Pre-Qualification Criteria:
5.1 To be qualified for the award of the Contract. Bidders shall:
(a) Submit a written power of attorney authorizing the signatory of the bid to
commit the bidder; and
(b) Have adequate financial capacity and technical capability to undertake the
contract and assessment of bidders proposals regarding work method,
scheduling
and re-sourcing which shall be provided in sufficient details to confirm the
bidders
capability to complete the works in accordance with the employers requirement
and the time for completion. The bidder shall have to furnish the details of
qualification criteria given at relevant places of bidding document.
(c) Submit proposals regarding work methods, scheduling and re-sourcing which
shall
be provided in sufficient detail to confirm the bidders capability to complete the
work in accordance with the Employers Requirements and the time for
completion.
5.2 Joint Venture (NOT APPLICABLE)
5.3 (a) Qualification:
i) The determination will take into account the bidder's financial, technical and
experience capabilities and past performance; it will be based upon an
examination
of documentary evidence of the bidder's qualifications submitted by the bidder,
pursuant to Sub- Clause 5.1(b), as well as such other information as the

employer
deems necessary and appropriate; and
ii) an affirmative determination will be a prerequisite - for the employer to
continue
with the evaluation of the technical proposal: a negative determination will result
in rejection of bidder's bid.
(b) Technical
(i) overall completeness and compliance with the Employer's Requirements; the
technical merits of plant and equipment offered and deviations from the
Employer's Requirements; suitability of the facilities offered in relation to the
environmental and climatic conditions prevailing at the site; quality, function
and operation of any process control concept included in the bid;
(ii) achievement of specified performance criteria by the facilities;
(iii) compliance with the time schedule called for in Appendix to Technica1
proposal
and any alternative time schedu1es offered by Bidders, as evidenced by a
milestone schedule provided in the bid;
(iv) Type, quantity and long-term availability of spare parts and maintenance
services;]
(v) Any deviations to the commercial and contractual provisions stipulated in the
bidding documents.
(c) Evaluation Criteria:
i) Financial Criteria:
a) The bidder shall have the financial capability and having an average annual
turnover

of

last seven years, ending 31st March of the previous financial year (i.e. 2015-16),
should

not

be less than 50% of the estimated tender cost. Bidder to enclose reports on its
financial
standing, such as profit and loss statements and auditors reports, for the last
seven
financialyears.
b) Working capital (to be demonstrated by the bidder in form of confirmed credit

line

from

reputed Bank or the bidder's own audited financial statement taking into account
current
commitment) should not be less than 25% of the estimated tender cost.
c) Bidder shall have a solvency equal to or more than Rs.300.00 lacs. Certified
bankers
statement not older than 6 months shall be attached.
d) Available Bid Capacity-ABC must be more than the estimated tender cost.
Note:
1. Available Bid Capacity (ABC) will be derived by the following method.
ABC
is
calculated
as
ABC=2*A*N-B
Where,
A = Maximum value of works executed in any one year during the last
five
years (updated to present price level by applying enhancement factor)
taking into account the completed as well as works in progress.
N = Number of years prescribed for completion of the works for which
tenders
are
invited.

B = Value (present price level by applying enhancement factor) of


existing
commitments and on-going works to be completed during that next N
year
(period of completion of the works for which the tenders are invited.)
In financial criteria, enhancement factor at the rate of 10 % per year will
be
applicable to arrive enhanced financial amount at current financial year.

ii) Experience Criteria:


The bidder should posses following minimum experience
a) Bidder shall have experience of having completed (including successful trial
run
&
commissioning) at least one work of similar nature of 60% of the tendered
capacity
(in
MLD) or two works of similar nature of 40% of the tendered capacity (in MLD) or
three
works of similar nature of 30% of the tendered capacity (in MLD) in last 7 years
from
the
month (i.e. July-2016) of invitation of this tender. Work of Similar Nature means
experience of design, detailed engineering, procuring, construction, testing,
commissioning
of Sewage Treatment Plant based on SBR Technology or Activated Sludge Process
or
Extended Aeration or UASB followed by Extended Aeration Process in any

Municipal
Body
/ Urban Local Body / Development Authority / State Government Body or
undertaking
/
any
department or undertaking of Government of India and out of these, at least one
plant
shall
be in successful operation for minimum one year. Experience of STP based on
Lagoon
/
Oxidation Pond / Oxidation Ditch and WTP/CETP shall not be taken into
consideration.
The Bidder who has no experience as well as specialty in such Sewage Treatment
Plant,
as
required
above,
his
tender
will
be
rejected
out
rightly.
b) The bidder should further have experience of successful completion of O&M of
minimum
one Sewage Treatment Plant out of the Work of Similar Nature completed by
bidder
as
specified above at a) and considered by bidder for pre-qualification experience
criteria
based any one of the process specified above for similar works shall be for at
least
one
year.
c) Since these are the technology driven plants, bidders has to adopt well
established,
well
tested and proven SBR process / specifications. The bidder shall necessarily tieup
with
technology provider, for designing, performance guarantee & key equipment for
Cyclic
Activated Sludge Process / SBR Technology by providing a notarized
Memorandum
of
Understanding (MoU) i.e. Technology Tie-up agreement on Rs.100/- Stamp Paper
as
per
the
format
given
as
Annexure-II
in
the
tender
documents.
d) The Technology Provider must have provided Cyclic Activated Sludge
Process/SBR
Technology for minimum One no. of capacity not less than 60% of the Tendered
capacity
(in MLD) or Two nos. of each capacity not less than of 40% of the Tendered
capacity
(in
MLD) or three nos. of each capacity not less than of 30% of the Tendered
capacity
(in
MLD)
Sewage
Treatment
Plants
in
Municipal
bodies/Urban
Local
Bodies/Development
Authorities of India and should have been completed and commissioned and
working
satisfactorily for at least last two years with meeting standards of treated
sewage
quality
as mentioned in this tender documents, in India. Authentic Completion
Certificates
for
the
referenced projects shall be submitted as an evidence of experience. The
Certificates
shall

be certified by Executive Engineer or above rank. Test report from any Pollution
Control
Board of India along with completion certificate from the end user shall have to
be
submitted. The Technology provider must have registered office in India with fully
equipped with trained man power to extend services as and when required.
e) Attested Copy of original certificates in support of above requirements shall be
enclosed
in
hard copy for verification, certified by the respective employer or his authorized
representative, not below the rank of an Executive Engineer or equivalent.
Original
Certificates of the same shall be produced for verification on demand by
employer,
failing
which, will result in to rejection of tender.
f) For the purpose of bid evaluation, if the owner/owners representatives feel
necessary
to
visit a specific or all such plants as mentioned above by the bidder, the bidder
shall
make
necessary arrangements for the same. The cost of such visits shall be borne by
the
bidder.
g) Joint Venture will not be permitted for this tender. However, experience of JV
shall
be
considered for individual JV partner based on the proportionate share of each
individual
partner in the JV for the purpose of qualification criteria and based on this
qualification
individual JV partner can bid in the same name and style of individual company
forming
part of JV. For this purpose, the bidder shall enclose the notarized copy of JV
agreement
along
with
physical
submission
of
technical
bid.
h) The experience of Sub-Contractor / back to back works shall not be
considered.
iii) Personnel Criteria:
Bidder to provide CV's of at least two qualified (minimum acceptable qualification
is
engineering degree in respective field) key personnel proposed to be deployed
on
the
project
each
with
minimum
7
years
relevant
experience.
(d) The bidder should not have been Black Listed by Government of
India/Government
of
Gujarat or any State Board/Corporations, since inception of the firm/Company. A
Declaration in this regard on Rs.100/- Stamp Paper duly Notarized, shall have to
be

submitted

as

per

Annexure-III,

along

with

the

tender

documents.

(e) The bidder should provide accurate information on any litigation history or
arbitration
resulting from contracts completed or under execution by him over the last ten
years.
This
should also include such cases, which are in process / progress. A consistent
history
of
awards against the bidder may result in failure of the bid. In case the bidder has
not
provided such information and has come to the notice of the authority, the
tender
will
be
rejected at what so ever stage and in such case all the losses that will arise out
of
this
issue
will be recovered from the tenderer / bidder and he will not have any defense for
the
same.
(f) Reserve the right (i) to change, alter or to waive any technical or commercial
terms,
condition and qualification (ii) to reject all the bids or any bid in part or full
without
assigning any reason whatsoever (iii) for making changes / relaxation in eligibility
criteria
at any time in the interest of the public. The bidder shall have no cause of action
or
claim against the Rajkot Municipal Corporation or its Officers / Employees
successor
or
assignee
for
rejection
of
his
tender/bid.
(g) After opening of Technical Bid, the procedure for the pre-qualification shall be
adopted
and the Price Bid of only successful qualified bidder shall be opened for final
evaluation
of
the contract. The decision of Municipal Commissioner regarding the prequalification shall
be final
and binding to all the bidders.
(h) The Tender of those bidder(s) who fail to submit the required documents
physically
within
the stipulated date and time will be treated as non-responsive and their Price Bid
will
not
be
opened.
(i) Conditional Tenders will be out rightly rejected.
(j) Right to accept / reject any or all e-Tender(s) without assigning any reasons is
hereby
reserved.

Scope of Work:

MAJOR COMPONENT OF WORK

The major treatment units proposed to be provided for sewage treatment plant
shall comprise of the following component as a minimum requirement:

Inlet Chamber.
Screen Channel, Two working with mechanical Fine bar Screens & one
with manual standby

screen
Grit chamber, Two working mechanical grit mechanism with manual

bypass channel
Parshall Flume (Flow Measuring Channel)
Main plant bypass pipe line from inlet unit after parshall flume. Main plant
by-pass pipeline from this bypass chamber shall be connected to main
plant bypass pipe / treated sewage disposal pipe at outlet of Chlorine
Contact Tank (CCT) at minimum 15m distance from CCT outlet. The
bypass line RCC NP-3class (Socket-Spigot) shall be suitable diameter for

180.0 MLD peak flow.


Division Box / Distribution Chamber
Biological Treatment Units based on Cyclic Activated Sludge
Process/Sequential Batch Reactor (SBR) technology with flexible

membrane fine pore diffused aeration system


Chlorine Contact Tank along with CCT bypass piping/channel etc. with

safety scrubbing system with canopy.


Chlorination room (s) including chlorination system (chlorinator & chlorine

tonner house)
Final effluent Gravity pipeline (RCC NP-3 class) from Chlorine Contact Tank
up to disposal point RMC new 44.5MLD STP Disposal chamber. Length
from CCT to Final disposal line approximately 125.00m is in the scope of

work.
Gravity Thickeners & Thickened Sludge Sump and Pump House.
Mechanical Dewatering System comprising of Centrifuge Building to
accommodate Centrifuge equipments, Poly - electrolyte dosing tanks,

mixers and pumps and dry sludge collection and disposal system.
Filtrate Sump & Pumping System with pipeline shall be up to inlet.
Air blower room.
Administration Building including Laboratory, Reception area, Office
Rooms, Conference Room, Work Shop & Tool Room, Toilet blocks on both
floors, LT Room (to house SBR & non-SBR LT panels) & Control Room (to

house PLC/SCADA system) and along with necessary office furniture.

Administration building shall be a two storey building (GF + FF).


Electric HT Sub station comprising of HT & LT (PCC) rooms, switch yard /

transformer yard, DG Otta, etc.


Service / Drinking Water Source having minimum 5000 LPH discharge
capacity. Min. one bore well to cater to this requirement shall be

constructed.
Drinking water & service water piping / network and including water
cooler of adequate capacity and Water Purifier (Aqua guard) at

Administration and Control Room Building


Service / Drinking Water Tanks of 5000 litres capacity 02 no. at
Administration Building,
Laboratory equipped to perform routine prescribed tests & 02 no. 5000
litres capacity at
Centrifuge House. Submersible/mono block type pumps (1W+1S) shall be
provided to fill
overhead tanks from underground tank of 30,000 litres capacity for
storage of bore water at

near by admin. Building.


DG Set of required rating to cater to min. 50% of entire treatment plant
load @ 80% loading
along with AMF Panel to operate emergency/critical process & lighting of
STP on DG Set in case of power failure. DG Set shall be of 2000KVA ( 2 x
1000KVA) rating or of adequate higher rating as required as per design /

sizing calculations during detailed engineering.


Treated Sewage Service Water Tank of 70,000 Liters capacity on
Centrifuge Building above RCC Columns at least at 1.5m height above the
Second floor of centrifuge building to serve
housekeeping, cleaning in the plant area and gardening as directed by
engineer-in-charge.
Bidder shall consider to provide the rising main for service water tank
filling pumps shall be
provided accordingly as per required length from CC Tank. Suitable Pumpmotor Mono-block/ submersible 1W+1S with GI/MS piping, valves &
accessories suitable to site condition to fill SWtank in 04 hours (i.e.
discharge of 5 to 6lps).

Note:
1) All the interconnecting piping for all the units, bypass and final disposal
piping including fittings and valves for treatment plant, water supply &
service

water

lines

shall

be

provided.

2) Main bypass line from plant inlet connecting to CCT outlet / Disposal
line shall be suitable for carrying 80MLD flow with peak factor of 2.25 i.e.
suitable

for

carrying

180.

MLD

peak

flow.

3) All necessary electrical (power & control) and instrumentation (signal,


communication, control & power) cabling for HT, LT power distribution,
instrumentation & PLC/SCADA system for entire sewage treatment plant,

etc. shall be provided.


The other units required are:
a) All Internal Plant Roads including approach, Storm Water Drainage
(wherever required), Plant Pathways, Plinth Protection & Roads. Width of
bitumen carpeting shall be 5.00 mtr. Having bearm as 2 mtr. on both
sides. Only the approach road to STP from the main road as required is not
included in scope and shall be carried out by client in future under
separate contract. However, necessary approach required during
construction stage shall be included in scope of bidder
b) Water distribution network for drinking purpose/service water within
the plant premises and sewage disposal.
c) Bidder shall consider in his scope to provide lawns, plantation and
landscaping within the STP battery limit / plot. Plantation shall be provided
along the plant roads, plot periphery, open areas and others as directed
by engineer in-charge. Lawn / Landscaping shall be considered to cover
minimum 250 sqm area spread in different areas and as directed by
engineer-in-charge. The plantation shall be provided with necessary
protection (Jali) and the species selected shall be suitable for the site
environment and must be shade giving trees. Contractor shall consider to
provide saplings such that minimum 100-120 surviving trees are
available. Contractor shall commence this work during 3 months period of
trial runs and commissioning and complete the same in all respects with
successful analytical results within 6 months from the date of works
completion i.e. during first 6 months of O&M period, to the satisfaction of
engineer-in-charge.
The maintenance of laboratory, required re-agents, chemicals, glassware
etc

and

lawns,

plantation & landscaping works shall be in the scope of contractor during


O & M period.

Earth filling, leveling and dressing around the treatment unit including cutting of
trees, removal of
debris, shrubs, etc. within the premises of treatment plant & filling, to bring the
site up to formation
level, landscape, tree plantation, shall be included in the scope of work of this
contract.
The scope of work shall also include:

All interconnecting pipes shall be of ( DI-K-9 up to 1000mm / MS Fe 450


grade with 8.8mm tk .only as per detailed specifications), channels if
provided shall be of RCC condut as per water retaining structure.
Chambers for valves , fixtures & appurtenances shall be of RCC only.
Mechanical process piping for Air, sludge re-cycling etc. shall be MS Fe 450
grade with minimum 5.0 mm tk. seamless with in and outside anticorrosive treatment as per detailed specifications provided.
Supply, erection, testing, commissioning of various mechanical, piping,
electrical & instrumentation equipment required for the smooth working of
the sewage treatment plant, including the FIVE YEARS O&M of entire
treatment facility.
Any other item not indicated above but necessary, essential or incidental
to the completion of the above works and making them operational / All
other accessories, whether specified or not, but required for complete
shall form part of contractors scope.
Preparation of plant layout; process design/unit sizing calculations;
hydraulic calculations and flow diagram including pump head calculations;
P&I
Diagram;
civil,
mechanical,
piping,
electrical & instrumentation design, drawings, data sheets, sizing
calculations, etc. as applicable including architectural drawings for
construction after review and approval and as built drawings. No Building
planning shall be allowed on any UG Tanks of process plant. Vehicle
parking( Shed type) for office building & works vehicles( open type) shall
be planned.
Obtaining Power connection for designed power load for running and
operation of treatment plant and other units within the project campus
area from the power supply company (PGVCL or as applicable) including
all required liasioning. Only the applicable statutory fees shall be borne by
the employer. Necessary documents/letters shall be provided by client.
Obtaining statutory approvals for the entire STP facility including
electrical inspector, chlorine tonner storage & filling, etc.
Preparation and submitting of operation and maintenance manual for
plant and equipment in six copies.
Operation and maintenance of all components of project for the defined
period of operation and maintenance after successful trial run for defined
period and commissioning.
Providing training services to RMCs engineers or related departments
engineers
as
per
the
direction of engineer-in-charge.

The successful bidder shall make the necessary arrangements to dispose


off
the
sludge.
(Employer shall provide land fill site for disposing the sludge with in 20 Km
reach from plant for monsoon 30 days only.)
Providing inspection and testing of all equipments (s) and material(s)
required for execution of the work at his own cost.
