CalAm Monterey Peninsula Water Supply Project Scoping Report

NOTICE OF PREPARATION OF EIR AND PUBLIC SCOPING MEETINGS
The California Public Utilities Commission (CPUC) is preparing an Environmental Impact Report (EIR) for the Monterey Peninsula Water Supply Project (MPWSP) proposed by the applicant California American Water Company (CalAm) in accordance with the provisions of the California Environmental Quality Act (CEQA). The MPWSP is comprised of various facilities and improvements, including: a seawater intake system; 9-million-gallons per day (mgd) desalination plant;1 desalinated water storage and conveyance facilities; and expanded Aquifer Storage and Recovery (ASR) facilities. The MPWSP EIR will serve as a subsequent CEQA document to the CPUCs EIR for the CalAm Coastal Water Project (SCH #2006101004) that was certified by the CPUC in December 2009. The proposed MPWSP is needed to replace existing water supplies that are constrained by legal decisions affecting the Carmel River and Seaside Groundwater Basin water supplies: State Water Resources Control Board (SWRCB) Order No. WR 95-10 (Order 95-10) and the Monterey County Superior Courts adjudication of water rights in the Seaside Groundwater Basin. Both rulings reduce the availability of CalAms use of its two primary sources of supply for the Monterey District. The scoping period begins October 10, 2012 and closes at 5:00 p.m. November 9, 2012. As an alternative to the 9-mgd desalination plant, the EIR will evaluate a 5.4-mgd desalination plant coupled with a purchase agreement for 3,500 acre-feet-per-year of water from the Monterey Regional Water Pollution Control Agencys proposed Groundwater Replenishment Project.
