Minutes of 6" meeting of the CSC Empowered Committee, Govt of Jharkhand Date: 84 Oct 2012 Participants: Attached as appendix A Points of discussion and decisions: Agenda 1: Revision of transaction rates for delivery of services through Pragya Kendras (CSCs) The Committee discussed the proposal submitted by the Department of IT, Govt of Jharkhand in the backdrop of the Right to Guarantee of Services Act 2011 and Electronic Service Delivery Act, 2011. It was agreed that in order to deliver the intended benefits of e-governance, a common electronic delivery point for citizens is essential. The Common Service Centers project is a project which aims at creating a network of rural ICT centers which will act as the delivery points. ‘The State of Jharkhand has already committed itself to using the CSCs (Pragya Kendra) for delivery of services to all citizens. After approx 4 years of application of the old rates, it was felt that the rates of transaction should be revised due to the following factors: a. Rise in cost of quality connectivity at CSCs (Pragya Kendra) b. Rise in cost of fuel being used for power back up at CSCs c. Cost of manpower involved in the delivery of e-services d. Lack of financial viability of the services being delivered at the existing rates e. Recent rates approved by other States under similar circumstances £. It was decided that the approved rates would be published in Jharkhand’s Gazette. Agenda 2: Other Issues the Government of 1, E-panchayat: The Departments of IT and Panchayati Raj, Govt of Jharkhand have been discussing the use of CSCs in the e-panchayat project. While the Dept of PRI has been provided with funds of approx Rs 1.8 cr for setting up a SPMU and DPMUs in the State, remuncration of approx Rs 14 cr per annuus would be required for using all 4562 VLEs of CSCs of the State as Panchayat Resource Persons. ‘The Empowered Committee considered the pros and cons of the proposal and felt that updation of all panchayat data, especially in the PriyaSoft application, would be benefitted if it was done by the VLEs in panchayats instead of delayed entries at centralized locations. In the interest of quality output and streamlining of the e-Panchayat project, required funds could be made available by the State Government. 2. Electronic Benefit Transfer through Pragya Kendra: In order to enable Electronic benefit transfer to 100% beneficiaries of the State, the concept of making panchayat banks operational at all Pragya Kendras of the State under the business correspondent model was approved by the Development Commissioner in the meeting dated.. betTaking proactive steps, Dept of IT had invited State bank of India to partner with the State government in operationalizing biometric authentication based of kiosk banks in all 3 Heo panchayats of the State. The State Bank of India had willingly accepted the proposal and had set a target date of 315 Dec 2012 for the same in the meeting dated 29% Aug 2012. Thereafter, there has been a very passive response from SBI. The Development Commissioner directed the OSD, Dept of Institutional Finance and Program Implementation, God to call senior officials of SBI for a meeting specifically for EBT under his Chairmanship. Dept of IT and JAPIT were also directed to be available for the meeting alongwith other stakeholders. 3. Management of CSCs of Dumka division: Considering the lack of participation of quality bidders and poor response to the tender and four retenders for selection of SCA for Dumka division in the past 8 months, the Committee, in principle, accepted Dept of IT’s proposal to hand over the assignment to the CSC SPV, a Govt of India Company specially created for the CSC project. It directed Dept of IT to take necessary approvals of the competent authority. ‘The meeting ended with a vote of thanks to the Chair.
