PAK E&E Solutions is pleased to submit this combined Technical and Financial Proposal for the provision
of engineering design and consultancy services for the electrical distribution, fire alarm and CCTV /
surveillance systems of the proposed three-storey private hospital at Johar Town, Lahore.
Our firm brings established experience in electrical system design, power systems protection , low-voltage
distribution and IEC-based design compliance. We understand that a healthcare facility carries specific
requirements for supply reliability, life-safety, medical-area electrical segregation and continuous
surveillance, and our design approach reflects these priorities throughout.
This proposal sets out our understanding of the assignment, the technical scope for each system, the
design deliverables, the proposed project team, and our financial offer including optional construction

PART A — TECHNICAL PROPOSAL
2. Project Understanding & Scope Overview
The project involves the design of building services engineering systems for a proposed three -storey
private hospital located in Johar Town, Lahore, with an approximate covered area of 10,000 sq. ft. Our
services are limited to the design and consultancy scope described in this proposal and cover the following
three engineering systems:
• Electrical distribution system — from the utility service entrance / metering through main and sub-
distribution boards to final circuits, including standby generator interfacing and life-safety provisions.
• Fire alarm system — placement of smoke detectors, horns, strobes, voice speakers and central Fire
Alarm Control Panel (FACP).
• CCTV / surveillance system — camera layout, coverage design, network video recording, storage and
cabling infrastructure.
The scope is a design and engineering consultancy assignment. Supply, installation, testing and
commissioning of equipment are excluded from the design scope and remain the responsibility of the
appointed contractor. Optional construction supervision is offered separately in Part B.
3. Applicable Codes & Standards
All design work will be carried out in accordance with applicable national and international standards and
the requirements of the relevant Pakistani authorities. The primary references include:
• IEC 60364 series — Low-voltage electrical installations.
• IEC 60364-7-710 — Electrical installations in medical locations (where applicable to hospital medical
areas).
• IEC 62305 — Protection against lightning (as required).
• IEC 61439 — Low-voltage switchgear and control gear assemblies.
• IEC 62446 / IEC 61730 / IEC 61215 — Grid-connected PV systems and PV module requirements.
• IEC 62676 — Video surveillance systems for use in security applications.
• NEPRA Distributed Generation & Net Metering Regulations and LESCO / DISCO net-metering
requirements.
• Pakistan Engineering Council (PEC) requirements and applicable local building / electrical bye -laws.

4. Technical Scope of Services
4.1 Electrical Distribution System Design
The electrical design scope covers the complete low-voltage power distribution for the hospital and
includes:
• Electrical load estimation and connected/demand load schedule for all floors, including lighting,
power, Air Conditioning (Split type), lifts, medical equipment allowances and essential/non-essential
load segregation.
• Single-line diagram (SLD) covering utility incomer, metering, main LT panel, standby generator
changeover, distribution boards and sub-distribution boards.
• Sizing of main and sub-main distribution boards, protective devices (MCCBs / MCBs / RCDs) and
busbar ratings with discrimination / coordination philosophy.
• Provision of Solar system in Main Electrical Network / Panel. (Solar system design excluded by the
Client)
• Cable sizing and cable schedule with voltage-drop and short-circuit verification for feeders and sub-
feeders.
• Lighting design (illumination levels per area type), power layout, small -power and socket outlet
layouts for each floor.
• Standby diesel generator sizing basis and interface design (auto/manual changeover); UPS provisions
for critical/medical areas as advised by the client.
• Earthing and bonding design and lightning protection assessment.
• Essential-supply and life-safety provisions (emergency lighting, exit signage circuiting) in
coordination with the architectural life-safety layout.
• Load balancing and provision for future expansion margin.
4.2 CCTV / Surveillance System Design
The CCTV design scope covers an IP-based surveillance system and includes:
• Camera coverage design and floor-wise camera layout (entrances, corridors, waiting areas,
pharmacy, cash points, parking, perimeter and other client-identified sensitive areas).
4.3 Fire alarm system
• Establishes the precise location, density, and count of smoke, heat, and flame detectors.
• Maps out the placement of horns, strobes, and voice speakers and Fire Alarm Control Panel (FACP).

5. Design Deliverables
On completion of each design stage, the following deliverables will be issued to the client in soft copy
(PDF and editable formats as applicable), with printed sets provided on request:

Electrical Load schedule; single-line diagram; DB/SMDB schedules; cable schedule with
sizing calculations; lighting & power layouts; earthing & lightning protection
design; generator interface details; technical specifications & BoQ.
CCTV Camera coverage & layout drawings.
Fire alarm system Placement of smoke detectors, horns, strobes, voice speakers and central Fire
Alarm Control Panel (FACP).
General Design basis report; drawing register; and (if supervision engaged) site inspection
reports as per Part B.
6. Design Methodology & Stages
1. Stage 1 — Design Basis: Site data collection, review of architectural drawings, confirmation of load
and coverage requirements, and agreement of the design basis and applicable standards.
2. Stage 2 — Concept / Preliminary Design: System sizing, single-line diagrams, preliminary layouts and
equipment selection basis for client review.
3. Stage 3 — Detailed Design: Fully developed drawings, schedules, calculations, technical
specifications and Bill of Quantities (BoQ) for tender / construction.
4. Stage 4 — Tender Support (as required): Assistance in evaluation of contractor bids and technical
clarifications.
5. Stage 5 — Construction Supervision (optional — Part B): Periodic site inspections and design
compliance verification during construction.
7. Project Team
The assignment will be led by a PEC-registered Senior Electrical Engineer, supported by design engineers
and CAD/draughting staff. The indicative team composition is:
• Project Lead — Senior Electrical Engineer (PEC registered) — overall design responsibility and client
interface.
• Design Engineer(s) — electrical / low-voltage systems.
• CAD / Draughtsman — drawings and layouts.
• QA / Design Review — internal checking and standards compliance.

The indicative design program, subject to timely provision of client inputs (architectural drawings, load
and coverage requirements, site data), is:

Note: Durations are indicative and run partly in parallel across systems; the program will be confirmed on
appointment.
9. Assumptions & Exclusions
• Architectural, structural, HVAC and plumbing drawings and coordinated inputs are to be provided by
the client / other consultants.
• Supply, installation, testing and commissioning of all equipment is excluded (contractor's scope).
• Detailed medical-gas, BMS and nurse-call systems are excluded unless added by written variation.
• Any additional site visits beyond those included, or redesign due to client-driven scope changes, may
attract additional fees.

PART B — FINANCIAL PROPOSAL
10. Design Fees (Lump Sum, Per System)
Our fees for the engineering design services are offered on a lump-sum basis for each system. All figures
are in Pakistani Rupees (PKR) and are exclusive of applicable taxes.

11. Optional Construction Supervision Services
As an optional service, PAK E&E SOLUTIONS offers periodic construction supervision during the
installation of above-mentioned systems. This service provides independent verification that the works
are executed in accordance with the approved design, drawings, specifications and applicable standards.
11.1 Scope of Supervision (per visit)
• Site inspection of ongoing electrical / solar / CCTV installation works against approved design and
drawings.
• Verification of equipment, materials and workmanship compliance with specifications.
• Review of contractor queries and issuance of site observations / instructions on design matters.
• Written site inspection report after each visit, including observations, non-conformities (if any) and
recommendations.
11.2 Supervision Charges
Service Rate
Construction supervision — per site visit (inclusive of inspection report) PKR 15,000 per visit
• Number of visits to be scheduled as mutually agreed based on construction progress, or called out
by the client as required.
• Rate is per visit within Lahore; travel/accommodation for any out-of-city visits (if required) will be
charged at actuals.
• Supervision is optional and independent of the design fee; it may be engaged on a call -out or a fixed-
schedule basis.

1. Advance / mobilization: 30% of the design fee on appointment / signing.
2. On submission of preliminary design: 30% of the design fee.
3. On submission of detailed design, drawings & BoQ: 40% of the design fee.
4. Construction supervision visits: billed monthly at PKR 15,000 per visit undertaken.

• All fees are exclusive of applicable Sales Tax on Services / withholding taxes, which will be charged
as per prevailing law.
• Fees quoted are for the scope defined in Part A; variations will be charged separately by written
agreement.
• Invoices are payable within 15 days of submission.
• This proposal is valid for 30 days from the date of issue.
• Intellectual property in the design deliverables transfers to the client upon full and final payment.
