THE ANDHRA PRADESH SURVEY AND LAND RECORDS SERVICE
RULES
PREAMBLE
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of
all powers hereunto enabling and in supersession of the Special Rules in Section 22 of Part III-A in
Volume II of the Madras Services Manual 1946, the Governor of Andhra Pradesh hereby makes the
following Special Rules for the Andhra Pradesh Survey and Land Records Service.
Rule - 1. Constitution.
This service shall consist of the following classes and categories of officers, namely:

Category 1: Director of Survey and Land Records.
Category 2: Joint Director of Survey and Land Records.
Category 3: Deputy Director of Survey and Land Records which
includes the post of Deputy Director of Survey,
Settlement and Land Records in the erstwhile State
of Hyderabad.
Category 4: Assistant Director of Survey and Land Records
which includes the posts of Assistant Directors of
Survey, Settlement and Land Records in the
erstwhile State of Hyderabad.
Class II
Photographic and Printing Expert, Central Survey Office.
Rule - 2. Appointment.
Appointment to the several categories shall be made as follows:
Category and Method of Recruitment
[2][1. Director of Survey and Land Records:By promotion from the post of Joint Director of Survey
and Land Records.
[3][2. Joint Director of Survey and Land Records:Promotion from Deputy Director of Survey and Land
Records on grounds of merit and ability, seniority being considered only where merit and ability are
approximately equal. Provided that a Deputy Director of Survey and Land Records shall ordinarily
have put in five years of service in that category for promotion to the post of Joint Director of
Survey and Land Records.
3. Deputy Director of Survey and Land Records:Promotion from Assistant Director of Survey and
Land Records on grounds of merit and ability, seniority being considered only where merit and ability
are approximately equal.
4. Assistant Director of Survey and Land Records:Recruitment by transfer from Inspectors of Survey
and Land Records and Senior Auditors in the Andhra Pradesh Survey and Land Records Subordinate
Service; or by direct recruitment.

Substantive vacancies shall be filled by direct recruitment and transfer in the ratio of 1: 2. The first
vacancy shall go to candidates by direct recruitment and the second and third vacancies shall go to
candidates by transfer:
[4]["Provided that in the matter of direct recruitment other things being equal, preference shall be
given to women and they shall be selected to an extent of at least 30% of the posts in each
category."
Note.(1) The Deputy Collectors of the erstwhile State of Hyderabad deputed to work as Assistant
Directors of Survey and Settlement and Land Records shall continue as such on tenure basis and
they shall be replaced gradually by the Assistant Directors of Survey and Land Records as and when
they are available. The deputation on tenure basis of the Deputy Collectors shall not entitle them to
become members of this service.
(2) A Unit of appointment, for discharge, re-appointment, seniority, appointment of full member shall
be as follows:
For the purpose of appointment to category 3 of the service, namely Assistant Director of Survey and
Land Records, discharge for want of vacancy, reappointment, seniority, and appointment as a full
member, each multi-zone comprising of the districts mentioned against it shall constitute a separate
unit,
Multi-Zone JSrikakulam, Visakhapatnam, East Godavari, West Godavari and Krishna Districts;
Multi-Zone IIGuntur, Prakasam, Nellore, Chittoor, Cuddapah, Anantapur and Kurnool Districts;
Multi-Zone IIIAdilabad, Karimnagar, Warangal, Khammam, Hyderabad, Nizamabad, Mahaboobnagar,
Medak and Nalgonda Districts;
[5][Provided that the posts of Assistant Directors of Survey and Land Records in Mobile Survey Party,
Traverse Survey Party, Hyderabad, Central Survey Office, Hyderabad and the Office of the Director of
Settlements, Survey and Land Records shall be filled on a tenure basis by drafting persons from the
three Multi-Zones in such ratio as may be prescribed by Government from time to time for a period
not exceeding three years at a time.
[6][Photographic and Printing Expert(Central Survey Office, Andhra Pradesh): Recruitment by transfer
of Manager (Printing) of the Central Survey Office, in the Andhra Pradesh Survey and Land Records
Subordinate Service; or if he is not qualified and suitable, by direct recruitment.
Rule - [2-A.
The Commissioner of Survey, Settlements and Land Records' shall be the appointing authority in
respect of the post of Assistant Director of Survey and Land Records (Category 4 in Class 1) and
Photographic and Printing Expert in Central Survey Office (Class II)".[7]
Rule - 3. Rule of Special Representation.
Except in so far as it relates to physically handicapped persons, the rule of special representation
(General Rule 22) shall apply to the appointment of Assistant Directors of Survey and Land Records:

of the rule of special representation shall be limited to the Scheduled Castes and Scheduled Tribes

candidates only.
Rule - 4. Qualifications.
No person shall be eligible for appointment to the class and category and by the method specified
below unless he possesses the qualification specified in the corresponding entries thereof:

in which the selection is made.
[10][(2) Must possess a degree of a
University in India established or
Incorporated by or under a Central Act or a
Provincial Act, or a State Act or an institution
recognised by the University Grants
Commission.
Recruitment by transfer(1) Pass in the Head Surveyor and Sub-
Assistant's Test
(2) A pass in the Account Test for Executive
Officers provided that a person in the
service of erstwhile State of Hyderabad
absorbed in the Andhra Pradesh Survey and
Land Records Subordinate Service, may be
appointed by transfer in this category even
though he has not passed the tests in items
2 and 3, if he is otherwise eligible, subject to
his passing the said tests within three years
from the date of Issue of these Rules, in the
case of reversion to his former post, and this
concession shall lapse thereafter:
Provided further that a person who has
already passed the Account Test for
Subordinate Officers, Parts I and II, shall not
be required to pass the Account Test for
Executive Officers: (3) Must possess the
minimum general educational qualification
prescribed In the General Rules contained in
Part II of the Andhra Pradesh State and
Subordinate Services Rules.
Photographic and Printing Direct Recruitment (1) Must not have completed 30 years of age
Expert, Central Survey on the first day of July of the year in which
Office the selection is made;
(2) Degree in Chemistry of a University In
the State or an equivalent qualification.
Recruitment by transfer(1) Training for a period of not less than five
years in the Map Publication Department of
the Central Survey Office In Photography,
Zincography, the ferroprusslate process,
Vandyke and hollo printing, flatbed and
rotary offset litho machine printing, the
adjustment of (sic)tho printing machines,
the principles of black and colour inks with
special reference to their application to
(sic)tho printing, colour selection and colour
combination, the use and manipulation of
paper and estimating.
(2) a knowledge of map mounting
(3) a pass in the Account Test for Executive
Officers:
Provided that a person who has already
passed the Account Test for Subordinate
Officers, Parts I and II shall not be required
to pass the Account Test for Executive
Officers.

Rule - 5. Probation.
[11][(a) Any person appointed as Director of Survey and Land Records shall from the date on which
he Joins duty, be on probation for a total period of one year on duty within a continuous period of 2
years.
[12][(b) Any person appointed as Joint Director of Survey and Land Records shall, from the date on
which he joins duty, be on probation, for a total period of one year on duty within a continuous
period of two years.
(c) Any person appointed as Deputy Director, Survey and. Land Records shall, from the date on
which he joins duty, be on probation for a total period of one year on duty within a continuous
period of two years;
(d) Any person appointed as Assistant Director, Survey and Land Records by direct recruitment shall
from the date on which he joins duty, be on probation for a total period of two years on duty within
a continuous period of three years and any person appointed to the post by transfer shall be on
probation for a total period of one year on duty within a continuous period of two years;
(e) Any person appointed by direct recruitment as Photographic and Printing Expert, Central Survey
Office, Andhra Pradesh, shall from the date on which he joins duty, be on probation for a total period
of two years and on duty within a continuous period of three years and any person appointed to that
post by transfer shall be on probation for a total period of one year on duty within a continuous
period of two years.
Rule - 6. Training.
[13][(a) A probationary Assistant Director of Survey and Land Records shall within the prescribed
period of probation undergo a course of training in Settlement and Land Revenue Works for a period
of two weeks and if recruited direct, a further course of training in Survey for fifteen months;
(b) A probationary Photographic and Printing Expert, Central Survey Office, Andhra Pradesh, recruited
direct shall within the prescribed period of probation undergo a course of training in the
photographic, Zincorgraphic and map mounting processes for two years;
(c) A probationary Assistant Director of Survey and Land Records during the period of training shall
draw a pay as may be specified by the Government from time to time. He shall not however be
eligible for the first increment unless he completes the training and passes the prescribed tests
during or after the training and is declared to have satisfactorily completed the prescribed period of
probation. Failure to pass the prescribed tests and extension of probation for that reason shall not
however have the effect of postponing future increments.
Rule - 7. Tests.
(a) A probationer Assistant Director of Survey and Land Records shall within the prescribed period
of probation pass;

(1) The examination in subjects connected with land revenue administration held at the end of the
course of training prescribed in sub-rule (a) of Rule 6;
(2) The Account Test for the Executive Officers (if recruited direct):
Provided that a person who has already passed the Account Test for Subordinate Officers, Parts I and
II, shall not be required to pass the Account Test for Executive Officers;
(3) The Head Survey or Sub-Assistant's Test (if recruited direct).
(b) A probationary Photographic and Printing Expert, Central Survey Office, Andhra Pradesh,
recruited direct, shall within the period of his training, pass the Account Test for Executive
Officers.
Rule - 8. Postings and Transfers.
[14] [(a) Posting and transfer of Director of Survey and Land Records shall be made by the
Government
[15][(b) Postings and transfers of Joint Director of Survey and Land Records, Deputy Directors,
Assistant Directors of Survey and Land Records and Photographic and Printing Expert, Central Survey
Office shall be made by the Board of Revenue.
