available data, Barangay Tamisan is located at the southern part of the City. It is

surrounded by the barangays namely: Brgy. Lawigan (south) 10.0 Km, Brgy. Dahican

(North) 15.0 km, and Brgy. Bobon ( East) 4.7 km. It is bounded by the sea on the western

plank. The residents of Barangay Tamisan mostly rely on agriculture as a source of income.
Barangay Tamisan has a total population of 3091 a large percentage of which is

comprised of school-age population. It has two (2) primary schools namely: Tamisan

Elementary School (with 210 populations of pupils) and Taganilao Elementary School (with

200 populations of pupils) as of latest count. These are elementary schools in the barangay

which annually churn out graduates who have no available recourse for free secondary

education within their community due to absent of public secondary high schools in the said

locality.

There are those who after graduated the elementary studies, had then decided not to

pursue studying secondary level for the reason that they cant readily afford the expenses if

they will enroll in the other barangays. In fact enrolling in high schools located in other

barangays entail bigger daily overhead expenses which may bleed dry their meager finances

specially that those high schools were kilometers apart from their place. Except to those

parents who were financially able which really forced to enroll their children to public high

schools in other barangays making sure their children could continue their education. Not to

forget, many of the barangays families were economically unstable.

Establishing National High Schools in the locality is of great help to the people living

in it. For this would address their problems pertaining to the education of their children.

Having such school would indeed address the access, equity, quality, relevance and

sustainability concerns of the students. This would take in hand the advocacy of the country

since everyone could attend secondary study at all and complete the entire basic education.
This would then positively affect the economic condition of the families. Most of all, it will

help students avoid any circumstances that studying in distanced places may bring to them.
