Ten (10) potential Park and Ride sites have also been identified for the LRT3 project with initial capacity of 6000 parking spaces. 2.0 APPOINTMENT OF DESIGNATED SUPPLIER FOR U-GIRDER Generally, LRT3 Project is divided into two corridors namely Eastern Corridor which is from Package GS1 to Package GS5 and Western Corridor, from Package GS6 to Package GS10. There will be two precaster to accommodate for both corridors. 3.0 SCOPE OF WORKS The following are the description of general scope of works required to be carried out by the Designated Supplier for casting and delivery of U-girder (hereinafter referred to as "DS’) to his Work Package Contractor (WPC). i, Casting Yard Establishment ‘The DS shall be responsible in setting up of a precast yard consists of all- weather production yard layout complete with main plant and equipment, storage yard area, batching plant area, office area, access road, surface drainage etc. with sufficient numbers of plant and equipment to support all activities related to the manufacturing of U-girder. Should the land for casting yards are made available by the Project Delivery Partner (PDP), the DS shall submit a proposal consist of the above. The casting yard shall be demolished and the land to be reinstated to the original condition upon completion of the Works and/or upon instruction from POP. The DS also needs to set up a storage yard within and/or outside his precast yard compound with complete facilities. The capacity of the storage yard shall ‘occupy minimum 40% of the total nos of U-girder required, The DS shall ensure the production and storage are sufficient to meet the WPC’s programme. The detail of setting up shall be documented and shall get WPC and PDP approval, Bo/ACONSTRUCTION AND COMPLETION OF LIGHT PACKAGE PC ~ MANUFACTURE, SUPPLY AND RAIL TRANSIT LINE 3 (LRT3) FROM BANOAR DELIVERY OF PRECAST VIADUCT (U-TROUGH UTAMA TO JOHAN SETIA GIRDER) AND OTHER RELATED WORKS Briof Description of Works The DS shall liaise and comply with such requirement for any external submission to obtain approvals, permits or licences from Relevant Authorities. The DS shall responsible for the setting up of batching plant in casting yard, maintain and supply of concrete for the whole production duration. The DS shall set up a batching plant with suitable capacity to supply conorete at peak of production. The batching plant needs to obtain relevant permits in compliance with the environmental regulation and the conditions of approval for the project's Environmental impact Assessment (EIA) from the Department of Environment (DOE) and also from local authorities. Casting of U-girder U-girder to be cast at the casting yard are the full precast single track U-girder with varies length up to 30m. Should on-site casting is required to be carried out at/or near the launching site, the DS shall be responsible to select and identify a suitable location and set up of the on-site casting area to accommodate such works. All related approvals or permits related to such activities shall be borne by the DS. The submissions detail and information concerning the quality plan, safety plan for precast yard and method statement for casting each U-girder, handling and delivery procedure etc. in accordance to the Specifications shall concurred and approved by the WPC and PDP. The DS shall submit the casting plan for each U-girder for WPC to review and approved. This planning shall be produced upon close coordination with WPC based on approved baseline program, The DS shall submit shop drawings and detailing supported by calculations with Professional Engineer (PE) endorsement and records to the WPC for approval, Preparation of shop drawings and detailing of pre-stressing items of each U- girder shall be by the DS and submit for approval of WPC and PDP. The mould for each U-girder shall be designed, fabricated and installed by the DS. The design and installation work shall be user friendly, sufficiently rigid and tight to prevent any grout leakage. The moulds shall also structurally adequate to maintain the position, shape, profile and dimension throughout the casting contract. All related documents and calculations to be approved by the WPC, The DS shall conduct a mock-up / trial casting for two (2) numbers of 30m typical standard span of U-girder. One (1) number of approved mock-up / trial shall be stored at each casting yard for the entire casting duration for reference purposes whilst the other one shall undertake destructive test which will be carried out at the precast yard. All U-girder shall be lifted and supported as proposed by the DS and agreed by the WEC and PDP. The method of lifting, the type of equipment and 80/2CONSTRUCTION AND COMPLETION OF LIGHT PACKAGE PC1 ~ MANUFACTURE, SUPPLY AND RAIL TRANSIT LINE 3 (LRT3) FROM BANDAR DELIVERY OF PRECAST VIADUCT (U-TROUGH UTAMA TO JOHAN SETIA GIRDER) AND OTHER RELATED WORKS iii, Brief Description of Works transport to be used, and the minimum age of the segments to be handled shall be subject to the approval by the WPC and PDP. The DS shall submit the design calculation and method of handling include lifting and supporting the U-girder at yard etc. for WPC approval. Delivery of U-girder The DS shall liaise with each WPC on the delivery schedule to meet the program. Information such as location, time to arrive needs to be liaising closely, The DS shall determine the route for their vehicles to deliver the U-girder. An inspection of route shall be conducted and these routes shall be presented to WPC for their review. Any route that may require adjustment such as removal and reinstatement of whatsoever structures and/or obstruction such as trees, toll booth, traffic lights, demolition of road curb, median barrier and etc. shall be coordinate with WPC and obtain approval from the relevant authorities. All costs related to the above are deemed to be included in the contract sum. The delivery of U-girder shall be escorted from casting yard up to the lifting point or where directed by the WPC. Delivery of each U-girder shall be escorted by traffic police and the DS escort team as per the Precast Specification. All costs related to the above are deemed to be included in the contract sum. Any defects to the U-girder arising from the damage sustained prior to handing over shall be borne by the DS. Interface Requirements The DS shall interface for any information of cast in item related to SYSTEM requirement civil requirement from the WPC. The DS compiles the required information and shall produce casting shop drawing. These drawings shall be submitted to WPC for approval WPC is responsible to provide all related casting items as detailed in the Matrix of Responsibilities that has been establish and attached to the Precast Specification in Appendix | Safety & Health and Environmental Management. The execution of the works includes compliance with statutory rules, regulations, and contractual requirements concerning safety, health and the environment. Compliance with the Project's Detailed Environmental Impact Assessment (DEIA) Approval Conditions and associated Department of Environment (DOE) is required It involves preparation of a Site Specific Environmental Management Plan (EMP), Site Specific Safety and Health Plan (SHP) and the implementation of risk control measures, monitoring programmes, training and auditing, It also involves the appointment of a Safety, Health and Environmental management 80/3CONSTRUCTION AND COMPLETION OF LIGHT PACKAGE PC1 ~ MANUFACTURE, SUPPLY AND RAIL TRANSIT LINE 3 (LRT3) FROM BANDAR. DELIVERY OF PRECAST VIADUCT (U-TROUGH UTAMA TO JOHAN SETIA GIRDER) AND OTHER RELATED WORKS. vi. Brief Description of Works _ organisation to devise, implement and monitor the safety, health and environmental management system for the works. Quality Assurance and Quality Control The DS will ensure that adequate documented process applicable to his day to day operations are implemented and complied. All work activities must be in accordance to the WPC approved Method Statements and Inspection and Test Plans. All materials forming the permanent works must be approved by the WPCIPDP prior to use. The DS must plan his quality control and quality assurance activities in line with the applicable sections of the Precast Specifications. Failure to plan will result in Non Conformances at the expense of the DS. Bo/4‘CONSTRUCTION AND COMPLETION OF LIGHT RAIL TRANSIT LINE 3 PRECAST SPECIFICATION [URTS] FROM BANOAR UTAMA TO JOWAN SETIA AVURTBRCSGK-GENCY-SPC-00001 4.0 GENERAL 14 Introduction (1) The LRT3 Projects inline with SPAD’s Urban Rail Development Plan (URDP) of Greater Klang 12 (3) Valley Public Transport Master Plan. The Government of Malaysia's institutional and policy direction is to promote, encourage, facilitate and implement a safe, reliable, responsive, efficient, planned, integrated and sustainable and public transport system withthe intention is to raise the current public transport mode share from 18% to 40% by 2030. ‘The LRT will run from Bandar Utama to tian Setia whichis approximately 376km long with 26 stations based on the new approved alignment, This new line will have five (5) Interchange Stations at One Utama with MRT Line 1, Station 3with KLJ ine, SIRIM and Shah Alam Stations with BRT and Klang Station with KTM Komuter. ‘The LRT3 willbe complimented by a feeder bus system serving areas in close proximity to the LRT alignment. The feeder bus system will serve a wider catchment area that is beyond the ‘walking reach of the station. Park and Rides wil also be strategically located al 10 LRT stains along the alignment ‘The works under this contract comprise the Permanent Works and associated Temporary ‘Works, and a brief description of works is set out below. The scope of The Works in not limited by, or subject to, this brief description, and the DS shall ascertain te full scope of The Works by reference tothe entire contract Brief Description of Work (ft) (2) (3) The Works under this contract comprise the Permanent Works and associated Temporary Works, and a brief description of works is set out below. The scope of The Works in not limited by, of subject to, this brief description, and the DS shall ascertain the fll soope of The Works by reference to the entre contract. The Works comprises the manufacture, supply and deliver of U-cirder to the packages listed below which forms a part ofthe above ground section onthe Project: ‘+ Packages from GSt to GSS forthe Eastern Packages for the Project © Packages from G6 to GS10 forthe Western Packages forthe Project ‘The general scope ofthe Works shal include, but nt limited tothe folowing ‘a. The DS shall submit proposal for approval by POP for the location of casting yard. The proposal shall consist of overall layout of casting yard including but not limited to alk ‘weather production yard layout complete with proposed nos. of mould, main plant and equipment, storage yard area with minimum of 40% capacity from total U-irde, batching plant area, offce area, access road, surface drainage et. The proposal shall submit to POP within fourteen (14) days from Letter of Acceptance. b. The DS shall make all necessary arrangements with and obtain all necessary approvals, permits and consents from Relevant Authorities for the execution of the Works. The DS is deemed to be fully aware of the requirements and procedures of all Relevant ‘Authorities. All corespondence, meeting minutes and submissions made pursuant 10 this sub-clause shall be submitted to the WPC and POP for information c. Should the land for casting yard is made available by the PDP, the DS shall submit proposal consist the same description as per the above item a. The casting yard shall be demolished and the land to be reinstated tothe orginal condition upon completion ofthe Works or as per POP's instruction, SECTION T- GENERAL cc REWSION: 0‘CONSTRUCTION AND COMPLETION OF LIGHT RAIL TRANSIT LINE 3 PRECAST SPECIFICATION (URTS) FROM BANDAR UTAMA TO JOHAN SETIA KVLRT2AMRCAGK-GEN-PCY-SPC-S000t é ‘Set up @ storage yard within andior outside his casting yard compound with complete facies. The capacity ofthe storage yard(s) shall be sufficient to occupy the U-girder throughout the Project period The DS shall ensure the platform evel of casting yards constructed above the flood level throughout the Contract. The DS shall liaise with Relevant Authors (e.g. JPS, LUAS, MPK, MBSA etc.) in obtaining all relevant information and to incorporate into the proposed platform level ofthe casting yard ‘The DS shall tke necessary precautionary measures lo prevent flooding at any part of the casting yard / Site or adjoining land arising from the Works. Such precautionary ‘measures shall include flood protection barriers, temporary surface drainage channels, protection of al ullity connections to prevent ingress of water, temporary sumps and pumps including back-up pumps and a back-up power supply for pumping inthe event of power feilure Responsible of submission detail and information conceming quality plan, safety plan, methods statement, handling procedure, shop drawings, calculation etc in accordance to the Precast Specification and shall be concurred and approved by the WPC. Manufacturing, curing, testing, handling and storing U-girder at the casting yard in accordance to the Precast Specification. Supply and delivery ofthe U-girder tothe locations as when and where drected by the WP. ‘The DS propose to POP the delivery route and shall obtain all necessary permits and licences, particularly those required for compliance with, the environmental protection requirements of the Department of Environment, the safety and health related requirements of the Relevant Authorities, and relevent legislation. The DS shall provide copies of al such permits and licences for the WPC's and the PDP's reference, ‘The DS shal provide and maintain suitable site office accommodation for his staf at his casting yard. The DS shall also provide his site office with adequate internet aocess for the purposes of receiving and transmiting electronic communications and data fronvto POP, WPC and other parte. Responsible of submission detail and information concerning quality plan, safety plan, ‘methods statement, handling procedure, shop drawings, calculation etc. in accordance to the Spectication and shall be concurred and approved by the WPC. Responsible in obtaining WPC's confirmation on accuracy of the U-girder including details al inserts, box-outs and openings in accordance withthe latest drawing and any ‘other secondary elements which shall be fixed tothe girder structure before casting ‘Submission of details and information concerning the method, materials, equipment and procedures that the DS proposes to use in his precast works for approval of the WPC and POP. ‘Submission of method of geometry control ofthe casting operation and preparation of fabrication or shop drawings and calculations for PDP's approval so 2s to achieve the required alignment of the deck in ts final condition. All drawings, details and calculations shall be duly endorsed by Professional Engineers recognised by the Board of Engineers, Malaysia Liaise withthe WPG at interfaces of integral piers of special crossings to achieve the required alignment ofthe deck i its final condition SECTONT- GENERAL iaate RENTON 06CCORSTRUCTION AND COMPLETION OF LIGHT RAIL TRANSIT LINE 3 PRECAST SPECICATION {LRT3) FROM BANDAR UTAMA TO JOHAN SETIA [Link]-GEN-PCY-SPC-0001, a Carry out materials test such as concrete test and rebar tensile test to Specification. In the case of detects, the DS shall submit remedy proposal for PDP's approval and make {good of the defect without addtional cost to Employer. Submission of progress weekly report on casting activity ‘All submissions as well as manufacture casting, handling schedule and procedures shall be concurred by the WPC and submitted to PDP for approval, ‘The submission shall include, but not limited to the folowing i. Shop drawings providing full and accurate dimensions showing the geometry of each segment including projections, recess, notches, block-outs and the lke. Each span shall be assigned with an erection mark indicating the fabrications and its Corder in the erection sequence together with cast inser, anchors and the lke to facilitate erection ji. Shop drawings of non-prestressed reinforcement and bar bending schedule for feach segment including any additional reinforcement required for handling and transportation purposes. i, Shop drawings complete with detals of the fabrication system including forms, foundation and geometry contol. iv. Shop drawings providing complete details of any cast-in inserts, anchors or box: ‘outs in the segments the DS or WPC may requie to accommodate handling, transportation and erection methods. vi Details and calculations covering equipment used to handle cast sections and to incorporate them into the structure together with step-by step erection procedure, stressing procedure and procedure for load testing or erection equipment as required herein vi Alldrawings, details and calculations submitted by the DS shall be duly endorsed by Professional Engineers recognized by the Board of Engineers, Malaysia vii, Detail of storage yard, stacking and liting calculation and shop drawing shall be submited with Professional Engineering endorsement for PDP's approval Casting shall not start not commence unti the relevant submittal have been approved by the POP. Casting beds and forms shall be made of steel and structurally adequate to support the segments without distortion or setlement. Formed surfaces of the span section shall have F3 surface finish as per the Technical Specification. ‘The DS shall provide equipment to be used fo ensure uniform separation. The accuracy ‘of proposed bonding breaking material shall be demonstrated by a test to be approved by POP. Before commencement of casting operation, the DS shall submit his proposed method of geometry control of the casting operation, details of setting out and geometry control readings for he spans section for approval. The DS shall submit shop drawings providing ‘as-cast for each span accompanied by supporting calculations and records to the POP for his approval Any damage to precast product shal be subject assessment by the PDP. The DS shall propose remedial measures and carry them out after approval from PDP has been ‘obtained. Ifthe required tolerances are exceeded, acceptance of the cast span shall be at the discretion of the WPC who will eke into consideration the effects of the inaccuracies and whether or not they can be compensated for the subsequent section, SECTION - GENERAL Tete RESON‘CONSTRUCTION AND COMPLETION OF LIGHT RAIL TRANSIT LINE 2 PRECAST SPECIFICATION [LRTD) FROM BANDAR UTAMA TO JOHAN SETIA [Link]-GENPCY.5PC-00001 13 14 y. The DS shall ensure thatthe cast section moulds are sufficieny rigid and light to prevent loss of grout or mortar from the concrete at all stages of construction and to maintain the cast segments in their correct positon, shape, profile and dimension. 2. Forms shall remain in place untl the concrete has reached a compressive strength agreed by the POP. a. Particular care shall be taken when stipping the formwork to prevent damage tothe U- girder. The DS shall cary out tal at his own cost, to demonstrate thatthe cast section will not be damaged at the time of removing the forms or handling ofthe cast section. ‘These tials shall be completed prior commencing casting, bb. _Allsection shall belted and supported only at points and by methods agreed by the PDP and shall be handled and placed without impact. Care shouldbe taken to prevent torsion oF undue stresses, The method of ling of the type of equipment to be used and the minimum age of the cast secon to be handled shall be subject to the approval by the POP. Precast product shall be stored in @ manner to prevent resulted torsion or undue stresses. cco. The DS is responsible of handling cast sections within the yard untl successfully and loaded onto tucks or trailer units and accepted by WPC. All repair arising from damage prior to handing over shall be bome by the DS. Excluded Work ‘The following works shal be carried out by others and do not form any part ofthe Works: (1) Segmental for long spans, which shall be supplied by WPC (2) Handling end iting of U-gider atthe place of delivery which shall be responsible of WPC Site Management Staff (1) The DS is responsible for all the deliverables of the Contract and hence the provision ofall resources, including supporting personnel. The DS shall ensure that relevant key personnel involved inthe planning, execution and until completion of the Works are engaged and made available throughout the Detects Liatility Period. (2) The DS shall submit within fourteen (14) days upon the receipt of the Letter of Acceptance a site management organisation chart and supervision personnel who shall be directly involved and responsible for the Works together wit their resume. POP at his discretion shal interview ‘and approve DS's Key Personnel prior to employment (3) The DS shall employ the following key personnel and they shall have minimum years of relevant experience to the Works and o intend the duties: Project Manager - minimum fiteen (15) years Production Manager ~ minimum ten (10) years QAQC Manager - minimum ten (10) years Survey Manager - minimum ten (10) years ESH Manager - minimum ten (10) years Logistic and Transportation Manager - minimum ten (10) years SECTONT- GENERAL ae REVISION 06CONSTRUCTION AND COMPLETION OF LIGHT RAIL TRANSIT LINE 2 PRECAST SPECIFICATION (LRT3) ROM BANDAR UTAMA TO JOHAN SETIA [Link]-GEN-PCY-SPC-O0001 15 16 47 (4) (8) The above key personnel shall be supported by adequate and qualified personnel to perform the Works, The site management personnel shall not be changed without prior approval from the PDP. Any replacement tothe site management personnel shall be informed to POP. The DS shall submit the resume ofthe replacement and revised organisation chart for PDP's approval Relationship Between the DS and Works Package Contractor (1) (2) ‘Al proposals and submissions by the DS for seeking the approval of the WPC shall also be subject tothe approval of the PDP and which shall be sought by the WPC on the DS's behalf ‘Any references in the Specifications and Drawings to proposals and submissions requiring ‘approval by the PDP, shall also mean that the DS shall seek the prior approval ofthe WPC. The DS shall plan the Works on the basis that a minimum of fourteen (14) days shall be allowed for such review and approval by the WPC and a further twenty-one (21) days or ater specied period for review and approval by the PDP. Submission periods specified inthe Specifications and Drawings in respect of seeking the PDP's approval shall mean the period ‘commencing upon submission by the WPC and offically received by the PDP. The WPC shall forward the response tothe DS within seven (7) days upon official received from POP. Related Works and Coordination () (2) 3) ‘The DS must ascertain to his own satisfaction the scope ofthe Contract and carry out necessary coordination wit other related works in view oftheir concurrent and sequential nature. Nothing herein contained shall be interpreted as granting the DS exclusive occupancy ofthe Works. The DS shall not cause any unnecessary hindrance or delay to other related Works Contractors Where the existonce of related works is envisaged or indicated in the Contract, the DS shall programme his Works in such a manner that the particular requitements stated inthe Contract are met The DS shall be deemed to have made adequate allowance in the Contract Sum and in the programme of the Works for compliance with his obligations in coordination with other related Works Package Contractors and shall have made adequate allowance for difculies or interferences caused by related works in relation to provision of access and cooperation with them. Working Hours () (2) (3) Normal working hours shall be defined as the period between 0800 hours and 1900 hours on all days excluding General Holidays. Any Works performed by the DS outside normal working hours (ie. Night Work) and on General Holidays shall be subjectto the DS obtaining both WPC and POP approval When working outside normal working hours the DS shall make adequate security arrangements and shal indemnify the Employer, PDP and WPC against any claims by third parties resuling there from, No claims for extra remuneration on account of working outside normal working hours shall be entertained ‘The DS shal nform the WPC and PDP twenty-four (24) hours, or such shorter period permited by the WPC and POP, in advance of any occasion when work outside normal working hours is proposed SECTION GENERAL ioe REVISION:‘CONSTRUCTION AND COMPLETION OF LIGHT RAIL TRANSIT LINE 2 PRECAST SPECIFICATION (LRTD) FROM BANDAR UTAMA TO JOHAN SETA [Link]-GENPCY-SPC-00001 18 19 1.10 (4) Should the progress ofthe Works be delayed through the defaultof the DS, the PDP and WPC shall have the right to instruc the DS to increase his plant and labour force andlor to continue \work beyond normal working hours, including night work, in order to make up the ost time. The DS shall bear the extra cost for complying wth such instructions. (6) The DS shall be responsible and lable for all addiionalioverime costs incurred by the ‘Supervising Consultant in the execution ofits supervisory duties for any Works performed by the DS outside the Supervising Consultant's normal working hours (0800 ~ 1900 hours) 6 days ‘a week and on General Holidays. Such Supervising Consultant addiionaovertime costs shall be deducted or set-off against any amount due or which may become due to the WPC under the Contract Project Signboard ‘The DS, shall provide, erect and maintain signboards at locations tobe decided by the POP and pay all charges in connection with this, including obtaining permission, icenoes and fees, etc. Each signboard shall comply wih the design and specification as specified inthe Contract. On completion of the project, the DS shall dismantle and clear away the signboards as directed by the PDP. Project signboards shall be erected not more than twenty-eight (28) days, or such other period approved by the POP, from the date ofthe Notice to Proceed. Other advertising signs, banners and stickers shall not be erected on the Site unless permitted by the POP.
