FOREWORD
Data on the inflow and outflow of commodities in the different regions are
used to construct inter-regional and inter-industry relations tables. These serve
as bases in the formulation and implementation of the various regional
development programs like countryside development and port planning.
The PSA acknowledges with sincere thanks and appreciation the support
and valuable assistance extended by the Philippine Airlines and the Philippine
Ports Authority, and the various shipping companies in the collection of the

EXPLANATORY NOTE
Introduction
On October 1, 1976, the NEDA, former NSO and Philippine Airlines (PAL) revise
the air waybill (AWB). The project operationalized the collection and processing of data
on commodities flowing through the air transport system starting September 1977.
To hasten the processing and generation of domestic trade statistics, the PSA
has brought the manual and computerized processing technologies to its regional (field
office) and provincial offices. For this purpose, the Information Systems Development
Section, Information Resources Division, developed the Domestic Trade Statistics
System (DomStat). The software was designed to facilitate processing of air trade, rail
trade, and coastwise cargo trade and passenger administrative documents. The
DomStat is actually an integration of four systems (or subsystems) that process the
different types of documents. The duration of systems development was from October
1993 to January 1994 and in January 1995 with the DomStat version 2.0. It was started
and implemented in the year 1995. On the same year, the maiden publication under the
DomStat system was created and 1994 DomStat data files were used. With its carefully
designed user interface, the DomStat ably facilitates the generation of domestic trade
statistics until the present.
The domestic trade data contained in this report pertains to the flow of goods
through airports and seaports in the country, whether for government or private use, or
for commercial purposes. Trade in land was excluded because there was no
approach/system to capture as such.
Coasting manifests were collected from major ports and other active seaports
listed by the PPA all over the country. Fishing ports are excluded in the compilation of
data. Goods transported by vessels of the Philippine Navy, fish and other marine
products landed direct from the sea and service cargoes for consumption of the vessel
are also included.
The air waybills were collected from the Philippine Airlines (PAL) that operates at
all domestic airports.

The source document for coastwise trade statistics is the Outward Coasting
Manifests (Bureau of Customs Form No. 78), submitted by masters of vessels plying
the inter-island ports to the collectors of PPA or their authorized representatives before
the vessel leaves the port area. PSA personnel collect copies of these documents from
the PPA designated collection points in the provinces.
Data source for airway trade is the Air Waybill (AWB), (PAL Form No. F 0777A)
issued by PAL, Asian Spirit and Air Philippines to every consignee. The acceptance
and sales clerks of the airlines prepare an extra copy of every AWB issued and the
corresponding sales report are collected by PSA field personnel.
The basic document used in generating the rail commodity flow statistics is the
Daily Report of Outgoing Shipment (DROS), which is the summary of the daily cargoes
transported through the PNR. PNR personnel from the express or freight shipping
orders issued for the day copy the information contained in this form. These forms are
accomplished by station agents and collected by PSA field personnel and submitted to
the PSA field offices for processing.
Documents collected from the provincial sales offices, stations, and collection
points are sorted by port or station and by month; recorded; bundled and numbered by
type of document, by port or station and by month and undergo the following stages of
processing in the field offices before transmittal to the PSA personnel concern:
Commodity Classification
The commodity classification used in the compilation of the data is the 1993
Philippine Standard Commodity Classification (PSCC) which is aligned with the
United Nations Standard International Trade Classification (SITC) Rev. 2.

Domestic trade statistics are presented by geographic area. The 17 regions with
the provincial composition are presented below:

Definition of Terms
Balance of Trade is the difference between outflow and inflow. Positive value
indicates favorable trade balance while negative value indicates unfavorable trade
balance.
Domestic Commodity Flow refers to the flow of commodities through the water,
air and rail transport system in the country.
Freight refers to charges on cargoes paid for the transportation of goods for one
port or station to another.
Inflow refers to the total value of commodities coming in the specified region or
province.
Outflow refers to the total value of commodities, which flowed out of the
specified region or province.
Port or Station of Origin refers to the port or station where the cargoes came
from.
Port or Station of Destination refers to the port or station where the cargoes
are destined for.
Region of Origin refers to the regional location of the port or station where the
cargoes came from.
Region of Destination refers to regional location of the port or station where the
cargoes are destined for.
Availability of Data
The Commodity Flow in the Philippines publication comes out three quarters
after the reference year. A quarterly special release on Commodity Flow in the
Philippines comes out three months after the reference quarter.
Aside from the summary tables contained in the annual publication and quarterly
special release, other unpublished monthly, quarterly and annual detailed tables in
computer print-outs or diskette or CD are also available at the Economic Sector
Statistics Service.
Limitations of the 2014 Commodity Flow in the Philippines Annual
Publication:
1. DOMSTAT reports from the following provinces or cities were not yet received
as of July 15, 2015, and were not included in the statistical tables of this annual
publication:
The total value of commodities that flowed within the country increased by 7.1
percent to PHP686.01 billion in 2014 from PHP640.51 billion in 2013. Shipment through
water was the major mode of transport with 99.7 percent share in 2014. (Figure 1)
Food and live animals contributed the largest value amounting to PHP194.37
billion (28.3%) among the commodities that were transacted throughout the country in
2014. This was followed by machinery and transport equipment with PHP153.50 billion
(22.4%), and manufactured goods classified chiefly by materials with PHP102.33 billion
(14.9%). Animal and vegetable oils, fats and waxes shared the least value of PHP7.48
billion (1.1%) (See Table A).
In contrast, food and live animals contributed the largest value amounting to
PHP191.13 billion (29.8%) among the commodities that were transacted throughout the
country in 2013. This was followed by machinery and transport equipment with
PHP122.01 billion (19.0%), and manufactured goods classified chiefly by materials with
PHP96.91 billion (15.1%). Animal and vegetable oils, fats and waxes shared the least
value of PHP9.05 billion (1.4%) during the year 2013 (See Table A).
In Luzon, food and live animals led the commodity trading amounting to
PHP70.49 billion (23.5%) in the island group. This was followed by manufactured
goods classified chiefly by material with PHP52.11 billion (17.4%). Machinery and
transport equipment placed third with PHP45.28 billion (15.1%) (See Table 4).
The top three commodity sections in the Visayas, in terms of its contribution to
the total value of commodities traded in this island group, were food and live animals
machinery and transport equipment, and manufactured goods classified chiefly by
material with values PHP77.64 billion (32.1%), PHP70.09 billion (28.9%) and PHP21.91
billion (9.0%), respectively (See Table 4).
On the other hand, food and live animals also topped the list of commodities
traded in Mindanao, contributing PHP46.23 billion (32.2%) of the total value of
commodities traded in the island group. Ranked second was machinery and transport
equipment sharing PHP38.14 billion (26.6%). This was followed by manufactured
goods classified chiefly by material with PHP28.31 billion (19.7%) (See Table 4).
NCR accounted for the largest share among the regions amounting to
PHP233.94 billion (34.1%) of domestic trade in 2014. Western Visayas was next with
transactions amounting to PHP109.56 billion (16.0%). Central Visayas followed
contributing PHP82.78 billion (12.1%). Northern Mindanao was on fourth with
PHP65.50 billion (9.5%). While Eastern Visayas ranked fifth with PHP48.72 (7.1%).
Cagayan Valleys domestic trade contributed the least share with only PHP89 thousand
(See Figure 3).
Of the total value of commodities coming from NCR, the major regions of
destination were Central Visayas (PHP61.26 billion), Western Visayas
(PHP47.66 billion), Northern Mindanao (PHP39.66 billion), Davao Region
(PHP31.25 billion), and Zamboanga Peninsula (PHP14.67). Meanwhile, the top three
commodities traded from NCR were food and live animals, manufactured goods
classified chiefly by material, and machinery and transport equipment with values
amounting to PHP63.70 billion (28.8%), PHP48.94 (22.6%) and PHP43.14 (13.8%),
respectively. (See Table C2).
National Capital Region (NCR) posts the highest favorable trade balance
NCR posted the most favorable balance of trade in 2014 at PHP122.93 billion.
Other regions which surpassed the billion positive trade balance were Central Luzon
(PHP41.01 billion), Western Visayas (PHP5.46 billion), Eastern Visayas
(PHP4.84 billion),and Bicol Region (PHP1.35 billion). On the other hand,
Central Visayas recorded the biggest unfavorable trade balance of negative PHP44.47
billion (See Figure 4).
