ਦਰਖਤਾ ਅਤੇ ਬਿਜਲੀ ਦੇ ਖੰਭਿਆਂ ਦੀ ਗਿਣਤੀ ਬਾਰੇ ਰਿਪੋਰਟ ਕਰਨ ਲਈ ਕਿਹਾ ਗਿਆ ਸੀ।ਉਕਤ
ਡਰੇਨ ਦੇ ਵਹਾਅ ਵਿਚ 12 ਨੰਬਰ ਦਰਖਤ ਅਤੇ 15 ਨੰਬਰ ਖੰਬੇ ਅਤੇ ਟਰਾਂਸਫਾਰਮਰ ਮੌਜੂਦ ਹਨ।
ਜਿਸ ਦਾ ਸਾਈਟ ਪਲੈਨ ਨਥੀ ਕਰਕੇ ਆਪ ਜੀ ਨੂੰ ਸੂਚਨਾ ਅਤੇ ਅਗਲੇਰੀ ਕਾਰਵਾਈ ਹਿਤ ਭੇਜਿਆ

The Toba Darvesha Drain (RD 0 to 7000)is a notified drain. THE drain Land
belongs to nagar council bhikhi, gram panchayat Bhikhi and gram panchayatof
village samao .
RD 200 to RD 1100 stretch (900 ft ) there is an existing 2.5ft underground
pipeline in the drain near constructed bmg palace,green hotel and other firms.
Drain outfall in Bahadur singh wala drain rd 24150.
Issue:-
Local farmers have demanded an open drainage channel between RD 200 and
RD 1100 in already existing pipeline [Link] are some PSPCL power
transformers and mature trees in the pipeline area.
Meetings with farmers and firms take place many times but no properly
solution.
Deputy Commissioner (DC), Mansa has constituted a Committee of Officers,
headed by the SDM Mansa and comprising representatives from Drainage
(XEN Drainage), Forest, PSPCL, Rural Development (DDPO), and Police (DSP)

Current status
Some farmers agitation but local administration resolve
Today some agitation by farmers.
And both parties meeting but not currently any solution

Land Related
The Toba Darvesha Drain (RD 0 to RD 7000) is a notified drain. The land along
the drain belongs to the Nagar Council, Bhikhi, and the concerned Gram
Panchayat and Land width of drain is 11 ft only. Within the critical stretch from
RD 200 to RD 1100 (approximately 900 ft), an existing 2.5-ft underground
pipeline passes through the drain near BMG Palace, Green Hotel, and other
commercial establishments.

The drain outfalls into the Bahadur Singh Wala Drain at RD 24150.

Issue

Local farmers have demanded that the underground pipeline between RD 200
and RD 1100 be replaced with an open drainage channel. The pipeline corridor
also contains PSPCL power transformers and mature trees,Several meetings
have been held between the farmers, and firms however, no mutually
acceptable solution has been reached so far.

Solution
During the field inspection, it was observed that there is an existing pipeline,
along with Trees,electric polls and other public utility [Link] width
of Drain is 11 ft only so its not possible to maintain 12 ft depth sandy earth
cutting open channel near [Link] proposals are considered as laying
biggest diameter pipe or barrel as per [Link] projects required free
space along the channel for [Link] per demarcation done by revenue
department 12 trees,15 electric polls,transfarmers and some building land (site
plan attached) in [Link] the removal of the obstructions work execution
possible at site.
Finanace
For toba darvesha link drain work execution fund required but still department
have not any fund for this project.

During the field inspection conducted today, it was observed that the
proposed Tohana Diversion Drain (RD 0 to RD 7000) is technically feasible.
However, implementation of the project would require acquisition of
agricultural land and relocation of several utilities.
In the reach from RD 200 to RD 1100 (approximately 900 metres), there is an
existing 2.5-ton BMG pressure pipeline, along with a green belt and other
public utility infrastructure. At RD 24150, the proposed drain would also
intersect the Bahar Singh Wala Drain, where an outlet arrangement would be
required.
The Executive Engineer stated that the BMG pressure pipeline between RD
200 and RD 1100 cannot be shifted within a short period. In addition, the
presence of PSPCL power transformers, poles, and other public utility
services would require extensive shifting work and coordination meetings,
making it difficult to complete the project before the monsoon.
Accordingly, under the directions of the Deputy Commissioner, Mansa, a
committee has been constituted to examine the matter.

The committee was directed to meet in the office of the Medical
Superintendent, Mansa, at 10:00 AM on 04-08-2026. During the meeting, all
aspects of the proposed drain were discussed in detail.
The committee observed that:
 The existing BMG pressure pipeline, green belt, and other public
utilities lie within the alignment of the proposed Tohana Diversion
Drain and would require shifting.
 The drain alignment also passes close to residential structures at some
locations, with the available width being only about 12 feet.
 Shifting the BMG pipeline alone would require approximately 11 feet
of width, leaving almost no space for the drain, making execution
extremely difficult.
 During the 2025 flood season, floodwater had also passed through the
proposed alignment. Therefore, constructing the drain along this route
may adversely affect nearby residential areas.
 The committee further noted that if a drain with a 1:1 side slope and a
25-foot bed width is constructed, the required top width would be
around 75 feet, which is not practically available.
 Even if the bed width is reduced to 10 feet, the top width would still be
around 30 feet, whereas only about 11 feet is available at several
locations.
 Constructing vertical retaining walls would also not be technically or
economically feasible.

Toba Darvesha Drain (RD 0 to RD 7000) – Site Status and Issues

Land Perspective;
The Toba Darvesha Drain (RD 0 to RD 7000) is a notified drain. The Drain land
belongs to municipal Council, Bhikhi, Gram Panchayats of village Bhikhi
and,Samaon as per revenue record.(Attached).
The reach between RD 200 to RD 1100 belongs to municipal Council, Bhikhi.
As per municipal act, the “all public sewers and drains, and all sewers, drains,
culverts and watercourses in or under any public streets, or constructed by or
for the committee alongside any public street, and all works, materials and
things appertaining thereto” vests in and is under the control of the
committee. This Property vested in committee, the decision shoud be taken by
municipal body. The worthy Principal Secretary, Water Resource Department,
Punjab also directed to all respected deputy commissioners in the state of
Punjab that the responsibility of cleaning/clear of these drains and choes
within municipal areas lies with the respective municipal bodies.
Issue
Within the critical reach from RD 200 to RD 1100, an existing 2.5-ft diameter
underground pipeline exists since many years back which is not laid by this
department.

Land width of Drain is 11 ft [Link] land is not clear as several trees, electric
poles and electrical transformers are also upon it or very close and also near
BMG Palace, Green Hotel and other firm boundry walls just adjacent to drain
land. After removal of these obstructions by concerned departments execution
of earthwork is possible for any kind of future project.
However, the existing pipeline area/ land is occupied by several public utilities,
including:
 PSPCL power poles (15) and transformers
 Approximately 12 mature trees
There are also present boundary walls of BMG Palace, Green Hotel and other
firm adjacent to land.
Several meetings have been held with farmers and the affected stakeholders;
however, no mutually acceptable solution has been reached.
Technical Assessment
During the field inspection, it was observed that the existing drain (pipeline
area) corridor is highly constrained due to the presence of the underground
pipeline, trees, electric poles, transformers, and nearby firm boundaries.
The notified drain width is only 11 ft, So it is not feasible to construct a 12-ft
deep open channel (kacha) with safe side slopes and sandy earth excavation
adjacent to existing buildings due to land occupaied by several poles,
transformers,trees as explained above.
Accordingly, the following technical alternatives have been considered after
removal of such obstructions:
1. Replacement of the existing pipeline with the largest feasible diameter
RCC pipeline as per Design.
2. Construction of an barrel like open channel to carry the required
discharge after design.
Both alternatives are implemented after clearing the working space from
trees,electric polls,transformers and agreed the nearest firms for excavation
subjected to funds avaialbilty and agreement between both parties.
As per the demarcation conducted by the Revenue Department, the proposed
alignment is obstructed by:
 12 trees
 15 electric poles
 PSPCL transformers
 Portions of private/commercial building land (as per attached site plan)
Execution of either proposal will be possible only after removal or shifting of
these obstructions by the concerned departments
Conclusioin:- As explained above Execution of either proposal will be possible

[Link] the land belongs to municipal Council, Bhikhi ,so decision
shoud be taken by repective municipal body for execution of any suitable
work.

 Notified Status: The Toba Darvesha Drain is a notified drain.

3. Land Ownership and Administrative Status

As per the revenue record and demarcation conducted by the Revenue Department, the land
pertaining to the Toba Darvesha Drain falls under the ownership/recorded possession of the
Municipal Council, Bhikhi, and Gram Panchayats of villages Bhikhi and Samaon, as
applicable. The relevant revenue record/demarcation plan is enclosed with the report.

In particular, the reach from RD 200 to RD 1100 falls within the land of the Municipal
Council, Bhikhi.

As per the provisions of the applicable Municipal Act, public sewers, drains, culverts,
watercourses and works associated therewith, situated in or under public streets or
constructed by/for the Municipal Committee alongside public streets, vest in and remain
under the control of the concerned municipal body, subject to the applicable statutory
provisions.

Further, the directions issued by the Principal Secretary, Water Resources Department,
Punjab, to the Deputy Commissioners of the State in year 2024, 2025 regarding
cleaning/clearance of drains and choes falling within municipal areas indicate that the
responsibility for such drains within municipal limits rests with the concerned municipal
bodies.

Accordingly, since the critical reach from RD 200 to RD 1,100 falls within the land of
Municipal Council, Bhikhi, the matter regarding execution of any suitable
improvement/reconstruction work in this reach may appropriately be considered and decided
by the competent municipal body.

4. Existing Situation and Issue

An existing approximately 2.5-ft diameter underground pipeline is present in the reach

from RD 200 to RD 1,100. The said pipeline has reportedly been in existence for many years
and was not laid by the Water Resources Department.
Local farmers have requested that the existing underground pipeline be replaced with an
open drainage channel to improve the carrying capacity and conveyance of storm/drainage
flows.

5. Existing Obstructions and Site Constraints

As per the field inspection and Revenue Department demarcation, the proposed working
corridor is occupied or constrained by the following:

1. Existing underground pipeline of approximately 2.5-ft diameter.

2. Approximately 12 mature trees located within or very close to the proposed
alignment.
3. Approximately 15 PSPCL electric poles.
4. PSPCL electrical transformers located within/adjacent to the proposed working
corridor.
5. Boundary walls and portions of adjoining properties/commercial establishments,
including BMG Palace, Green Hotel and other firms/properties, immediately
adjacent to the drain land.
6. Limited available drain width of only approximately 11 ft.

The above constraints significantly restrict the possibility of undertaking conventional

earthwork without first obtaining clearance of the affected utilities and other obstructions.

6. Technical Assessment

During field inspection, the existing corridor from RD 200 to RD 1,100 was found to be
highly constrained.

The available notified drain land is approximately 11 ft wide, whereas a conventional open
earthen drain capable of carrying the required discharge would require substantially greater
width, particularly where adequate side slopes, excavation depth, stability and maintenance
access are to be provided.

The proposal for constructing an approximately 12-ft-deep kacha/open channel within the
available 11-ft-wide corridor is therefore not possible because the existing electric poles ,
tress and electric transformers.

After considering the site conditions, two broad technical alternatives may be examined:

Alternative-I: Replacement/Upgradation of Existing Underground Pipeline

The existing approximately 2.5-ft diameter pipeline may be replaced with the largest
technically feasible RCC/appropriate drainage pipe diameter, based on detailed hydraulic
and structural design and availability of funds.

Alternative-II: Construction of a Lined/Barrel-Type Open Drain

A lined/box/barrel-type open or covered drainage structure may also be considered

instead of a conventional kacha drain.
The final dimensions and type of structure should be determined only after carrying out the
requisite hydraulic survey, level survey, structural design and site verification.

Accordingly, execution of either technical alternative cannot be undertaken effectively

until the required working area is made available.

9. Stakeholder Consultations

Several meetings/discussions have been held with the local farmers and other affected
stakeholders regarding the existing drainage arrangement and the demand for replacement of
the underground pipeline by an open drain.

10. Conclusion and Recommendation

From the site inspection, revenue demarcation and technical assessment, it is observed that
the reach from RD 200 to RD 1,100 is highly constrained because of an existing
underground pipeline, approximately 12 mature trees, 15 PSPCL electric poles, transformers
and boundary walls/structures of adjoining properties. Accordingly, execution of either
technical alternative as above cannot be undertaken effectively until the required
working area is made available. Since the critical reach from RD 200 to RD 1,100 falls
within the land of Municipal Council, Bhikhi, the matter regarding execution of any suitable
improvement reconstruction work in this reach may appropriately be considered and decided
by the concerned municipal body.
