It is our pleasure to welcome you to the Indian Premier League (IPL) Committee of
Budding Minds Mun 2026, Serving on the Executive Board for this committee, we
are excited to witness your analytical skills, strategic thinking, and team‑building
abilities as you navigate one of the most dynamic formats in modern cricket.
This background guide is intended to be the starting point of your preparation, not
the endpoint. It outlines the basic structure of the IPL, the role and constraints of
franchises, and the core rules that will govern your work in this committee; however,
the most impactful strategies will come from your own independent research on
player performance, squad balance, financial planning, and match conditions.
Unlike traditional UN committees you may be familiar with, the IPL Committee will
test your capacity to make rapid, high‑stakes decisions under budgetary, regulatory,
and time constraints. You will need to balance batting and bowling strength, invest
wisely in all‑rounders and emerging talent, and account for factors such as pitch
conditions and venue characteristics when shaping your franchise’s approach. Big
names alone will not guarantee success, coherent planning, bench strength, and
adaptability will be decisive.
We strongly encourage you to come to the conference with:
● A clear understanding of your franchise’s past performance, current needs,
and long‑term goals.
● Data‑driven perspectives on players, roles, and combinations you may wish to
prioritize.
● A willingness to collaborate, negotiate, and justify your choices to fellow
delegates and the Executive Board.
Throughout the sessions, remember that this committee is designed to be
competitive but also educational. Treat each negotiation, trade, and auction decision
as an opportunity to learn about strategic management, resource allocation, and
collective problem‑solving.

Auction Conduct
Rule-1 (Chairing):
[Link] case of any issues, the Chairperson (Auctioneer) may rule over
the issue and decide over the matter.
Rule 2 (Team Composition):
[Link] squad strength must be only 25 players (no more, no less), with
a maximum of 8 overseas players
[Link] team will have 4 overseas players and 7 Indian (capped or
uncapped) players in their playing 11.
Rule-3 (Salary cap):
[Link] team will have a salary cap of Rupees 150 crores and based
on retentions ur salary cap will be reduced. Participants have to strictly
stick to this salary cap to avoid negative marking.
Rule-4 Retentions:
[Link] can consists of maximum 6 players and it should be
submitted at least a day prior and players.
[Link] Choose less than 6 players fo retentions will have RTM
option available .(ex: if u retain only 4 players u have 2 RTM)
Retention Salary for players:
1st Retention: ₹18 crore
2nd Retention: ₹16 crore
3rd Retention: ₹12 crore
4th Retention: ₹8 crore
5th Retention: ₹8 crore (12 if capped)
6th Retention: ₹8 crore (12 if capped)
Uncapped - ₹4 crore
Rule-5 (Bidding structure):
1. The bidding starts from the base price of the player.
2. At a time only two teams can be involved in the bidding process.
3. The increase of bid order is as follows
i. Below 1 CR = 10 Lakh bid increase
ii. In between 1 CR to 5 CR = 20L bid increase.
iii. In between 5 CR to 15 CR = 50L bid increase
iv. Above 15 CR = 75L bid increase.
Rule-6 (Sold Status):
1. Once the gavel is down, the player stands sold to the highest bidder
unless and until there are any discrepancies.
Rule-8 (Accelerated Process):
1. Upon request from the teams, unsold players can be brought back
into the auction in the last session (only if time permits).
2. Each team will be asked to mention a specified number of player’s
names that they want to bring back in the auction.
Rule-9 (Submission of Team):

playing 11and the substitutes based on the criteria mentioned in Rule
2.
The Team Submission will have the following contents –

Tips and Tricks from the
Executive Board
1.Be economical - Keep your budget in mind while purchasing
players
2.Play up the opponent - Make strategies to defeat your opposition
and increase the price bid.
3.Be active - Be aware of the players being sold and bided upon.
4.Play calm - Don't bid too high.
5.Refer to the ratings - The player rating matters a lot more than
his name. Mark and target the proper players with good ratings.
6.Be logical and think tactically - While allotting /fixing the position
of the player in the team, think about his skills and experience.
Also refer to statistics like his performance in the allotted position
and his overall IPL Experience.
Sub-Agenda
Being a 2 day conference, auction may not be sustained for 2 entire days as it would dissolve
and become mundane after a point. For this reason, this committee also consists of a sub topic
being: Deliberating the Future of Technological Officiating and the Impact Player Rule in the
Indian Premier League.
The Indian Premier League (IPL) has consistently been at the forefront of innovation in cricket,
introducing technological advancements and experimental playing regulations aimed at
enhancing the sport. Among the most significant developments are the expanded use of
technological officiating systems—such as the Decision Review System (DRS), Hawk-Eye ball
tracking, UltraEdge, and the Smart Replay System—and the introduction of the Impact Player
Rule in 2023.
Technological officiating has substantially improved the accuracy and consistency of umpiring
decisions, reducing the margin for human error in crucial moments. However, concerns remain
regarding the reliability of predictive technologies, their financial costs, and the growing
dependence on technology over on-field umpire judgment.
The Impact Player Rule permits each team to substitute one nominated player during a match,
introducing greater tactical flexibility. While supporters argue that the rule encourages strategic
innovation, improves match competitiveness, and provides opportunities for a broader squad,
critics contend that it diminishes the value of all-rounders, alters the traditional balance of the
game, and contributes to increasingly batting-dominated contests.
As the IPL continues to shape the future of cricket, this committee is tasked with evaluating
whether these innovations serve the long-term interests of the sport. Delegates are encouraged
to consider the balan
ce between technological advancement, competitive fairness, player development, and the
preservation of cricket's core traditions when proposing recommendations.

This committee is not about an uninteresting auction. The Executive
Board looks for deep analysis and proper strategies for team
formation. Participants are encouraged to stay active during the
committee and be aware of the proceedings. They are also advised to
keep in mind the characteristics and properties of their home ground
