The Fort Carson facility management structure supports the Net Zero energy, water, and waste goal by ensuring Facility Managers (FMs) oversee and help buildings meet these objectives. FMs are responsible for conducting energy inspections, educating occupants, initiating corrective actions, and ensuring compliance with energy policies. This structure is designed to promote efficient energy use and waste reduction without affecting mission or quality of life .

Facility Management Class training is significant as it equips Facility Managers with the necessary skills and knowledge to manage their duties effectively. This training enhances facility management by ensuring FMs understand standard procedures, compliance requirements, and best practices for maintaining efficient and sustainable facilities. It prepares them to address issues proactively and manage facilities efficiently .

The self-help program at Fort Carson impacts facility maintenance by enabling occupants to address minor repairs independently, reducing the load on centralized maintenance resources. It contributes to efficient facility management by empowering users to maintain their spaces proactively, resulting in faster resolution of issues and promoting a sense of ownership among occupants .

Facility Managers are responsible for submitting service orders for maintenance that exceed unit capabilities, ensuring safe work practices, and reporting unsafe conditions to the DPW. This coordination is critical to maintain facility integrity, prevent accidents, ensure timely repairs, and manage potential safety hazards, thereby safeguarding personnel and resources .

Facility Managers can support Fort Carson's recycling programs by encouraging building occupants to utilize available recycling facilities and participate in programs like the Unit Recycle Incentive Program. This involvement is crucial for fostering a culture of sustainability on the installation, promoting environmental responsibility, and supporting morale and welfare funds through recycling .

Improvements or alterations to facilities at Fort Carson require an approved work request using DA Form 4283. The FM collaborates with their unit representative to verify work and complete necessary paperwork. The DPW plays a critical role by reviewing requests to ensure safety and compliance, assigning project managers, and approving projects with the delegated authority from the Garrison Commander .

Facility Managers facilitate compliance with environmental policies by conducting facility assessments, ensuring corrective actions are taken, and educating occupants on conservation practices. These responsibilities impact facility operations by ensuring adherence to regulations, minimizing environmental impacts, and promoting a sustainable operational environment .

Procedures for handling key and lock issues at Fort Carson include submitting a memorandum for key replacements signed by authorized personnel and calling in service orders for lock failures. These procedures are important for maintaining security and accountability within facilities, ensuring only authorized personnel have access, and preventing potential security breaches .

Facility Managers in multi-occupant buildings might face challenges such as varying occupant compliance with conservation guidelines and differences in energy use needs. These challenges can be addressed by conducting regular energy inspections, providing targeted education to occupants, ensuring open communication with the DPW and leadership, and actively promoting the building's Net Zero goals .

To appoint a Primary Facility Manager (FM) at Fort Carson, the individual must be assigned in accordance with additional duty appointment orders by the unit commander or director, must be SSG (E‐6 Promotable) or civilian equivalent and above, and must complete the DPW Facility Management Class training assigned through G3 Troop Schools. These criteria are important for ensuring that the FM has the necessary authority, experience, and knowledge to effectively manage facility responsibilities and ensure compliance with Fort Carson standards .
