The attention of Principals of Government Degree Colleges is drawn to the subject and
references cited and are informed that the Commissionerate of Higher Education, Andhra
Pradesh is going to fill up vacancies (existing and arisingJ in the following 24 Government
Autonomous colleges with eligibie Lecturers/Librarians/Physical Directors through
transfers by the selection procedure involving conduct of interviews as per the selection
process stipulated in references cited above.

The following procedure and guidelines shall be followed for the Transfer and
Postings of Lecturers to Govt. Autonomous Colleges:
1. The transfers and postings of lecturers to Govt. Autonomous Colleges shall be taken up
in accordance with [Link].42 Higher Education [U.E-l) Department dated
04.06.2001. as amended vide G.0. [Link]. 16, Higher Education Department dated
77.5.2078 read with G.O, Rt. No.134, Higher Education ([Link]) Department, dated:
02-07-2026.
2. The Lecturers/Librarians/Physical Directors who are willing to apply for
Autonomous Colleges shall submit an online application available in the department
website [[Link],[Link]) by using individual log-in credentials as per the schedule
given below. Please note that default password for individual faculty
/librarians/Physical directors is APCHE@123. If faculty wishes to change the
password it could be done from respective principals' Iogins by clicking on "Generate
Password". It is further informed that the tentative vacancy position will be dispiayed
on the CHE website.
3. The Principal shall, on receiving the application in their log-in (College login), have to
verify the application of each individual in respect of his/her eligibility and
supporting documents for entitlement points etc., and validate the applications online
and submit to CHE-AP for placing it before the selection committee on or before
03.07.2026.
+. All the eligible candidates should attend the personal interview at SRR&CVR Govt
Degree College, Vijayawada on04.07.2026 specified dates as per the schedule given
below along with the validated application form duly signed by principal and lecturer
concerned and relevant documents in support of their entitlement points, Academic,
Research and Administrative contributions/performances etc., to produce before the
selection committee without fail.
5. The candidates are not eligible for any TA/DA and their absence in the college on the
interview date (including journey dates) shall be treated as 0n Duty,

Guidelines for Transfer and Posting of Lecturers to Govt. Autonomous Colleges - 2026
The Autonomous Colleges are different from other affiliated colleges in terms of their scope, role
and responsibility. The Autonomous Colleges design their own courses of study in consultation with the
University based on the local and other needs and opportunities. Accordingly, special emphasis has
been laid on providing requisite resources to these Colleges so as to enable them to provide quality
education. In consonance with the national level objective of strengthening the Autonomous Colleges,
the Government of Andhra Pradesh, vide [Link],No.42 dated 04.06.2001., issued special guidelines for
recruitment of teaching staff and Principals for Autonomous Colleges. The following guidelines have
been issued in accordance with [Link].42 Higher Education (U.E-l) Departmentdated 04.06.2001as
amended vide G.0. [Link]. 16, Higher Education Department dated 17.5.2018 read with G.0. Rt.
No.134, Higher Education [CE.A1) Department, dated: 02-07-2026
Guidelines for transfer and appointment of Lecturers :
a) The Lecturers shall be appointed through screening on the basis of the following criteria:
i) "NET/SLET/SET or Ph.D. as per UGC Regulations 2009"
iD Aptitude for innovation and academic excellence.
iii) Must be drawing UGC scale of pay. If such lecturers are not available or not willing,
then lecturers drawing other scales may be posted.
iv) Must possess a minimum of service of two years as lecturer.
v) The tenure may be five years at a time.
b) Where there is a dearth of expert teachers, in specific disciplines like Biochemistry,
Microbiology within the Zone, the faculty may be posted by outsourcing from other zones
on deputation.
c) Those who have completed 2 years of stay in a particular station as on 31st May, 2026 shall
be eligible for transfer. Those who have completed 5 years of stay at a particular station as
on 31st May 2026 shall be transferred, if there is any request for the said post or on
administration grounds. Employees other than those who completed 5 years of stay at a
station, shall also be eligible for transfer on personal request. Employees who are due to
retire within one year from 31st May 2026 shall not be disturbed unless they request for
transfer. However, this protection does not apply in cases where complaints or
administrative grounds necessitate transfer.
d) Standing instructions on the transfers of office bearers of recognized Service Associations
as issued in Circular Memo. [Link] 01 - SWOSERA/27 / 2019-SW, G.A (SW) Dept., dated:
15/6/2022 and further clarifications communicated from time to time will apply. Office
Bearers (State General Secretary & State President and District Secretary & District
President) of all recognized Service Associations are exempted from transfer for 09 year
period irrespective of terms.
eJ Male employees under 50 years of age shall notbe posted to Women Degree [Link] no
women employees are available, male employees who have crossed 50 years of age as on
3 Lst May 2026 may be considered for posting to Women's Colleges.
0 When a woman employee working in a co-educational college opts for a post in a Women's
Degree College, she shall be accommodated by transferring a male employee from that pos!
even if he has not completed the minimumZ-year service period.
g) NAAC Coordinators of Government Degree Colleges that have submitted IIQA to NAAC and
are awaiting Peer Team visits may be exempted from transfer unless they request for
transfer
h) Lecturers engaged in Major/Minor Research Projects can be transferred to colleges where
such facilities exist, subject to satisfaction of other conditions and eligibility criteria.
Lecturers engaged in DBT/DST Research Projects may be exempted from transfer during
the tenure or final submission of the project whichever is eariier,
i) Lecturers currently engaged in research work with allocated scholars (minimum one
scholar) by the University need not be exempted from transfers, but their transfers may be
considered within the jurisdiction of the concerned University where possible
j) Visually challenged employees are exempted from transfers unless they request for transfer.
However, the Physically challenged employees with 400/o or more disability as certified by
the appropriate authority as per norms of "Persons with disabilities" shall be given
preference
k) Employees who have mentally challenged children and seeking a transfer to a station where
relevant medical facilities are available will be given preference subject to availability of clear
vacancy.
l) The persons who are facing charges / ACB cases / Vigilance cases shall not be transferred.
m) NCC-trained teachers who have completed B years of service should be posted to vacancies
where there is an NCC unit. If no such vacancy is available, they shall be transferred to other
colleges. NCC Officers facing disciplinary proceedings shall not be transferred.
n) The Head of the Department is authorized to transfer employees on administrative grounds
where serious complaints have been made and where it is felt that an employee's
continuance disturbs the atmosphere of the Institution. This authority extends during ban
period also.
oJ Transfers will be effected from focal to non-focal/non-focal to non focal/non-focal to focal
posts. Transfers from one focal post to another focal post are not permitted.
