INTRODUCTION TO LIBRARY AND INFORMATION SCIENCE & SERVICE

Timely access to the information is becoming more and crucial for survival in every spare of
life and agriculture, veterinary and allied sector is no exception. Today quick access to right
information has become absolutely important to optimize the education research and
extension.

Therefore, the demand for fast access to authentic and creditable information sources have
risen in agriculture and allied sector, be it in research, education and extension... Library is
such an institution which caters the information needs of the wide variety of information
seeker.

All activity of the libraries revolves around management of information and knowledge and
librarianship is a profession which deals with knowledge management. The knowledge
management refers to effectively identify, acquire, developed, resolved, use, store and share
of knowledge.

Knowledge management in libraries should be focus on effective research and development


of knowledge, creation of knowledge bases exchange, sharing of knowledge between library
professional and user community and explicit processing of the implicit knowledge and its
sharing.

CONCEPT OF INFORMATION SOCIETY

• The concept of information society emerged during the 1970 and throughout 1980 and
rapidly gains popularity and currency, its proponent rising from scholar and academic
author to popular writers. It was the Masuda a Japanese writer, who perceived an
eventual transition of the society to the point at which the productions of information
value become the driving force for the development of society.

• Information society is a society where majority of people are engaged in creating,


gathering, storage, processing or distribution of Information (Branscomb, 1986).

• The term Information Society has come to represent societies at an advance per
industrial stage characteristics by high degree of computerization, large volume of
electronic data transmission and an economic profile heavily influence by the market
and employment possibility of Information society (Martin, 1978).

Growth and development of Library service


• From the time immemorial library are established to provide services to the readers.
Whether it is Nalanda University Library or Libraries at Alexgenderia the person
engaged in these institutions offered their valuable services to its users. In earlier
period more emphasis was on preservation as the document are available in single
copy. Document are kept in closed access system are chained with box and use of the
same was limited.
The renaissance during 14th to 16th centuries has made revolutionary change in
library service and more attention was given to intensive use of library collection in
addition to its preservation. Collection of recorded knowledge in form of book or any
other format is the basic duty of a librarian. Once document is collected the process of
preservation started. Systematic arrangement of books or any document, its
classification and preparation of list of the same falls under preservation process.

The advent of computer and subsequent development of Internet has given a new
dimension to Libraries as well its services. Right information to right person that too
within a quickest possible time became main criteria of information need.
As a result librarianship and the Librarian have to proceed in tandem with the
traditional as well as modern technique. A new class of library known as high breed
library came to existence with a aim to keep track with newly developed information
highway.

Understanding Knowledge Management


In modern Information and communication Technology era knowledge management
involves Libraries recognizing and mapping its intellectual assets, creating knowledge
for competitive advantage, making large amount of business information available
and allocating best practice and use of technology that facilitates all the above
including groupware and Internet. The four basic objective of knowledge
management are:
 Making Knowledge visible
 To promote Knowledge Innovation
 Building Knowledge Intensity
 Developing a knowledge culture
 Building Knowledge Infrastructure
Knowledge management is also related to the concept of intellectual capital.
Dissemination of Knowledge
Knowledge dissemination is of equal importance as compared to knowledge
innovation. The knowledge creator does not have much time and energy to look for
knowledge users. It is very difficult to acquire knowledge that exist in the mind of
knowledge creators as restricted by various objective and subjective condition.
Therefore Libraries may play the part of knowledge tosser, use diverse media and
channel to disseminate verity of new knowledge. In the 21st century, the Internet with
its mass information and extensive contain, will provide people with the main
approach to search knowledge and acquiring information. But there are some
unwanted information which is sometime created for commercial profit and political
objective. Hence the strengthening of knowledge management in library in a effective
manner is very much essential to ensure security operation of networks, to prevent
online criminal activities and online dissemination of inappropriate information.
Knowledge and Information
 Information is a resource of resources for socio-economic development of a country.
Knowledge is something more than information. Knowledge is something that data
and information lack- experience, trial and holistic. Information is received actively
and gathered consciously. Knowledge is formed in the brain of the individual.
Knowledge is tacit whereas information is communicated actively.

Organization of Libraries
 To organize a library of whatever form it has to follow a few systems of technical
systems- Acquisition systems, Classification Systems, Cataloguing systems,
Circulation Systems etc.
 Acquisition systems consist of Book Selection, Book Ordering and Accessioning.
Book selection procedure in the library is followed by the recommendations from the
teachers, scientists and students also. After receiving recommendations, approval is
taken from the library committee for purchasing of books, Book selection is followed
by book ordering to the different publishers, suppliers etc.
 After receiving the book as per order, book accessioning is done through the
Accession Register where the records of a book in details (such as accession no., Title
of the book, Publisher, price, edition, and supplier) are mentioned.

 Classification System:
It is the responsibility of library to acquire and organize library document and
information embedded in any documentary form and serving the society by making it
available that need it or uses it. One of the major library systems for organizing the
library is library classification system.

Major schemes of classification:


• Dewey Decimal Classification ( DDC)- In 1876 By Melville Dewey the father of
modern librarianship. It consists of Schedule, Table of Common Isolate and an
alphabetic Index.
• Universal Decimal Classification( UDC)-It was developed in 1895 by Paul Otlet and
Henry Fontaine taking the DDC as its base. It consists of schedule and table.

• Colon Classification- In 1933 by Dr S. R. Ranganathan. It has mixed notation with


Alphabet and numerals. It consists of schedule of basic subjects and isolated of
common and special isolates belonging to the five fundamental categories- PMEST.
 In this system whole universe of knowledge is divided in to Ten main divisions. Each
sub-division is again divided into ten divisions . In this way, each small division can
be divided which facilitate classification of document or information in depth

Cataloguing:
A library catalogue is a register of all bibliographic items found in a library or
group of libraries. The card catalog is a familiar sight to library users to know about
library resources, but it has been effectively replaced by the Online Public Access
Catalog( OPAC). Some libraries with OPAC access still have Card catalogue onsite.
Information about library resources can be retrieved by catalogue through subject,
author, title etc.

AAU LIBRARY & ITS SERVICES

The Assam Agricultural University System is consist of five libraries located in different
campuses of the university. The central library which is known as B. M. Pugh Library being
the knowledge hub on agriculture and allied sciences was established in 1969 at Jorhat. It
caters the needs of Students, Teachers, Scientist, research scholars and other staff of the two
colleges- College of Agriculture and college of Home Science in particular and entire
community in general.

The library is govern by a Library Advisory Committee with the Vice Chancellor as
chairman and representative for students and Teacher, all dean Directors and other statutory
officer as members. The committee meets at regular intervals and gives recommendation on
all matters relating to the library.

a) CeRA: Consortium of e-resources in Agriculture: Access to full


text electronic journal on Agriculture and allied areas. Currently 2794
number of e-journals available under CeRA.
b) DeLCON: DBT-Electronic Journal Consortium: About 926 full
text journals are covered under DeLCON
c) Krishikosh: An Institutional Repository of Indian National
Agricultural Research System. This is a digital repository of accumulated
knowledge in agriculture and allied sciences, having collection of old and
valuable books, old journals, thesis, research articles, popular articles,
monographs, catalogues, conference proceedings, success stories, case
studies, annual reports, newsletters, pamphlets, brochures, bulletins and
other grey literatures spread all over the country in different ICAR
Research Institutions and State Agricultural Universities.

INDIAN AGRICULTURAL UNIVERSITIES & TECHNOLOGY TRANSFER

Indian Agricultural universities have made a great contribution in the field of agricultural
education, research and extension and have proved the accountability against public fund
allotted for the same as they succeeded in solving the problems of food and hunger to a
considerable extend by undertaking the extensive research programme and adopting modern
technology for increasing agricultural production and transforming rural life by way of
transfer of technology. The green and white revolution in later part nineties are two finest
example of the same. The transfer of research result from laboratory to filed through library
can play effective role in fulfilling hope of the nation.

ROLE OF AGRICULTURAL UNIVERSITY LIBRARIES


 A University Library, being academic hub of the university must developed into a
dynamic institution where teachers, researchers, students and staff would come for the
advancement of their skill and for seeking assistant for changing their attitude in the
desired direction.

 A well-equipped library run by an efficient organization is in fact the soul of the


educational institution. Faculties, however well-equipped and managed by competent
staff would soon find them self in a morass of intellectual stagnation, backwardness,
if those are not supported by a dynamitic, modern, update and efficiently managed
library.

 The development of the university library, therefore, has no limit. It is one


institution which should continuously grow and should never be allowed to relapse
into stagnation(Deshmukh 1980).

CHANGING ROLE OF AGRICULTURAL UNIVERSITY LIBRARIES


• It appears in the records there has been great increase of academic library use per
student both on and offline because rapid growth of information and changes in
instructional methods. Earlier the learning process in higher education followed some
parochial attitude towards knowledge dependent entirely on text books and lecture.
Now the student is often encouraged to read more widely and to do more independent
literature searching. This change, along with greatly accelerated research and a vast
increase in literature with easy access through information and communication
technology has increased the responsibilities of the libraries. The library has indeed
become a vital instrument for education, research and if possible one steps ahead
participation in extension process. Great improvement in ICT and document delivery
services have taken place through adoption of new technology by the modern
Agricultural university libraries.

Some of the remarkable initiative taken by ICAR


ICAR under various project has taken some bold steps to strengthen the library system.
Library at ICAR New Delhi is now recognized as National Agricultural Library and Library
at Indian Veterinary Research Institute, Bareilly, UP, India is considered National Veterinary
Library. ICAR also selected few libraries locating at different region as regional libraries.

ICAR also planning to established a network of entire agricultural libraries of the country
so that they can share information under one common platform. Recently ICAR has advised
all the agricultural library under ICAR funding to use the common library software KOHA.
Efforts have been also made to create Institutional repository both at central and even at
university level.

Some example
 AgriCat:

AgriCat is a Union Catalogue of the holdings of 12 major libraries (IARI, IVRI, UAS,
GBPUAT, CCSHAU, ANGRAU, NDRI, CIFE, CSKHPKV, MPKV, TanuVAS, ICAR HQ-
DKMA) of the ICAR Institutes and SAUs combined together.

CeRA:
Consortium for E-resources in Agriculture. It is basically e-journal consortium offering
facilities to all ICAR Institute and Agricultural Universities.

Objectives of CeRA

 To upscale the existing R & D information resource base of ICAR


Institutions/Universities comparable to world’s leading institutions / organizations.

 To subscribe e-journals and create e-access culture among scientists / teachers in


ICAR Institutes / Agricultural Universities.

 To assess the impact of CeRA on the level of research publications measured through
NAAS ID and Science Citation Index.

 Krishikosh - is a digital repository of accumulated knowledge in agriculture and


allied sciences, having collection of old and valuable books, old journals, thesis,
research articles, popular articles, monographs, catalogues, conference proceedings,
success stories, case studies, annual reports, newsletters, pamphlets, brochures,
bulletins and other grey literatures spread all over the country in different ICAR
Research Institutions and State Agricultural Universities (SAUs). Under the ICAR's
Open Access policy, Krishikosh provides ready software platform to implement all
aspects of the open access policy, similar to ‘Cloud Service’ for individual
institution’s self-managed repository with central integration. These two products of
E-Grant (i) Krishikosh and (ii) IDEAL are used by all SAUs/DUs/CUs & ICAR
Institutes.
