CHAPTER 1: OVERVIEW

1.1 Company capability synopsis


The Contractor is registered in Uganda executing various projects,
hence is well versed with both the laws and geographic knowledge of
the region. We are also well experienced in water supply works as can
be ascertained in works undertaken as provided.

A site visit was carried out therefore we are well acquainted with the
prevailing site conditions and are conversant with the work to be
executed.

2.1 Project goals

The project shall be executed in accordance with the contractual and


technical requirement specified. The main Project targets include:

 Timely Completion: The entire project shall be completed within 20


months; this shall be ensured by following program of works.

 Quality: The construction methods, materials and workmanship shall


meet the specifications.

 Environment: The work shall be harmonized with the National


Environment Management Agency (NEMA) regulations in place.

1.3 Overall Coordination and Communication


Effective project communication is crucial for the success of this project
and requires the attention of everyone involved. All project
communications must be clear and concise, ensuring that personnel at all
levels are informed about developments, decisions, and changes in a
timely manner. Each communication, including instructions, faxes, and
emails, should be properly identified and include a project reference
number. Whenever possible, individual communications should focus on a
single subject.

All correspondence generated within the consortium must be verified and


signed by the Project Manager, with a copy provided to the client. In the
Project Manager's absence, any correspondence should be signed by
either the Site Manager or the Department Head from which the letter
originates.

All incoming project correspondence must be recorded in the Incoming


Correspondences Register, as specified in the documentation procedures.

Detailed procedures for managing outgoing correspondence—including
document preparation, numbering system, insurance, registration, and
filing—will be implemented according to the guidelines mentioned above.

1.4 Project Management


The Project Manager will be authorized to oversee the entire project and
will serve as the primary point of contact between the company and the
client.
A Site Manager will be appointed to the project, who, under the general
guidance of the Project Manager, will assume responsibility for all
construction activities at the site. This includes ensuring site safety, as
well as personnel, equipment safety, security, and environmental
concerns. The Site Manager will directly interface with the client to
coordinate activities and will deputise the Project Manager as needed.

To successfully execute the project, the company will collaborate closely


with the client at all levels throughout the project's duration.
At the beginning of the project, coordination and communication
procedures will be established to promote a “One Team” approach to
project execution.
The company is eager to build a strong and lasting relationship with the
client both during and after the project's completion.

1.5 Engineering
All engineering work will be carried out by the company's Technical
Department, in collaboration with part-time experts.
Other disciplines will be determined by the respective manufacturers,
while the Technical Department will oversee overall engineering
management, including approval and revision control.

1.6 Procurement
All permanent materials and consumables needed for the project will be
managed, expedited, and transported with the necessary logistics by the
procurement department at the head office. To ensure timely delivery to
the work site and support construction activities, we plan to utilize
existing, well-established sources within the company to serve as the
supporting field base operation.

1.7 Construction
The Site Agent will have overall responsibility for construction and site
management, including overseeing the construction teams. They will
assist the Site Engineers, Safety Officer, and ensure that materials and
resources are in place to achieve timely completion of the work.
The Project Manager will work directly under the client's supervision to
ensure that there is sufficient Labor, materials, and resources available,
and that the project is completed as specified by the client.

1.8 Organisation
Project management will be carried out on a task force basis under the
leadership of an experienced project manager. This project manager will
serve as the central point of contact for all project activities and will act as
the primary interface with the client.

The project manager will be supported by the following key personnel: -


 Site Agent/Manager
 Technical Department
 Procurement Officer
 HSE Officer
 Site Clerk

1.9 Project kick-off and project execution plan
An internal kick-off meeting, which will be the first formal gathering, will
be held with the project team to strategize how to handle the project
activities. The project manager will outline the contract requirements and
various methods that will be adopted for project execution.

We will be allowed 22 days for mobilization, during which we will secure


land for the campsite, establish locations for offices, stores, and utilities,
source materials and perform testing where applicable, mobilize skilled
personnel to the site, assess security measures, and recruit semi-skilled
workers. This period will also serve to familiarize the team with the local
site and build rapport with the client's representative, as well as make any
necessary reviews. Additionally, it will help us connect with local
authorities in the project area prior to the project's commencement.

Once we acquire the site, we will have 45 days to deliver materials and
construct temporary structures on-site. This timeline accounts for
unpredictable weather conditions that may render roads to material sites
impassable and could damage some materials and equipment. Weekly
programs will be developed based on the main work schedule, and we will
evaluate progress at the end of each week during meetings.

All semi-skilled Labor will be recruited from the local area, prioritizing
individuals with prior construction knowledge to minimize accidents on the
site. This approach is intended to ensure that the local community
benefits from the project and understands its goals, which will aid in
sensitizing others in the area. Furthermore, establishing a good
relationship with the community will help minimize the loss of materials
and tools on site.

2.0 Materials Storage and Control on site


The Joint Venture between Karmen construction company Limited and
Anhui Sijian Holding Group Co. Ltd will submit site management
arrangements to the Engineer/client’s supervisor for approval before
delivering any materials to the site. This submission will include the site

layout, handling procedures, and a delivery and tracking system to
monitor the status of all materials for the final works.

All materials delivered to the site must be kept free from contact with
harmful substances and should be placed as close as possible to their
intended final use to minimize double handling. Different sizes and types
of aggregates must be stored in separate stockpiles, with suitable
partitions between them.

This storage guideline applies to all materials brought to the site,


including pipes. Karmen construction company Limited and Anhui Sijian
Holding Group Co. Ltd will ensure that substantial quantities of materials
are always maintained on-site to guarantee continuity of work and to
prevent idle time for workers and equipment.

CHAPTER 2: INTRODUCTION
This method statement details the methods and procedures which will be
employed to produce high quality construction works to meet the client’s
requirements while adhering to local authority and statutory building,
planning and public Health regulations and codes as well as general good
construction practice.

This Statement is drawn based on:

 The briefing as regards the scope of works.


 Availed unpriced BOQs.
 Information obtained from site visits.
 Drawings.

2.1 Brief description of works


2.1.1 The site
The site of the works is situated in Kalungu

2.1.2 The works


The Works consist of.

 General items.
 Kyamulibwa Spring Redevelopment.
 Lwabenge Spring Development
 Raw and clear mains
 Miwuula tanks
 Source site works’
 Mechanical works installation

2.2 Site mobilization and preliminary site works


Mobilization of personnel, equipment and materials will commence
immediately upon being awarded the contract and being granted
access to site.
Part of the available space will be demarcated and reserved as the site
working area.

Temporary building i.e., container will be installed for storage
whereas, a worker sheds will be simple in iron sheet/timber
construction.
Any submittals such as certification of suppliers, work program etc. as
may be stipulated in the contract or requested by the client will be
submitted.

2.3 Materials, Personnel and Plant


2.3.1 General
We have sufficient resources in terms of materials, equipment and
human resources to work under the proposed work programme.

2.3.2 Site management, supervision and work force.


A qualified and experienced Project Manager, Site Engineer and site
foremen will oversee the construction process. A qualified and sufficient
work force will be assigned to the site to meet the programme and
quality requirements of the client.

2.3.3 Plant and equipment


The equipment required for the work scope for example excavator, tipper
trucks, rollers etc. are owned by the contractor.

2.3.4 Materials
All the materials specified / required are locally obtainable. Early and
scheduled procurement will be employed for any other materials
requiring importation just in case.

The following materials will be used for the work.

Coarse aggregates:
This will be machine crushed, clean and well graded and will be free from
decomposed material, vegetable matter and other deleterious
substances and shall meet all relevant requirements in the specifications.

Sand:
This will be obtained locally.
Lime:
High-purity and highly reactive hydrated lime obtained from local
suppliers will be used.
Cement:
Ordinary Portland Cement, grade 3 2. 5 will be used and will be got from
Local suppliers of Tororo cement, including national Bureau of standards
certificate for each batch.

Bricks:
Well-burnt clay bricks will be obtained from accredited local suppliers.
Concrete blocks:
These will be obtained from local suppliers.
Water:
Clean tap water obtained NWSC will be used.
Timber for formwork:
Sawn timber will be obtained locally.
Steel reinforcement bars:
High-yield steel reinforcement bars obtained from local suppliers will be
used.

2.4 Quality Control and Quality Assurance


To achieve high-quality construction products, we will implement the
following construction methods and techniques:
Testing and analysis:
We will conduct testing and analysis of construction materials in
accordance with the specifications or recommendations from the
Engineer.

Documentation submission:
We will submit inspection reports, compliance certificates, and manuals
from our suppliers. We also recommend that the client obtains similar
documentation from their nominated suppliers and subcontractors.
Skilled workforce:
A skilled supervisory and technical workforce will be employed at both
our head office and construction sites.
Clear communication:
We will ensure a clear flow of information with the supervising consulting
team. This will facilitate timely decisions, preventing delays in the
construction work program due to communication issues.
Product certification:
Wherever possible, materials and components from suppliers and
subcontractors will be required to carry recognized product certifications
that meet the Engineer's standards. We will insist on obtaining product
warranties, guarantees, inspection certificates, and operation and
maintenance manuals for sensitive equipment, especially for electrical
installations.
Understanding contract documentation:
We are committed to thoroughly understanding the contract
documentation to verify the quality of specified materials. If there are
better alternatives available, we will suggest revisions to the Engineer
regarding the specifications or bills of quantities.

Early procurement orders:


We will place early procurement orders for both local and imported
materials that have long lead times. This will ensure that specified and
preferred materials and components are used in the project, helping us
meet program targets. A procurement schedule will be prepared and
submitted to the Engineer, and we will also submit relevant documents,
such as invoices, at each stage of the procurement process.

Defect management:
If any defects in the work are identified, they will be documented, and
immediate corrective measures will be taken in consultation with the
relevant supervising consultants.
Workshop inspection:
Our workshops will be open for inspection by the Engineer, who can
observe the assembly process or the materials sourced.
Protection of completed works:
Measures will be implemented to protect completed sections of the work
to prevent damage from ongoing construction activities.
Sample preparation:
Whenever possible, samples will be prepared for inspection by the
Engineer prior to ordering or installing them on site.

2.5 Contract documentation and timeframe


During the contraction period, Contract Administration records will be
maintained and made available to the consulting team upon request or
according to a pre-arranged submission schedule outlined in the contract
terms. These records will include daily and weekly site reports,
procurement schedules, test reports, and updated construction programs.
To ensure that the construction work is completed within the agreed-upon
contract period or any revisions made during the project's progress, the
following steps will be implemented:

1. Employing a sufficient Labor force with the necessary skill sets at all
stages of construction.
2. Continuously reviewing the construction program to identify
potential delay areas and taking the necessary corrective actions.
3. Notifying the Engineer of any factors that may be beyond the
contractor's control, such as delays in decisions by the consulting
team.
4. Ensuring timely procurement of materials and resources.

2.6 Protection of the environment
The project will be carried out with strong emphasis on environmental
care. We will adhere to the statutory regulations in force in Uganda
related to environmental protection and waste disposal, such as the
Environmental Act. Additionally, we will collaborate with the Engineer and
local environmental authorities to establish the necessary benchmarks.
The following specific areas will be prioritized:

Safe disposal of debris, sewage, and other waste products to prevent


pollution of watercourses, the atmosphere, or any nuisance to the public
or individuals.
Minimizing noise and the likelihood of physical injury to third parties by
selecting appropriate construction methods and using temporary screens.
We will also take measures to preserve green areas, trees, and natural or
artificial features on the site until their removal is specifically authorized
by the Engineer.

CHAPTER 3: WORK OPERATIONS

3.1 Preliminary works


The following activities will be undertaken as soon as the project is
assigned to us, and the site is handed over for work to commence:

1. Mobilization of equipment and personnel to the site.


2. Provision of a site store and offices for the engineer and their team.
3. Establishment of a project signboard.
4. Provision for testing materials as directed by the engineer.
5. Supply of a vehicle for the engineer.
6. Erection of workers' sheds.

3.2 Disconnect and relocate the existing services


 Existing water pipes and telecommunication lines to allow space for
the necessary excavations.

3.3 Kyamulibwa water source development


This method statement covers the re-development of the Kyamulibwa
Spring, including site preparation, excavation, construction of a 400 m³
reinforced concrete sump, gabion-lined protection channels, pipework, a
pump house, fencing, access manhole covers, roof vents, level indicators,
waterproofing, landscaping, paving, and associated ancillary works. The
works ensure the protection and functionality of the spring as a water
source, complying with the drawings provided, specifications, and relevant
standards

3.3.1 Site preparation and dewatering


We shall create a diversion

Diversion works:
1. Route by excavating to a depth of approximately 3.5 meters and a
width of about 5m adjacent to the existing spring.
2. The water stream shall be diverted just to a level that will allow
water flow through the diversion route and maintain flow in the

original river route to a level just about 500m below the top of the
water level.
3. This is done to maintain flow of water to the existing sump to
maintain supply of water to the existing treatment plant.
4. We shall then change the river’s course by using gunny bags filled
with compacted murram to block half of its natural flow.
5. We shall also place gunny bags filled with compacted murram about
3.5m downstream from the existing weir wall to prevent any back
flow of water.
6. This shall be followed by pumping out the water dammed between
the existing weir wall and the created temporary coffer dam
downstream till we can see the riverbed and create workspace.
7. Having constructed the Intake works for phase 1, we are more than
ready to do these works once approval is given.

Survey and setting out:


1. Mark the site layout for the sump, protection channel, pump house,
fencing, and ancillary structures using surveying equipment, as per
drawings.
2. Establish benchmarks and verify alignment with stream diversion.

Top-striping:
Strip topsoil to a depth less than 0.3 m across the 0.25 acres as well as
stockpiling it for reuse in landscaping.

Site levelling:

Backfill with imported hardcore, sand, and clay, compacting to 98% MOD
AASHTO density to raise the site above the flooding zone.

Construct an access road as specified, ensuring proper grading and


compaction.

3.3.2 Excavation
Sump excavation:
1. Excavate for the 400 m³ sump in ordinary soil to the required,
ensuring a stable base.

2. Slope or shore excavations to prevent collapse.

Protection channel excavation:


Excavate the protection channel to the required depth to divert water and
protect the spring source.

Surface preparation.
Prepare excavated surfaces to an inclination less than 45° for concrete
placement, ensuring a clean, level base.

Disposal:
Dispose of the required quantity of excavated soil to designated
waterfront fill sites, as directed by the engineer.

3.3.3 Gabion-lined protection channel:


Gabion installation:
1. Install uPVC-coated welded mesh gabion boxes filled with
imported hardcore, as per drawings.
2. Place gabions along the protection channel to prevent erosion
and stabilize the spring source.
3. Secure boxes with wire ties and ensure proper alignment and
stacking.

3.3.4 Sump construction


Blinding layer:
Place a 50–150 mm thick C15 concrete blinding layer (10 mm aggregate)
over the prepared sump base.

Formwork:
Install fair finish vertical formwork (width greater than 1.22 m) for sump
walls and columns, ensuring alignment and stability.

Reinforcement:
Place the required tonnes of 6–16 mm high-yield steel bars (460 N/mm²),
securing with binding wire and maintaining the required cover.

Concrete:
1. Pour C30 concrete (20 mm aggregate) for the sump base and walls,
using a pump.
2. Vibrate to eliminate voids and cure for at least 7 days.

Water proofing:
Install 250 mm wide rubber water stop bars (100 m) at construction joints
to ensure water tightness.

Formwork removal:
Remove formwork after 7–14 days, inspecting for defects and repairing as
needed.

3.3.5 Pump house construction


Foundation:
Construct a 250 mm thick C30 concrete slab with a 25 mm 1:3 cement-
sand screed and grey anti-skid industrial paint, as specified.

Block work:
1. Build 200 mm-thick dense concrete block walls (BS 7263) with 1:3
cement-sand mortar and hoop irons every three courses.
2. Install a 200 mm wide bitumen damp-proof course at the base of
the walls.

Roofing:
Construct a roof with sawn treated Cyprus timber (tie beams, purlins,
rafters, struts, wall plate, fascia board), gauge 24 preprinted GCI resin-
bonded sheets, and 112 mm uPVC gutters with DN80 drainage pipes.

Doors and windows:
Install steel casement doors (1 x 1800x2400 mm double leaf louvered, 1 x
900x2400 mm) and windows (1 x 1200x1500 mm, 1 x 600x600 mm),
including frames, ironmongery, and 300 mm PVO.

Ventilation:
Install the Pompy grills (200x200 mm, 30 m²) for ventilation, as specified.

3.3.6 Pipework and fittings


Pipe installation:
Install ductile iron double-flanged pipes (4 No.110 mm, 6No. 160 mm,
6No. 200 mm ND of length less than 5m, all PN16) and pipe inserts
(4No.110 mm, 4No.160 mm, 4No.200 mm ND of length less than 1m).

Fittings:
Install PN16 fittings: 90° bends (4 x 110 mm, 4 x 160 mm, 6 x 200 mm),
tees (4 x 160/160 mm, 4 x 200/200 mm), double collars (4 x 160 mm, 4 x
200 mm), blank flanges (2 x 160 mm, 2 x 200 mm).

Valves:
Install foot valves (1 x 160 mm, 3 x 200 mm), gate valves (2 each 110
mm, 160 mm, 200 mm, PN16), air valves (2 x 160 mm, 2 x 200 mm, 50
mm ND, PN25), non-return valves (1 x 160 mm, 1 x 200 mm, PN16), and
strainers (1 x 160 mm, 1 x 200 mm, PN10).

Bulk flow metres:


Install 2 x 160 mm ND electromagnetic bulk flow meters with couplings,
valves, and chambers.

Thrust blocks:
Construct thrust blocks as needed to resist hydraulic forces, integrated
with pipework.

3.3.7 Structural metal work
Gantry crane:
Install a manual gantry crane (2,000 kg capacity) with columns, beams,
braces, base plates, and a chain block, fixed to the reinforced concrete
structure, epoxy-painted.

Cheque plant flooring:


Install 6 mm thick galvanized mild steel chequer plate flooring (20 m²,
≤1.5 m wide) with frames and supports.

Access cover:
Install a heavy-duty mild steel open grid flooring access cover (3.0 m Dia,
10 m²) with lifting hooks and locking arrangement, welded to a precast
concrete structure.

3.3.8 Fencing and gates


Chain link fence:
We shall Construct 400 m of chain link fencing with 100x100 mm concrete
posts (Grade C25) and galvanized wire chain link (gauge 10, BS 1722),
topped with a triple row of barbed wire, anchored into a blockwork dwarf
wall, with a total height of 2–2.5 m, as per drawings.

Procedure:
1. Setting Out: Mark the fence alignment around the spring
development site (0.25 acres), ensuring coordination with the sump,
pump house, and access road. Use surveying equipment to maintain
accurate spacing (3 m between posts).
2. Excavation for Posts: Excavate post foundations (300x300x400 mm
deep) at 3m intervals as per drawings.
3. Concrete post: Installation of fencing posts using concrete C15
around the bases shall be done all around the spring source at
intervals of 3m as specified in the drawings.

4. Chain Link and Barbed Wire Installation: Attach gauge 10 galvanized
chain link wire (BS 1722) to posts using galvanized binding wire or
tension bands, ensuring tautness with tensioning tools.
5. Install three rows of galvanized barbed wire above the chain link,
securing to post brackets.

Gates:
We shall Supply and install a double-leaf metal field gate (3–4.5 m wide,
BS 3470) on C20 concrete pad foundations.

Procedure:
1. Foundation: Excavate for two concrete pad foundations
(600x600x600 mm) at gate post locations. Place a 50 mm plain
concrete blinding (C15) in the foundation bottoms to provide a
stable base.
2. Reinforcement: Provide and fix Hot rolled high yield ribbed bars of

3. Reinforcement for gate post columns: Provide and fix Hot rolled high
yield ribbed bars of yield strength of 460N/mm 2 to BS 4449 and of
nominal sizes 6 and 16mm for gate post columns per the drawings.
4. Gate Post Construction Formwork: Construct 300x300 mm formwork
for gate posts using plywood, ensuring alignment and stability.
5. Concreting: Pour C20 concrete into the formwork, ensuring proper
compaction with a poker vibrator.
6. Gate Installation: Install galvanized steel gate posts and hang the
double-leaf gate, ensuring level alignment and secure hinges/locks.

3.3.9 Access manhole covers and roof vents


Access manhole covers:

We shall Supply and fix a roof-mounted level indicator with a chlorine-
resistant floater for the sump.

3.3.11 Chemical dosing unit

Two tank chlorine dozer structure:


We shall construct two 1 m³ ceramic tile-lined tanks on a roofed, raised
reinforced concrete platform with access ladders, painted with approved
corrosion-resistant paint, and a clay tile roof.

1. Tank Construction: Build two 1 m³ tanks using C30 concrete with


internal ceramic tile lining for corrosion resistance (against alum,
soda ash, or chlorine).
2. Install rubber water stop bars (250 mm wide) at joints to ensure
water tightness.
3. Roofing: Construct a clay tile roof on treated Cyprus timber framing,
ensuring protection from weather and chemical fumes.
4. Access Ladders: Install galvanized steel access ladders
(internal/external) to the platform, securing to the concrete
structure with anchor bolts.

3.3.12 Gravity Chlorine dozer


We shall Supply and install 2 gravity chlorine dozers (PE or hard PVC) with
DN15 corrosion-resistant metering ball valves, 0–100 L/hr. discharge rate,
graduated flow meter, Y-strainer, and DN25 transparent PE dosing line.

Procedure:
1. Installation: Mount dozers on the raised platform, connecting to the
clear water well via DN25 PE dosing lines with fastenings at both
ends.
2. Components: Install DN15 metering ball valves, flow meters, and Y-

3.3.13 landscaping and paving


Landscaping:
We shall turf 0.25 acres with excavated topsoil, grass, and flower planting.

Procedure:
1. Spread stockpiled topsoil evenly over the designated area.
2. Prepare the surface by leveling and removing debris.
3. Plant grass and flowers as specified, watering regularly to establish
growth.

Paving:
We shall Pave walkways and parking areas with concrete pavers (180 m²),
as specified.

Procedure:
1. Excavate and compact the base to 98% MOD AASHTO density.
2. Lay a 50 mm sand bedding layer and place concrete pavers in the
specified pattern.
3. Compact pavers with a plate compactor and fill joints with sand.

3.3.14 Painting
External high gross paint:
We shall apply two coats of external quality high gloss oil paint to fascia
board (40 m², ≤30° inclination) and masonry walls (340 m², >60°
inclination), including surface preparation and undercoat.

Procedure:
1. Clean surfaces, removing dust and loose material.

2. Apply one undercoat and two high gloss topcoats, ensuring even
coverage.

Internal emulsion paint:


Apply two coats of internal quality emulsion paint to masonry walls (350
m², >60° inclination) in the pump house.

3.4 Lwabenge spring development


We detail the procedures for the development of the LWABENGE Spring,
including site preparation, excavation, construction of a 400 m³ reinforced
concrete sump, gabion-lined protection channels, pipework and fittings, a
pump house, a chemical dosing unit, chain link fencing, gates, access
manhole covers, roof vents, level indicators, waterproofing, landscaping,
paving, and associated ancillary works. The works are designed to protect
the spring source, ensure water quality, and facilitate water supply, as
specified in the BoQ and drawings.

3.4.1Site preparation and dewatering


Diversion works:
1. We shall create a diversion route by excavating to a depth of
approximately 3.5 meters and a width of about 5m adjacent to the
existing spring.
2. The water stream shall be diverted just to a level that will allow
water flow through the diversion route and maintain flow in the
original river route to a level just about 500mm below the top of the
water level.
3. This is done to maintain flow of water to the existing sump to
maintain supply of water to the existing treatment plant.
4. We shall then change the river’s course by using gunny bags filled
with compacted murram to block half of its natural flow.
5. We shall also place gunny bags filled with compacted murram about
3.5m downstream from the existing weir wall to prevent any back
flow of water.

6. This shall be followed by pumping out the water dammed between
the existing weir wall and the created temporary coffer dam
downstream till we can see the riverbed and create workspace.
7. Having constructed the Intake works for phase 1, we are more than
ready to do these works once approval is given.

Survey and setting out:


1. Mark the site layout for the sump, protection channel, pump
house, fencing, and ancillary structures using surveying
equipment, as per drawings.
2. Establish benchmarks and verify alignment with stream
diversion.

Top-stripping.
Strip topsoil to a depth less than 0.3 m across the 0.25 acres as well as
stockpiling it for reuse in landscaping.

Site levelling:
Backfill with imported hardcore, sand, and clay, compacting to 98% MOD
AASHTO density to raise the site above the flooding zone.

Construct an access road as specified, ensuring proper grading and


compaction.

Dewatering
1. Implement stream diversion to maintain a dry work area.
2. Use pumps to dewater the sump and channel excavation areas.
3. Construct temporary cofferdams with gunny bags and compacted
murram to protect work areas.

3.4.2 Excavation
Sump excavation:
1. Excavate for the 400 m³ sump in ordinary soil to the required,
ensuring a stable base.

2. Slope or shore excavations to prevent collapse.

Protection channel excavation:


Excavate the protection channel to the required depth to divert water and
protect the spring source.

Surface preparation:
Prepare excavated surfaces to an inclination less than 45° for concrete
placement, ensuring a clean, level base.

Disposal:
Dispose of the required quantity of excavated soil to designated
waterfront fill sites, as directed by the engineer.

3.4.3 Gabion -lined protection channel:


Gabion installation:
1. Install uPVC-coated welded mesh gabion boxes filled with
imported hardcore, as per drawings.
2. Place gabions along the protection channel to prevent erosion
and stabilize the spring source.
3. Secure boxes with wire ties and ensure proper alignment and
stacking.

3.4.4 Sump construction:


Blinding layer:
Place a 50–150 mm thick C15 concrete blinding layer (10 mm aggregate)
over the prepared sump base.

Formwork:
Install fair finish vertical formwork (width greater than 1.22 m) for sump
walls and columns, ensuring alignment and stability.

Reinforcement:
Place the required tonnes of 6–16 mm high-yield steel bars (460 N/mm²),
securing with binding wire and maintaining the required cover.

Concrete:
1. Pour C30 concrete (20 mm aggregate) for the sump base and walls,
using a pump.
2. Vibrate to eliminate voids and cure for at least 7 days.

Waterproofing:
Install 250 mm wide rubber water stop bars (100 m) at construction joints
to ensure water tightness.

Formwork removal:
Remove formwork after 7–14 days, inspecting for defects and repairing as
needed.

3.4.5 Pump house construction:


Foundation:
Construct a 250 mm thick C30 concrete slab with a 25 mm 1:3 cement-
sand screed and grey anti-skid industrial paint, as specified.

Block work
1. Build 200 mm-thick dense concrete block walls (BS 7263) with
1:3 cement-sand mortar and hoop irons every three courses.
2. Install a 200 mm wide bitumen damp-proof course at the base of
the walls.

Roofing:
Construct a roof with sawn treated Cyprus timber (tie beams, purlins,
rafters, struts, wall plate, fascia board), gauge 24 preprinted GCI resin-
bonded sheets, and 112 mm uPVC gutters with DN80 drainage pipes.

Doors and windows:


Install steel casement doors (1 x 1800x2400 mm double leaf louvered, 1 x
900x2400 mm) and windows (1 x 1200x1500 mm, 1 x 600x600 mm),
including frames, ironmongery, and 300 mm PVO.

Ventilation:
Install the Pompy grills (200x200 mm, 30 m²) for ventilation, as specified.

3.4.6 Pipe work and fittings
Pipe installation:
Install ductile iron double-flanged pipes (4 No.110 mm, 6No. 160 mm,

Install PN16 fittings: 90° bends (4 x 110 mm, 4 x 160 mm, 6 x 200 mm),

200 mm), blank flanges (2 x 160 mm, 2 x 200 mm).

Valves:
Install foot valves (1 x 160 mm, 3 x 200 mm), gate valves (2 each 110
mm, 160 mm, 200 mm, PN16), air valves (2 x 160 mm, 2 x 200 mm, 50
mm ND, PN25), non-return valves (1 x 160 mm, 1 x 200 mm, PN16), and
strainers (1 x 160 mm, 1 x 200 mm, PN10).

Bulk flow meter:


Install 2 x 160 mm ND electromagnetic bulk flow meters with couplings,
valves, and chambers.

Thrust blocks:
Construct thrust blocks as needed to resist hydraulic forces, integrated
with pipework.

3.4.7 Structural Metalwork


Gantry crane:
Install a manual gantry crane (2,000 kg capacity) with columns, beams,
braces, base plates, and a chain block, fixed to the reinforced concrete
structure, epoxy-painted.

Chequer plate flooring:


Install 6 mm thick galvanized mild steel chequer plate flooring (20 m²,
≤1.5 m wide) with frames and supports

Access cover:
Install a heavy-duty mild steel open grid flooring access cover (3.0 m Dia,
10 m²) with lifting hooks and locking arrangement, welded to a precast
concrete structure.

3.4.8 Fencing and gates


Chain link gate:
We shall Construct 400 m of chain link fencing with 100x100 mm concrete
posts (Grade C25) and galvanized wire chain link (gauge 10, BS 1722),
topped with a triple row of barbed wire, anchored into a blockwork dwarf
wall, with a total height of 2–2.5 m, as per drawings.

Procedure:
1. Setting Out: Mark the fence alignment around the spring
development site (0.25 acres), ensuring coordination with the
sump, pump house, and access road. Use surveying equipment
to maintain accurate spacing (3 m between posts).
2. Excavation for Posts: Excavate post foundations (300x300x400
mm deep) at 3m intervals as per drawings.
3. Concrete post: Installation of fencing posts using concrete C15
around the bases shall be done all around the spring source at
intervals of 3m as specified in the drawings.
4. Chain Link and Barbed Wire Installation: Attach gauge 10
galvanized chain link wire (BS 1722) to posts using galvanized
binding wire or tension bands, ensuring tautness with tensioning
tools.
5. Install three rows of galvanized barbed wire above the chain link,
securing to post brackets.

Gates:
We shall Supply and install a double-leaf metal field gate (3–4.5 m wide,
BS 3470) on C20 concrete pad foundations.

and reinstatement, as per the BoQ and referenced standards. The works

will include site clearance, excavation, pipe laying, backfilling, and
ancillary structures, ensuring a functional water supply system.

Site preparation and clearance:


1. Clear a 3m-wide strip (12 ha total) along the raw water main
alignment, removing vegetation, debris, and obstructions.
2. Stockpile topsoil for reuse and dispose of unsuitable materials at
approved sites.

Survey and setting out


1. Mark the pipeline alignment, trench locations, and positions for
fittings, valves, chambers, and supports using surveying equipment,
as per drawings.
2. Establish benchmarks and reference points for levels and alignment.

Excavation:
1. Excavate trenches to depths not exceeding 1.5m for pipes and
ensuring a minimum width for working space.
2. In case of rocks, we shall use appropriate tools to excavate into the
rocks.
3. We shall ensure sloping trenches to prevent collapse, following
geotechnical recommendations.

Foundation excavation:
1. Compact the trench base to the specified bearing capacity.
2. Remove unsuitable material and replace with compacted granular
fill, if required.

Pipelaying and jointing:


1. Supply and lay Ductile Iron/Steel Pipes of DN 160mm (600m) and
DN 200mm (100m) PN16 pipes with spigot and push-on flexible
joints to BS EN 545.
2. Ensure cement mortar linings are intact and clean pipes of debris.
3. Install pipes in trenches or on reinforced concrete supports for river

Reinforced concrete supports:
Construct 125 supports (height ≤1.5m) and 75 supports (1.5–2.5m) for
pipes (DN ≤ 250mm) using C25 concrete.

1. Include foundation bases, murram backfill, galvanized straps, and


bolts, as per drawings.
2. Ensure supports are level and aligned to prevent pipe movement.

Backfilling:
1. Backfill trenches with excavated material (where suitable) or
murram, compacting in 150mm layers to 95% Proctor density.
2. Use imported granular material or concrete surrounds where
specified.

Reinstatement:
1. Break up and reinstate 250m of gravel roads (for pipes ≤400mm
ND), both temporarily and permanently, as per drawings.
2. Compact reinstated surfaces to match existing road conditions.

HDPE pipe supply:


1. Deliver HDPE pipes (DN 32mm, 40mm, 50mm, 80mm, PN10) to
NWSC Stores in Kanungu for intensification, as per BS 3505.
2. Ensure pipes are stored properly to prevent damage or deformation.

CHAPTER 4: CONSTRUCTION QUALITY CONTROL PLAN (CQCP)

4.1Introduction
This Construction Quality Control Plan (CQCP) will ensure construction
procedures are performed in compliance with the plans and specifications
under the contract. This CQCP will provide a means to maintain effective
quality control at the Site. The quality control measures as presented
herein include quality control organization; methods of performing,
documenting, and enforcing quality control operations of the Contractor.

The Quality control of the construction works shall be monitored to ensure


compliance with the technical specifications and contract requirements.
The aim of quality control is two-fold, first to achieve high quality
construction, and second is to rationalize the work procedure for time
saving and efficient progress of work within budgeted cost. It shall be
ensured by the supervision of consultants that detailed records are kept,
and statistical analysis made, measurements and productivity to produce
control diagrams.
