PART 3: SCREENING DECISION & CATEGORIZATION

Based on the screening results against the World Bank / Federal EPA guidelines, the project is
classified as:

● Category A (High Risk): Full Environmental and Social Impact Assessment (ESIA)
required.
● [X] Category B (Moderate Risk): A full ESIA is not required. A site-specific
Environmental and Social Management Plan (ESMP) must be developed to mitigate
localized construction impacts.
● Category C (Low Risk): No further environmental or social assessment required.
Standard municipal building regulations apply.

Justification for Decision:

The construction of two market blocks presents localized, manageable, and reversible
environmental impacts (dust, construction noise, waste generation, and storm runoff). Social
impacts are limited to the temporary disruption of informal traders, which can be resolved
through an institutional relocation protocol within Habas Woreda. There is no permanent
displacement or land acquisition.
