Exploring Social Problems and Deviance
Daniel Patrick Moynihan Undersecretary of Labor in the Johnson Administration, lifelong democratic senator representing New York The Negro Family: The Case for National Action (1965) Leading public-intellectual figure in the Neo-conservative movement o liberal mugged by reality
Imagine a society of saints, a perfect cloister of exemplary individuals. Crimes, properly so called, will there be unknown, but faults which appear venial to the layman will create there the same scandal that the ordinary offense does in ordinary consciousness. If, then, this society has the power to judge and punish, it will define these acts as criminal and will treat them as such.
Would you want to live in a society w/o deviance?
Provocative Questions Is criminality normal or pathological Is the justice system interested in o Eliminating Crime? o Managing Crime? What purpose does punishment serve? o Erickson Deviant persons can be said to supply needed services to society What determines the normal level of crime?
Adaptation I: Altruistic One Flew Over the Cuckoos Nest, Girl Interrupted The ascendancy of the Labeling perspective/societal-reaction o Overburdened system o Discovery of tranquilizers o Deinstitutionalization P.S. Failure to deliver community MH care and criminalization of mental illness Given the results, can this truly be considered altruistic?
Produces negative outcomes o Educational attainment o Criminal lifestyles Remove the stigma of growing up in a broken home and illegitimacy o Define as alternative family structure as a lifestyle choice o Does this eliminate the problem though? Who wins? Bureaucrats. o There is good money to be made out of bad schools. o Example: Resistance to negative income tax
Adaptation III: Normalizing Per Kai Erickson, we engage in denial Reaction to Valentines Day Massacre V. what happened every weekend in DC, LA, Chicago Depictions of sex and violence in media (reaction to reluctance to fight/kill in Vietnam) Softening stance on pre-marital sex o Glorification of pimpin No longer a law enforcement but a public health issue o Mental illness
Defining Deviancy Up? Moynihan was half right New areas of deviance are being discovered o Political incorrectness o Child abuse corporal punishment o Smoking o Cyber bullying Arguably, these problems are being over-reported as a result of hypersensitivity
CHAPTER 1
Problems w/ Objectivist Claims A social problem is a condition that undermines the wel being of some or all members of a society that is usually the matter of public controversy 1. Conditions that might be deemed as harmful arent always identified as social problems (too many students) 2. Disagreement over why a problem is a problem (childhood obesity) 3. Any definition that attempts to capture the expanse of all harm is vague and pointless What is harm Is this a relativist argument? Are there no absolute wrongs?
Social problems are defined by the activities of individuals or groups making assertions of grievance and claims with respect to some putative conditions. If men define situations as real they are real in their consequences. The study for SP should focus not on conditions, but on claims about conditions Bests perspective is one of social process and social construction
Resources Money Manpower (infrastructure) Access to media o Mainstream Media o New media, like blogs Academia Think tanks (Brookings, AEI, Center for American Progress, Cato). o These are experts.
Rhetoric Pro-choice v. a child and (prolife vs. anti-abortion) Illegal alien vs. undocumented worker Global warming v. climate change Sex slavery and human trafficking Enhanced interrogation v. torture Sweatshops, fair trade, free trade disadvantaged (poor) Terrorism v. man-caused disaster Cop/Law Enforcement Officer/Peace Officer & Guard/Correctional Officer Prohibitions on the R word and Thats gay Limit on how much language can alter fundamentals of the problem (Sokals Hoax)

Grounds for Establishing a Troubling Condition 1. 2. 3. Grounds are usually assertions of fact Typifying example Naming Statistic

Solution: Subjectivist Oriented Definition Social problems are defined by the activities of individuals or groups making assertions of grievance and claims with respect to some putative conditions. If men define situations as real they are real in their consequences. The study for SP should focus not on conditions, but on claims about conditions Bests perspective is one of social process and social construction

Solution: Subjectivist Oriented Definition Social problems are defined by the activities of individuals or groups making assertions of grievance and claims with respect to some putative conditions. If men define situations as real they are real in their consequences.

Solution: Subjectivist Oriented Definition Social problems are defined by the activities of individuals or groups making assertions of grievance and claims with respect to some putative conditions.
Solution: Subjectivist Oriented Definition Social problems are defined by the activities of individuals or groups making assertions of grievance and claims with respect to some putative conditions. If men define situations as real they are real in their consequences. The study for SP should focus not on conditions, but on claims about conditions Bests perspective is one of social process and social construction

Typifying example Paradox: these are rarely typical Usually these are chosen to illustrate the seriousness of the problem These tend to be, extreme, dramatic, disturbing, and memorable cases o Columbine & Newtown o OJ & Casey Anthony
Naming Oftentimes this is a case of old wine in new bottle Its an attempt to brand the problem Examples: o Human trafficking o Road rage o Huffing o Flash mobs o Cyberbullying o Etc
Statistics This is a number bigger the better that accounts for the scope of the problem o Obesity rates o Projections: Whites becoming minority Autism growth Extinction rates o college women raped o Superbowl and domestic violence o 1 in 4 go to bed hungry o Average consumer eating 8 spiders a year o Suicide increases around Christmas o OWS pointing to disparate consumption of 1% o McCarthys list of communists o

What purpose does punishment serve? o Erickson Deviant persons can be said to supply needed services to society
Adaptation II: Opportunistic Nuclear family is unraveling Produces negative outcomes o Educational attainment o Criminal lifestyles Remove the stigma of growing up in a broken home and illegitimacy o Define as alternative family structure as a lifestyle choice o Does this eliminate the problem though?
