RESEARCH METHODOLOGY

This phase describes the scientific approach of this research. The researchers used a qualitative and qualitative methodology based on the statement of the problem, significance of the study and other issues or topics being studied. The preceding section of this chapter will discuss the detailed methods on how we gathered our data, what topics were selected to during the qualitative interviews, who were interviewed and how interviews were conducted. The researchers found this research as explorative; before the researchers did a field research, the researchers searched a topic related to food industry, brained stormed and gathered facts from primary and secondary sources. The number one source of data that the researchers used for the literature is from the internet, files from one of the family of the researcher whose family is engage in rice production in Mindanao. The researchers came up with the same inquiry but with different setting.

Research Environment This research is conducted in Cebu Province. The researchers will study the rice production process of fancy rice, particularly B10. Furthermore, the researchers will determine what will be the effect of the prices/ production of fancy rice if Cebu has its own miller, how each process in the value chain is affected and to evaluate if the governments goals: which is to lower the cost of producing rice, increase profits for millers & farmers, and to regulate the price, is effective. Finally, to present an effective and efficient way in producing fancy rice at a lower cost in order to meet the provinces demand while studying rice supply in Cebu. Research Respondents The data gathering in Cebu where primarily done by an interview with rice field owners/ farmers- to know what method of planting to increase rice production and costing; interview with

a trader- about rice related processes from rice production, distribution and costing in general; rice millers- about where there stocks of rice came from and how they computed the cost of their services; Government Agencies such as, National Food Authority Region 7; and

Department of Agriculture- Region 7, regarding the proposed budget for new ways of increasing rice production and price regulation. Research Instruments The researchers conducted a semi-structured direct interview to the respondents. Semistructured interview is conducted orally with set of questions allowing new questions to be brought up during the interview as a result of what the interviewee says. The researchers made a framework of themes to be explored during the interview. The interview is voice recorded using cellular phone at the same time; write down some notes, as the conversation progresses.

Research Procedures Data Gathering Before conducting the interview, the researchers made a framework of themes to be explored during the interview. The respondents were asked directly for his or her answers, the researchers anticipated for a spontaneous and honest answer from the respondents. All interviews were conducted personally. All interviews were conducted by three persons and to ensure that the mode for each interview were the same the researchers doing the interviews all occasions. The three interviewers started the interview by introducing themselves to the respondents, presenting the purpose of the study then, started to ask questions. The confidentiality of the respondents was covered. The interview ran smoothly and the respondents answered the questions with proper attitude. The conversation by the interviewers and the respondents was voice recorded using cellular phone.

Meanwhile, secondary data were gathered and analyzed from the internet and other books and publications, of course with acknowledgment of the original author.

Treatment of Data The data were analyze further to come up with a discussion to answer the inquiries in the statement of the problem; computed the cost of rice production per process in the value chain (rice planting to distribution to the final consumer), make a conclusion and formulate a recommendation how to improve and lower the cost of production for the benefit of the people directly affected.
