PREAMBULAR CLAUSES
The World Health Assembly,
Recalling the International Health Regulations (2005) as the main international
framework for preventing and responding to the international spread of diseases,
Recognizing the importance of proper implementation of the IHR (2005) by all
Member States while considering the different healthcare systems, resources, and
capacities of each country,
Acknowledging the role of the WHO Pandemic Agreement in improving international
cooperation, pandemic prevention, preparedness, and response,
Emphasizing that effective pandemic preparedness requires shared responsibility and
cooperation between both developed and developing countries,
Deeply concerned by differences in healthcare infrastructure, disease surveillance,
laboratory facilities, vaccine production, medical supply chains, and emergency
response systems across different regions,
Recognizing further the importance of financial support, technical assistance, training,
and technology sharing in helping countries improve their ability to prepare for and
respond to future pandemics,
Affirming the importance of timely and responsible sharing of public-health
information while respecting national sovereignty, national laws, and the protection of
sensitive health data,
OPERATIVE CLAUSES
1. Calls upon all Member States to improve the implementation of the IHR (2005) by
strengthening disease surveillance, early-warning systems, laboratories, and
emergency response systems, while considering the resources and healthcare capacity
available in each country;
2. Encourages developed countries and other Member States with stronger financial
and technical resources to support countries with weaker healthcare systems through
voluntary funding, training, sharing of technical knowledge, and assistance in
improving pandemic preparedness;
3. Urges developing countries to improve their own healthcare infrastructure, disease
detection systems, trained healthcare workforce, and emergency preparedness, while
encouraging international organizations and partner countries to provide the
necessary support where resources are limited;
4. Recommends that the WHO promote cooperation between countries to increase
regional production and supply of vaccines, medicines, diagnostics, and other essential
medical supplies, including through voluntary technology sharing and partnerships
between countries with different levels of manufacturing capacity;
5. Calls for regular voluntary reviews of how countries are implementing the IHR
(2005) and preparing for future pandemics, with the WHO helping Member States
identify weaknesses, share successful practices, and provide technical support where
required, without unnecessarily interfering in national decision-making;
6. Decides to remain actively seized of the matter and encourages continued
cooperation among Member States, the WHO, and relevant international organizations
to review progress, address remaining gaps, and strengthen global pandemic
preparedness and response in the future.
