VGPP Practical Implementation

The document outlines the Viksit Gram Panchayat Plan (VGPP), a framework for village-level planning and governance in India aimed at achieving rural development by 2047. It emphasizes a structured process involving gap assessments, community consultations, and approval through Gram Sabha to ensure effective implementation of rural infrastructure projects. The framework promotes evidence-based planning and prioritizes vulnerable households while tracking outcomes to measure the impact of implemented works.

Making VGPP Work on the Ground

CONTEXT

Why the Village Plan Matters

3 4

From wish-list to evidence One plan, many levels

VGPP replaces ad-hoc demand lists with GIS-enabled, data-driven, Gram Panchayat plans roll up into Block, District, State and finally the
participatory planning — every rupee traced to a mapped gap. Viksit Bharat National Rural Infrastructure Stack.

GROUND PRACTICE

Gap Assessment — How a GP Actually Fills the Table

The Yuktdhara portal auto-populates 'Availability' from PM Gati Shakti, India-WRIS & Bhuvan layers. The Panchayat's job is to verify, enter 'Requirement', and
let the portal compute the Gap.

Availability Requirement GAP / Scope

Master Category Work Type
(auto, Yuktdhara) (entered by GP/Block) (auto-computed)

Water Security 18 types Yuktdhara feed Local demand entry = Requirement − Availability

Core Rural Infra. 27 types Yuktdhara feed Local demand entry = Requirement − Availability

Rural Livelihood 18 types Yuktdhara feed Local demand entry = Requirement − Availability

Disaster Mitigation 9 types Yuktdhara feed Local demand entry = Requirement − Availability

Practical tip: Where the gap is large across many categories, prioritise using the water-security expenditure floor (65% over-exploited / 40% semi-critical / 30%
safe blocks) before allocating the remainder to other pillars.

EQUITY IN PLANNING

Whose Land Gets the Individual Asset First

1 Scheduled Castes
On the ground
2 Scheduled Tribes

3 Nomadic / Denotified Tribes

4 Economically Weaker Sections

• Exhaust each category before moving to the
next.
5 Women-headed Households
• Individual works go only on land/homestead
the beneficiary owns.
6 Persons with Disabilities • Small/marginal farmer works need a valid
job card and one willing adult worker.
• Track outcomes: HHs covered, assets
7 Land Reform Beneficiaries created, livelihood gain, service access,
convergence received.
8 PMAY-G Beneficiaries

9 Forest Rights Act Beneficiaries

10 Small / Marginal Farmers (last, with job card)

GOVERNANCE IN PRACTICE

Running the Village-Level Consultation

1
Hamlet / Tola Meetings Facilitator shows the base map & satellite view; residents mark felt needs on a printed geo-tagged map.

2
Ward Sabha Ward member consolidates hamlet inputs; checks for duplication with existing MGNREGA/IWMP/JJM assets.

3
GP-level Technical Review GP Secretary + Junior Engineer verify feasibility using DEM, slope & drainage layers on Yuktdhara.

4
Draft VGPP Publicised Draft displayed at GP office, Anganwadi, and school notice boards in the local language for 7+ days.

5
Gram Sabha Full discussion of proposed works, priorities & expected outcomes; formal resolution passed and signed.

INSTITUTIONAL ROLES

Who Does What — From Hamlet to State

Level / Actor Primary Responsibility

Gram Sabha / Ward Sabha Voice local needs; ground-truth proposed works; pass approval resolution

Gram Panchayat (Sarpanch + Secretary) Prepare draft VGPP on Yuktdhara; conduct consultations; publicise & finalise

Junior Engineer / Technical Assistant Verify feasibility via GIS layers, DEM & water budgeting; site boundaries & estimates

Programme Officer (Block) Consolidate GP plans + intermediate panchayat proposals into aggregate Block Plan

District Programme Coordinator Consolidate Block Plans; enforce 60:40 labour-material ratio at district level

State / National level Aggregate into Viksit Bharat National Rural Infrastructure Stack; align with national priorities

BEYOND ASSETS

Outcome-Based Monitoring at Village Level

The framework marks a shift from counting works completed to tracking the change they create. Every GP should maintain a simple quarterly outcome sheet:

Water availability Infrastructure access

Storage added, recharge structures functional, irrigated area increase New/repaired roads, schools, health & sanitation facilities in use

Livelihood enhancement Climate resilience

SHG assets, processing units, storage capacity utilised Shelters, embankments and fire-lines commissioned & tested

Vulnerable HH coverage Convergence achieved

Number of priority-category households reached with individual assets Schemes (PMAY-G, JJM, PMKSY) dovetailed with VGPP works

VGPP — Practical Ground-Level Implementation 12

LESSONS FROM THE FIELD

Common Pitfalls & How to Avoid Them

! Copy-paste from last year's plan Re-run the gap assessment every cycle — asset status and requirement change with completed works.

! Skipping ward-level consultation GP-only planning misses hamlet-specific needs and invites disputes at Gram Sabha.

! Ignoring the labour:material ratio Track 60:40 mix continuously, not just at year-end, to avoid last-minute rejections at district level.

! Individual works without ownership proof Verify land/homestead ownership documents before including individual beneficiary works.

! Delayed upload to Yuktdhara Upload the signed Gram Sabha resolution the same day — late uploads stall Block/District aggregation.

P L A N L O C A L LY. A G G R E G AT E N AT I O N A L LY.

Good VGPPs are built one Gram Sabha at a time

1 Verify data on Yuktdhara before every planning cycle

2 Put vulnerable households first, always with documented eligibility

3 Communicate in maps and outcomes, not work-codes

4 Close the loop — upload, aggregate, monitor, report
