Subject: Complaint Against Fraudulent Transfer of Gas

Connection, Harassment, Non-Compliance of Assurances, and


Request for Departmental Action

Respected Sir/Madam,

I wish to lodge a formal complaint regarding serious misconduct,


fraudulent practices, harassment, and non-cooperation faced by me at the
hands of Jaswani Gas Agency (Ladhiani, Ghumarwin) and its
representatives.

I am a retired Government Teacher and a senior citizen. Recently,


representatives from Jaswani Gas Agency visited our village and supplied
LPG cylinders. During this visit, I got my existing Ghumarwin gas
connection cylinder refilled through them. However, without my
knowledge or consent, my gas connection was transferred from
Ghumarwin to Jaswani Gas Agency (Ladhiani).

Subsequently, when I visited the Ghumarwin office for KYC formalities, I


was informed that my connection had already been transferred to Jaswani
Gas Agency and that my KYC could only be completed there. I
immediately approached Jaswani Gas Agency and requested them to
restore my connection to the original Ghumarwin agency. They insisted
that I first complete KYC formalities and assured me that the transfer
would be completed within 3–4 days.

During this process, I was also compelled to purchase a gas pipe worth
₹190, which I neither required nor requested. Despite their assurances,
when I revisited the agency after 3–4 days, they denied having any record
of my connection and refused to provide any assistance. Repeated visits
and requests yielded no result, and I was subjected to rude and
unprofessional behavior.

Further, I had already made an online payment of ₹957, which has not
been properly accounted for. To date, no satisfactory explanation
regarding this payment has been provided. Meanwhile, both agencies
continued shifting responsibility onto one another, leaving me without any
effective resolution.

The conduct of agency employees, particularly Arun Kumar and Kamal


Kumar, was highly negligent and non-cooperative. On several occasions,
when I contacted them over the phone before visiting their office, they
informed me that no discussion would be entertained telephonically and
that all matters must be dealt with in person. However, even after making
repeated visits, they failed to resolve the issue.
Due to continuous harassment and non-resolution of my grievance, I was
compelled to approach the authorities. Thereafter, the owner of Jaswani
Gas Agency, Mr. Kamal Jeet, was called to Police Station Ghumarwin. In
the presence of the concerned Investigating Officer, Ms. Sarita Gautam,
he acknowledged his mistake and requested that I withdraw my
complaint. He further assured the police authorities and me that he would
fully cooperate and transfer my connection back to the Ghumarwin
agency.

Trusting his assurances and in good faith, I withdrew my complaint.


However, after obtaining the withdrawal of the complaint, Mr. Kamal Jeet
failed to honour his commitments. He neither responded to my phone
calls nor replied to my WhatsApp messages despite repeated attempts. It
is pertinent to mention that, as informed to me, he even failed to respond
to calls made by the concerned police authorities regarding this matter.

After considerable effort, I personally visited Ladhiani again. On that


occasion, I was merely provided a cylinder, but I was once again misled. I
was informed that my connection would be transferred through the
Ghumarwin agency and that further coordination would be carried out
between the agencies. However, after giving these assurances, Mr. Kamal
Jeet again stopped responding to calls and messages. Despite repeated
follow-ups, my gas connection has still not been restored to the original
Ghumarwin agency.

I was also contacted by the concerned Food Inspector regarding this


issue. Furthermore, several other consumers facing similar difficulties
have informed me that they too have encountered resistance in getting
their connections transferred. I have also heard allegations from certain
consumers that Mr. Kamal Jeet has openly stated that he would not
transfer connections irrespective of complaints made against him. While I
cannot independently verify these statements, the repeated complaints
from multiple consumers warrant a thorough departmental investigation
into the functioning of the agency.

As a senior citizen and retired Government servant, I have suffered


immense mental harassment, inconvenience, unnecessary expenditure,
and repeated visits to various offices over a prolonged period. What is
most concerning is that despite intervention by police authorities and
assurances given before them, the agency has continued to act in a non-
cooperative and misleading manner.

In view of the above facts, I respectfully request the competent authority


to:
1. Immediately restore/transfer my LPG connection back to the original
Ghumarwin agency.

2. Conduct a detailed departmental inquiry into the actions of Jaswani


Gas Agency, Ladhiani.

3. Investigate whether other consumers have also had their


connections transferred without proper consent or have been
subjected to similar harassment.

4. Take strict disciplinary action against the persons responsible,


including the concerned employees and management.

5. Refund the unnecessary charge of ₹190 collected from me for the


gas pipe.

6. Properly account for and confirm the status of my online payment of


₹957.

7. Consider cancellation/suspension of the agency's licence if serious


irregularities and consumer exploitation are established during the
inquiry.

8. Grant suitable compensation for the mental harassment,


inconvenience, and hardship caused to me as a senior citizen.

I request your good office to investigate this matter thoroughly and take
appropriate action to ensure justice in my case and to prevent other
consumers from facing similar harassment in the future.
