FAQ on DGFT EDI system

Q 1.
What are the DGFT schemes for which online
applications can be filed?
Facility of online filing of applications is presently available to all
applicants for the following export promotion schemes:
a) Importer Exporter Code Number (IEC)
b) Advance Authorization
scheme, DFIA

Scheme, Annual Advance Authorization

c) EPCG scheme, Annual EPCG scheme


d) FPS, FMS, MLFPS, VKGUY, SFIS, SHIS, Incremental Export
Incentivisation Scheme
e) Registration Certificate for Cotton, Cotton Yarn etc.
f) Authorization for items falling under Restricted (imports / exports) or
SCOMET (exports) list.

Q 2. What are steps for filing for an online application at


DGFT?
A. Application to be filed online at [Link]

Separate application to be filed for exports from EDI ports


and non-EDI ports
Hard copy of application alongwith documents as prescribed
in HBP v1 to be submitted at RA concerned before
authorization/ scrips are issued after scrutiny.
Hard copy of application to DGFT, EDI shipping bills eBRC
and RCMC are not required for exports from EDI ports.
For EDI SB, no manual feeding of SB details is allowed and
no verification is done by RAs. For non-EDI SB, such
verification is required.

HELP files at DGFT website and at scheme specific ANF of
the HBP v1.

Q 3. What is the procedure for processing of claims where


an exporter gets payment through insurance agencies?
A. Exporters to approach concerned RA with proof of payment
issued by the concerned insurance agency.
After verification, RA to upload the value (in lieu of eBRC
value) in EDI system of DGFT for processing of the case
RA to consider foreign exchange value where the claim
value is mentioned in both foreign exchange and INR
RA will convert INR value in equivalent US$ using the
exchange rate (published by CBEC) applicable on the date of
settlement of insurance claim.
Q 4. Is there a mechanism in DGFT for assisting exporters/
importers in filing online applications and resolving EDI
issues?

filing online applications and resolving issues

An online complaint registration and monitoring system
allows users to register complaint and receive status/ reply

Use of email for queries is encouraged. Email IDs are

Q 5. What is digital signature and what are the benefits?


Can digital signature be useful for filing application at
DGFT?
A. A digital signature is the electronic equivalent of a physical
signature and can be used to electronically sign any document
or transaction. One needs to have a valid digital certificate to
create a digital signature. It ensures that data or transaction is
secured and is not viewed or altered by any unauthorized
person. It also improves on response time taken at DGFT.
DGFT allows filing of online applications with Class II digital
signature with IEC number embedded to it. (n) Code, e-Mudra
and Safescrypt are approved by DGFT for issuing digital
signature. However, for purposes other than submission of the
application like query or uploading/processing eBRC data, class II
or above digital signature certificate issued by any approved
entity of Controller of Certifying Authority of India is accepted.
6. What id Electronic Bank realisation Certificate or
eBRC
Electronic Bank Realization Certificate (eBRC) system allows
electronic transmission of export related Foreign Exchange
Realization information from the respective Banks to the
DGFTs server. DGFT operationalised eBRC project on June
5, 2012. The project has created an integrated platform for
receipt, processing and subsequent use of all Bank
Realisation related information including information
sharing with Government organisations.
eBRC was made mandatory with effect from 17th August,
2012. Issuance of physical copy of BRCs by banks has been
dispensed with for the purpose of DGFT uses.

Guidelines/FAQs for banks and exporters for issue of


electronic Bank Realisation Certificate (e-BRC) system are
available at DGFT website.
