Plan in Barangay Poblacion, San Vicente, Palawan.”

This study assessed the perceived responsiveness of the Barangay Disaster Risk
Reduction and Management Plan (BDRRMP) in Barangay Poblacion, San
Vicente, Palawan. Specifically, the study examined the implementation and
responsiveness of the BDRRMP in terms of disaster prevention and mitigation,
disaster preparedness, disaster response, and rehabilitation and recovery. It also
identified the strengths, challenges, and strategies employed by the Barangay
Local Government Unit (BLGU) and the Municipal Disaster Risk Reduction
and Management Office (MDRRMO) in implementing disaster risk reduction
and management programs within the locality.

The study utilized a descriptive mixed-method research design employing both

quantitative and qualitative approaches. The quantitative aspect focused on
gathering numerical data regarding residents’ perceptions of the responsiveness
of the BDRRMP, while the qualitative aspect explored the experiences, insights,
strengths, challenges, and strategies of barangay officials and MDRRMO
personnel in implementing disaster management programs. The respondents
included selected residents of Barangay Poblacion, barangay officials, and
MDRRMO personnel. A total of 358 resident-respondents were selected through
simple random sampling using Slovin’s Formula with a 5% margin of error,
while purposive sampling was used for barangay officials and MDRRMO
personnel due to their direct involvement and expertise in disaster risk reduction
and management implementation.

Data were gathered through a researcher-made questionnaire and a structured

interview guide. The questionnaire measured the level of perceived
responsiveness of the BDRRMP using a four-point Likert scale, while
interviews provided in-depth information regarding disaster preparedness,
emergency response operations, climate change adaptation measures,
implementation challenges, and responsiveness strategies. The gathered
quantitative data were analyzed using composite mean, while thematic analysis
was utilized for the qualitative data. The research instrument underwent
validation and pilot testing, yielding a Cronbach’s Alpha coefficient of 0.98,
indicating excellent internal consistency and reliability.

Findings revealed that the implementation of the BDRRMP in Barangay

Poblacion was generally perceived as highly responsive. In terms of prevention
and mitigation, the BDRRMP obtained a composite mean of 3.30 interpreted as
High Responsiveness. In disaster preparedness, the composite mean of 3.35 also
indicated High Responsiveness, while disaster response obtained the highest
composite mean of 3.37 interpreted as High Responsiveness. Rehabilitation and
recovery gained a composite mean of 3.33 interpreted as High Responsiveness.

Overall, the study obtained a grand mean of 3.34 interpreted as High

Responsiveness, indicating that residents generally perceived the Barangay
Disaster Risk Reduction and Management Plan as responsive and effective in
addressing disaster-related concerns in the community.

The qualitative findings further revealed that the strengths of the BDRRMP
included proper alignment of disaster management plans across governance
levels, organized DRRM councils, effective information dissemination systems,
active community participation, and implementation of environmental
management activities such as canal cleaning and mangrove rehabilitation.
However, the study also identified several challenges affecting the
implementation of the BDRRMP, including limited funding, insufficient
resources and equipment, capacity gaps among newly elected officials, and
dependency on higher-level government support. To address these concerns, the
BLGU and MDRRMO implemented strategies such as training and capacity-
building programs, disaster drills, formation of emergency response teams,
resource mobilization, environmental protection initiatives, and strengthening of
coordination and communication systems.

The study concluded that Barangay Poblacion demonstrates a highly responsive

Barangay Disaster Risk Reduction and Management Plan in terms of prevention
and mitigation, preparedness, response, and rehabilitation and recovery. Despite
existing challenges related to funding and technical capacity, the barangay
continues to implement proactive disaster risk reduction and climate change
adaptation measures that contribute to community preparedness, resilience, and
safety.
