1. GENERAL
2. INTENT OF SPECIFICATION
2.1 The specification broadly covers the following substation works:-
3. SCOPE OF WORK
Any other items not specifically mentioned in the specification but which
are required for erection, testing and commissioning and satisfactory
operation of the bays are deemed to be included in the scope of the
specification unless specifically excluded.
245 kV SF6 gas insulated switch gear shall be as per SLD enclosed The
Switchgear (50 Hz) shall be complete with all necessary terminal boxes, SF6
gas filling, interconnecting power and control wiring, grounding connections,
gas monitoring equipment & piping and support structures along with
necessary base plate & foundation bolts.
The SF6 gas insulated switch gear shall be of the indoor metal- enclosed
type, comprising of following modules:-
a) Three/Single isolated phase, 50kA for 1 second, SF6 gas- insulated
metal enclosed bus bar of 245kV along with bus PT and LA as per SLD
including:-
(i) Gas monitoring devices, barriers, pressure switches, UHF PD Sensors
etc. as required.
(ii) End Piece module with the test link for Future extension of Bus bar

module. The end piece module may be designed in such a way so that
future GIS module may be tested without extending voltage to existing
bus by removing the test link. In case, 245kV Main Bus bar is offered
with 3-ph enclosure, extension piece module shall include Adapter
module to convert it to three individual 1-ph bus bar enclosures and
same shall be deemed to be included in 245kV Bus Bar module.
(iii) Local control cubicle.
b) 245kV, 50kA for 1 second, SF6 gas-insulated metal enclosed ICT/ power
transformer bay module as per SLD including:-
(i) Gas monitoring devices, barriers, pressure switches UHF PD Sensors
etc. as required.
(ii) Local control cubicle.
c) 245kV, 50kA for 1 second, SF6 gas-insulated metal enclosed Line bay
module as per SLD including: -
For 66kV system, independent BCU per bay having facility of connecting
all required digital I/O & analogue signal for both bays shall also be
acceptable.
Bidder to provide Line Current Differential protection relay for the
remote end also. Necessary Cabling, Wiring & modification for the
integration Line current differential protection relay in the existing panel (if
space available) or supply of separate panel at the remote end is in the
scope of the Bidder.
All protection relays shall be Numerical type with IEC 61850 compliant
suitable to communicate with SAS.
iii) GIS building, Relay room and AHU room shall be provided for the same.
Civil works including all foundations for all equipment inside GIS
building. The cable trenches inside GIS halls & associated LCC/Relay
rooms.
iv) Security hut including plumbing etc. Septic tank and soak pit for security
hut
v) Car Parking.
vi) Permanent water supply for control room building and security hut.
vii) External sewerage system.
viii) Foundations of AIS equipment including Power Transformer alongwith
jacking pad & pylon supports, rail track & fire resistant wall between
Transformers and Foundations / Civil works.
ix) Earth mat.
x) Cable trenches, culverts, rail tracks etc.
xi) Drainage system in the substation.
vii) Geotechnical/Soil investigation including earth resistivity
measurement.
viii) External water supply arrangement for control room building,
underground water storage tank for office etc.
ix) External sewerage system.
x) Drainage system in the substation including culverts. Section details
shall be as per owner supplied drawings however the drainage layout
shall be prepared by the contractor.
xii) Construction of septic tank & soak pit for control room and residential
building.
4.1.6 Heating system for Buildings: Oil flow type heat convectors each of 2000 Watts,
220V AC with ISI mark shall be provided for various buildings i.e. CRB cum,
AHU room,. as per BPS. These convectors shall have thermostatically
controlled operation and shall be suitable for operating under specified climatic
conditions. Power supply receptacles with DP-MCB switches of adequate rating
shall be provided in every room. These receptacles shall be fed from AC
distribution board. Quantity & location of these receptacles shall be finalized
during detailed engineering.
The bidders are advised to visit the substation sites and acquaint
themselves with the topography, infrastructure and also the design
philosophy before filling the bid. Before proceeding with the construction work
of the new Sub-stations and existing substations, the Contractor shall fully
familiarize himself with the site conditions and General arrangements & scheme etc.
Though the Owner shall endeavor to provide the information, it shall not be binding
for the Owner to provide the same. The bidder shall be fully responsible for providing
all equipment, materials, system and services specified or otherwise which are
required to complete the construction and successful commissioning, operation &
maintenance of the bays in all respects. All materials required for the Civil and
construction/installation work shall be supplied by the Contractor. The cement and
steel shall also be supplied by the Contractor.
Note:- Construction of above civil works shall be in the scope of Bidder. Requirement
of accommodation shall be tentatively be as under:-
6 SCHEDULE OF QUANTITIES
The requirement of various items /equipments and civil works are indicated in
Bid price Schedules.
All equipments/items and civil works for which quantities has been given in
the BPS shall be payable on unit rate basis. During actual execution, any
variation in such quantities shall be paid based on the unit rate under each
item incorporated in the letter of award.
Wherever the quantities of items/works are indicated in lot/ set, the bidder is
required to estimate the quantity required for entire execution and completion
The detailed bill of quantities of the mandatory spares is given in the bid price
Schedules .
Bidder should include all such items in the bid proposal sheets, which are
not specifically mentioned but are essential for the execution of the contract.
Item which explicitly may not appear in various schedules and required for
successful commissioning of substation shall be included in the bid price
and shall be provided at no extra cost to Employer.
Single line diagram and layout arrangements are enclosed with the bid
documents, which shall be further engineered by the bidder. The drawings
enclosed shall give the basic scheme, land plan, structures. In case of any
discrepancy between the drawings and text of specification, the
requirements of text shall prevail in general. However, the Bidder is advised
to get these clarified from Employer.
8 MANDATORY SPARES
The Mandatory Spares shall be included in the bid proposal by the bidder.
The prices of these spares shall be given by the Bidder in the relevant
schedule of BPS and shall be considered for evaluation of bid. It shall not
be binding on the Employer to procure all of these mandatory spares.
9 SPECIFIC REQUIREMENT
9.1 The broad scope of the procurement of Communication Equipment shall
include planning, designing, engineering, supply, transportation, insurance,
delivery at site, unloading, handling, storage, installation termination,
testing, training and demonstration for acceptance, commissioning and
documentation for:
9.2 Ventilation system shall be completely operational before starting the work of GIS.
9.3 Fire detection and Alarm (FDA) system shall be conventional type.
9.4 Contractor shall procure bought out items from sub vendors after ensuring
compliance to the requirements / conditions mentioned in the specification.
Contractor shall explore first the possibilities of procuring the bought out items
form PGCIL/PSTCL approved existing vendors. In case of their unavailability
/non response, contractor may approach PSTCL for additional sub vendor
approval.
9.5 The Contractor shall be responsible to select and verify the route, mode of
transportation and make all necessary arrangement with the appropriate
authorities for the transportation of the equipment. The dimension of the
equipment shall be such that when packed for transportation, it will comply with
the requirements of loading and clearance restrictions for the selected route. It
shall be the responsibility of the contractor to coordinate the arrangement for
transportation of the transformers & reactors for all the stages from the
9.7 The Contractor shall have option to use post installed anchor bolts in place of
normal anchor bolts for fixing GIS module and GIS bus duct support structures
without cost implication to PSTCL. Galvanizing of post installed anchor bolts
shall be as per Section-Structures of technical specification.
9.8 Fasteners, Nuts, Bolts and washers for all non-standard structures shall be
included in the weight of structures.
9.9 The bidder shall be responsible for safety of human and equipment during the
working. It will be the responsibility of the Contractor to co-ordinate and obtain
Electrical Inspector's clearance before commissioning. Any additional items,
modification due to observation of such statutory authorities shall be provided
by the Contractor at no extra cost to the Employer.
9.10 Erection, Testing and Commissioning of Transformer, Relay & protection
panels, sub-station automation system and Tele-protection equipments shall
be done by the contractor under the supervision of respective equipment
manufacturers. Such supervision charges shall be included by the bidder in
the erection charges for the respective equipment in the BPS.
9.11 The duct connections should be such that it is possible to remove transformer
for repair and maintenance conveniently
9.12 The price of Bus-duct inside the GIS hall shall be integral part of the
respective bay module and it will not be paid separately. However, the
payment of bus-duct for outside the GIS hall alongwith support structure shall
be paid as per running meters in line with provision of Bid Price schedule.
9.13 For supply of SF6 Gas, the contractor shall obtain necessary license from
the concerned statuary authorities in India. The contractor shall comply with
all the legal & statuary requirements as per the local laws for importing,
handling & storage of SF6 gas in India. For this purpose PSTCL shall extend

necessary assistance (documentation etc) for obtaining such clearance &
licenses, however the complete responsibility for submitting the application
and co-ordination with authorities shall be in the scope of contractor.
9.14 The empty gas Cylinders may be taken back by the contractors after filling the
gas in GIS compartments. However, in view of the future maintenance
requirement, the contractor shall provide the Gas storage capacity equivalent
to the Gas used in largest Gas tight GIS Module. Further, the spare Gas shall
be supplied in Gas storage cylinders.
9.15 Floor of GIS Building shall have Polyurethane paintings and walls shall have
synthetic enamel painting for easy maintenance, proper cleaning & dust free
environment inside.
9.16 The contractor shall provide outdoor power SOCKET (with 400A rating)
suitable for oil filtration unit near 220/66kV transformer Area of switchyard.
The cable from Main switchboard to oil filtration units shall also be in the
scope of contractor.
9.17 Lightning Mast is indicated in Bid Price Schedules; however location of the
same is not marked on General Arrangement drawing. The requirement &
location of the same shall be decided during detailed engineering based on
DSLP layout & calculations submitted by the contractor for approval.
9.18 In the Sub-station automation system, each gas tight compartments of 220kV,
GIS shall be monitored individually. In case it is not possible to monitor the
gas tight compartment individually in one BCU, the contractor shall supply
additional BCU for the monitoring without any additional cost implication to
PSTCL.
9.19 The Switchgear shall be complete with all necessary terminal boxes, SF 6
gas filling, interconnecting power and control wiring, grounding connections,
gas monitoring equipment and piping, support structures. In addition all
necessary supports, ladders and seizer lifts etc. for operation &
maintenance work shall also be supplied.
9.20 The Contractor shall provide AC/DC feeders for complete future bays also
as per single line diagram in addition to bays under present scope.
9.21 Transformer Protection for 220/66kV,160MVA Transformer at
220/66kV GIS Substation:-
9.22 Training:
Training to five (5) persons of PSTCL on construction, installation,
commissioning and O&M shall be imparted by bidder free of cost. Duration
of the complete training shall be 5 working days, covering minimum below
specified curriculum. Any other specific area may be brought to notice and
included.

10 SCHEDULE OF QUANTITIES
The requirement of various items/equipments and civil works are indicated in
Bid Price Schedules(BPS).
All equipments/items and civil works for which bill of quantity has been
indicated in BPS (Bid price Schedules)shall be payable on unit rate basis.
During actual execution, any variation in such quantities shall be paid based
on the unit rate under each item incorporated in Letter of award.
Wherever the quantities of items/works are not indicated, the bidder is
required to estimate the quantity required for entire execution and completion
of works and incorporate their price in respective Bid price schedules. For
erection hardware items, Bidders shall estimate the total requirement of the
works and indicate module-wise lump sum price bay wise and include the
same in relevant Bid price schedules. For module identification, Bidder may
refer typical drawings enclosed with the specifications. Any material/works for
the modules not specifically mentioned in the description in BPS, as may be
required shall be deemed to be included in the module itself.
Bidder should include all such items in the bid proposal sheets, which are not
specifically mentioned but are essential for the execution of the contract. Item
which explicitly may not appear in various schedules and required for
11.1.1 Single line diagram and general arrangements are enclosed with the bid
documents for reference, which shall be further engineered by the bidder.
11.2 The reference drawings, which form a part of the specifications, are
enclosed. The bidder shall maintain the overall dimensions of the
substation, phase to earth clearance, phase to phase clearance and
sectional clearances.
11.3 The enclosed drawings give the basic scheme, layout of substation,
substation buildings, associated services etc. In case of any discrepancy
between the drawings and text of specification, the requirements of text
shall prevail in general. However, the Bidder is advised to get these
clarified from Owner.
For the purpose of present scope of work, technical specification shall consist
of following parts and they should be read in conjunction with each other.

The bidder shall include in his proposal the deployment of all special tools
and tackles required for erection, testing, commissioning and maintenance of
equipment. The special tools and tackles shall only cover items which are
specifically required for the equipment offered and are proprietary in nature.
However a list of all such devices should be
indicated in the relevant schedule provided in the BPS. In addition to this the
Contractor shall also furnish a list of special tools and tackles for the various
equipment in a manner to be referred by the Employer during the operation of
these equipment. The scope of special tools and tackles are to be decided
during detail engineering and the list of special tools and tackles, if any shall
be finalized.
