Summary, Findings, Conclusions, and Recommendations

Presented in this chapter are the summary of the study and findings, as
well as the conclusions and the recommendations acquired from the data
gathered.

Summary
This study entitled EXPERIENCES OF THE IMPLEMENTERS IN THE
IMPLEMENTATION OF PANTAWID PAMILYANG PILIPINO PROGRAM aimed to
identify the experiences in the implementation of 4Ps in Gubat, Sorsogon. In
addition, this study would like to determine the effectiveness of the project as
perceived by the implementers. It sought to answer the question on the socio
demographic profile of the implementers in terms of age, sex, educational
attainment, civil status, position or role, number of years in the program, income
and seminars and trainings attended. As well as the challenges encountered and
the lessons learned in the implementation of Pantawid Pamilyang Pilipino
Program Gubat, Sorsogon along with the selection of the Provinces and
Municipalities, selection of households, organization of assemblies for validation
of households, Family Registry preparation, verification of compliance with
condition, first payment and succeeding payments. Moreover it sought to

determine the possible recommendations to enhance the implementation of 4Ps


along with the seven stages.
The descriptive survey method of research and interviews were to achieve
the objectives of the study. The total number of the respondents as one hundred
seventeen (131) in the beneficiaries of the 4ps and eight (8) from the
implementers. The researcher secured the formal approval of the Municipal
Mayor of the Gubat, Sorsogon to ask permission to conduct study on the said
municipality. The researcher distributed survey questioner that was issued to the
said parent leaders and municipal link of the 4ps. The date gathered from the
responses of the parent leaders and implementers were tabulated using the
frequency count and were carefully analyzed. Based from the statistics,
interpretations and implications were drawn. Percentage and weighted mean
were also used to describe the responses of the respondents.
Findings
1. A. The socio demographic profile of the implementers in terms of (Age, Sex,
Educational attainment, Civil status, Position or role, Number of years in the
program and Income).
In terms of the age distribution of implementers it was found out that the
age raging 25-35 has a highest percentage of sixty-two percent (62%), thirtyeight percent (38%) falls in the age of 36-45, 46-55 years old has a zero percent
(0%). And 56 years old and above has a percentage of zero percent (0%).

In terms of the educational attainment of the implementers it appeared


that in elementary level there is a zero percent (0%), in high school is zero
percent (0%) and it shows that hundred percent is in the college level.
In terms is the civil status of the implementers, it was found out that thirtyeight percent (38%) are single, married are sixty-two percent (62%) and zero
percent (0%) is widow nor separated.
In terms of implementers position or role sixty-two percent (62%) is from
the municipal link, social welfare are twenty-five percent (25%) and thirteen
percent (13%) are from the municipal roving bookkeeper.
In terms of implementers number of years in the program it was found out
that 1-4 years has a percentage of thirty-seven percent (37%), sixty-three
percent (63%) are from 5-7 years.
In terms of the seminar or trainings that the implementers attended, it was
found out that twenty-five percent (25%) have attended the roll out on the use of
ECD module, the social welfare assistant training have a thirty-eight percent
(38%) who attended, FDS training with twenty-five percent and thirteen percent
have attended the group intervention planning in social issue.

B. The socio demographic profile of the parent leaders in terms of (Status,


Occupation, Role in the Family, Educational Attainment, Family Income, Number
of Dependents and Amount of Cash Grants Received).

As to the status of the parent leader it was found out that ninety-one (91%)
of the parent leader are married, not married parent leader are three percent
(3%), two percent are widow/widower and other are single with four percent
(4%).
As to the occupation of the parent leader it was found out that twenty eight
percent (28%) are employed parent leader, not employed parent leader has
percentage of fifty-six (56%), the self-employed parent leader with a sixteen
percent (16%).
As to the role of the family of the parent leader it was found out that the
majority are mothers that has a percentage of ninety-nine percent (99%) and one
percent (1%) is father.
As to the parent leaders educational attainment, it was found out that the
fifteen percent (15%) are elementary level, high school level with a fifty-one
percent (51%), seven percent (7%) are high school graduate, twenty-five percent
(25%) are college level, and one percent (1%) is college graduate and vocational
level with one percent (1%).
As to the parent leaders family income it was found out that ranging from
500-1000 has eleven percent (11%), fifty-seven percent (57%) 1,001-4000 family
income, 4,001-8000 family income with twenty-one percent (21%) and 8,000 and
above with a percentage of eleven percent (11%).
As to the dependent of the parent leaders it was found out that fifty-four
percent (54%) has 1-2 dependent, 3-4 dependent has percentage of forty-four

percent (44%) and 5 and above dependents has a percentage of two percent
(2%).
As to the amount of cash grants received by the parent of the per family, it
was found out that zero point seventy-six percent (0.76%) is 800-1000, 10002000 has percentage of thirty-two percent (32%), forty-four percent (44%) has an
amount receive of 2,000-3,000, 3,000-4000 are receive by the twenty-two
percent of the parent leader and one percent (1%) received 4,000 and above.

Challenges encountered in the implementers in the implementation of the

Pantawid Pamilyang Pilipino Program in terms of (selection of provinces and


municipalities, selection of households, organization of Assemblies for validation
of households, family registry preparation, verification of compliance with
condition, first payment and succeeding payments).
As to the selection of provinces and municipalities of the implementers it
was found that, limited public transportation has zero percent (0%), fifty percent
(50%) were hard to reach areas, insufficient transportation having zero percent
(0%), problem in poor signal in networks having the percentage of thirteen
percent (13%), unfair selection process having the percentage of seventy-five
percent (75%), sixty-three percent of implementers having the error in identifying
poor households, guidelines for selecting the beneficiaries are not strictly
observed having a percentage of fifty percent (50%), poor methodology of
poverty alleviation has a total percentage of seventy-five percent (75%) and
safety having the greater percentage of one hundred percent (100%).

As to the selection of parent leader of the implementers it was found out


that illiteracy of the members of the parent groups with a percentage of fifty
percent (50%), thirty-eight percent (38%) were implementers said that limited
knowledge on communication device is also problem in the selection process,
availability of the parent leaders has a percentage of twenty-five percent (25%)
and thirteen percent (13%) in selection of parent leader.
As to the organizational of assemblies for validation of households it was
found out that zero percent (0%) is some important concerns are not included in
the agenda, seventy-five percent are from the failure of the designated project to
attend the assembly, poor information dissemination having the percentage of
twenty-five percentage (25%) and zero percent (0%) in the schedule of meeting
clash with the schedule of monitoring.
As to the family registry preparation it was found out that, thirty-eight
percent (38%) of the implementers said incomplete barangay profile is a
challenge, inaccurate result enumeration with a percentage of zero percent (0%),
twenty-five of the implementers said that lack of profile of the beneficiaries are
challenge, and challenge in the long process of papers are one hundred percent
(100%).
As to the first payment it was found out that, zero percent of the
implementers said that due to the complaints of the beneficiaries in the
insufficient amount of cash grants, fifty percent (50%) are from the process of
proper withdrawal of the cash grants, poor dissemination of schedule of pay out
having the percentage thirty-eight percent (38%) and lastly sixty-three percent

(63%) in the distance of the payment venue is far from the beneficiaries
residence.
As to the verification of compliance with condition it was found out that,
insufficient allowance for transport having the percentage of zero percent (0%),
zero percent (0%) also in high fare expense, seventy-five percent (75%) in
insufficient equipment for outreach and verification, on hundred percent (100%)
said that work load is a challenge in verification of compliance with condition, and
violation of agreements by the beneficiaries with the percentage of seventy-five
percent (75%).
As to the succeeding payments it was found out that, zero percent (0%)
percent it is due to the complaints of the beneficiaries in the delay of the issuance
of the cash grants, memorizing the process of withdrawing the cash grants
having the seventy-five percent (75%), failure to attend the beneficiaries of FDS
seminar is having the percentage of one hundred percent (100%), and thirtyeight percent of percentage are from the complaints in the distribution of the cash
grants. Fifty percent (50%) of the implementers that due to the complaints of the
beneficiaries in regards with the poor dissemination of information is a challenge.

B. Challenges encountered by the Parent Leaders


As to the challenges encountered by the parent leader with the correlation
with the challenges encountered by the implementers in regards in the
implementation of the programs it was found out that, seventy-four percent is

challenge in venue of seminars or trainings far from the residence, twenty-six


percent said it was due to the poor dissemination of information. Another
expenses for disseminating information with a percentage of ninety percent
(90%). Thirteen percent (13%) are from the implementers said that is due to the
heavy responsibilities to be prioritized, twenty- seven percent (27%) said it was
additional work as to some of them are employed. Ninety- seven percent (97%)
is due to the time consuming seminars or trainings. The time of the meeting are
clashing with the schedule to do with the household chores with a percentage of
seventy-five percent (75%), forty percent (40%) are from the no available
community extension program regarding Pantawid Pamilyang Pilipino Program
where beneficiaries can participate, sixty-six percent of the implementers said
that seminars and trainings hinder their schedule for work. Long process of
papers with ninety-five percent that it was a challenge. High cost or expenses of
requirements to be completed are said by the sixty-eight percent (68%) of parent
leader, and eighty-three percent (83%) of the parent leaders said it was due to
the insufficient amount of cash grants and cause of delay of issuance of the cash
grants is twenty-seven percent (27%). The distance of the pay-out venue from
the parent leaders residence is challenge said by the fifty-two percent of the
parent leaders, seventy-nine percent of the parent leader admit that it is to the
tendency to forget the conditions stated on the signed contract, and twenty-one
percent (21%) claim that it is due to the failure of the children to attend school.
Failure to the children to attend check-ups is also challenge said by ten percent
of the parent leaders. Sixty-six percent of the parent leaders admit that the cash

grants were spend on the other necessities rather than the education of the child
beneficiary. Lastly twelve percentage of parent leader said that bullying of the
children beneficiary of Pantawid Pamilyang Pilipino Program is also a challenge.
The three leading challenges encountered by the parent leaders in the
implementation of Pantawid Pamilya Pilipino Program are the long list of
requirements to be complied which consist with 95% of the parent leaders.
Second is the time consumed in the seminars or training that is needed to be
attended which consist of 97% of the parent leaders. The top most challenge
encountered by the parent leaders is the long time frame needed in the
processing of papers which 98% of the parent leaders claim it as a fact. Almost
or all of the parent leaders complain about too many requirements needed to
comply with the program, it is somehow an additional expenses on the part of the
parent leaders and also the beneficiaries. With 97% of the parent leaders which
almost or all said that the seminars and training that is needed to be attended is
time consuming. Similarly with the implementers challenge encountered in the
process of organization of assemblies for validation of households with a 75% or
a great majority of the implementers agreed to it. Another similarity is the
challenge encountered by the implementers in the process of succeeding
payments in which a total of 100% or all of the implementers agreed that the
challenge is the failure of the beneficiaries to attend the family development
session. The top challenge encountered which composes 98% said that the long
processing of papers is the challenge almost or all the parent leaders
encountered in the program. Coincidentally, the long processing of papers is also

the top challenge encountered by the implementers in the family registry


preparation process which 100% or all the implementers agreed to it.
Conclusion
In the highlight of the following findings, the following conclusions were drawn.
1A. That the implementers belongs to the adulthood having the capacity to work
and reach the concern areas to facilitate, monitor and implement the program.
That

the

implementers

high

educational

attainment.

The

implementers are equipped with skills and knowledge needed in order to


completely implement the program.
That majority of the respondents are married. However, this fact gradually
hinders the implementation by other priorities of the implementers.
That majority of the implementers are married which implies that they are
more capable of handling responsibilities.
That the implementers have long years in the service wherein work will be
faster, efficient and effective.
That the respondents have attended seminars although not majority
attended a specific seminar. Which gives them different knowledge in conducting
their monitoring and implementation of the 4Ps.
1B. The socio demographic profile of the parent leaders in terms of (Status,
Occupation, Role in the Family, Educational Attainment, Family Income, Number
of Dependents and Amount of Cash Grants Received).

That unemployment among the parent leaders are rampant. This was a
clear picture of dependency to the program or to the other member of the family.
That the majority of the parent leaders are married having the capacity to
perform their responsibilities and duties.
That the parent leaders are mostly unemployed making the work in the
program their priority.
That the parent leaders have the maternal heart to perform their
obligation.
That majority of the parent leaders did not have a high degree of
education but somehow attended school making them knowledgeable of their
work.
That the parent leaders income is not enough to support and sustain their
basic needs.
That the parent leaders have dependents as well as beneficiaries to
program where there must be a maximum of 2 beneficiaries per family.
That the parent leaders receive cash but it was not enough to suffice the
needs of the beneficiaries in terms of education and health care.
