homeless.
Eligibility:
- Filipino
- Underprivileged/homeless
- No property
- Not a professional squatter/squatting syndicates
Registration: w/n 1 year
Balanced housing development: 20% of total subdivision area/total subdivision project cost
- Devt of new settlement
- Slum upgrading/improvement
- Joint-venture projects
- Community mortgage program
Incentives:
NHA:
- exempted from fees and charges of any kind.
Private Sector:
- reduction & simplification of qualification
- exemption from payments (income taxes, capital gains tax, VAT, Transfer Tax)
Basic Services:
- Potable Water
- Power & Electricity
- Sewage Facilities
- Access to Primary Roads & transpo
ART 6 AREAS FOR PRIORITY DEVT, ZIPS, SLUM IMPROVEMENTS, RESETTLEMENT
Benefits:
- Minimal Cost (Land surveys & titling)
- Liberalized terms on credit facilities & housing loans & 100 % deduction from
home buyers gross income
- Exemption from payments for the issuance of transfer certificate of titles

ART 7
URBAN RENEWAL & RESETTLEMENT rehabilitation & development of blighted and slum areas and
resettlement of program beneficiaries in accordance w/ the provisions of this act.
Action against Squatters: demolished & disqualified to avail the program.
Penalty:
- 6 years imprisonment
- FINE: P60,000 P100,000

COMMUNITY MORTGAGE PROGRAM(CMP) a mortgage financing program of the NHMFC
which assists legally organized associations of underprivileged and homeless citizens to purchase
and develop a tract of land under the concept of community ownership.
- Assist residents of blighted areas to own the lots they occupy or where they
choose to relocate.
Incentives:
- Negotiable sale at prices based on acquisition cost plus financial carrying cost
- Exempted from Capital Gains Tax
- No eviction unless incurred arrangements in payments for 3 months
