School Research Development Action Plan
Project RISE (Research, Innovation, Scholarship, and Excellence)
I. Rationale
One of the key thrusts of the Department of Education is to establish a
research-oriented professional learning community where teachers improve
practice through evidence-based decision-making. This plan strengthens
research culture through mentoring, capability-building, collaboration, and
dissemination aligned with DepEd Research Management Guidelines and the
Basic Education Research Agenda.
The Department of Education recognizes educational research as a vital
tool in improving teaching practices, learner outcomes, school governance, and
policy implementation. Through DepEd Order No. 16, s. 2017 (Research
Management Guidelines), teachers are encouraged to become reflective
practitioners who utilize research to address classroom challenges and inform
evidence-based decision-making.
Research is no longer viewed merely as a requirement for promotion or
funding. It has become an integral component of curriculum development,
instructional innovation, school improvement planning, and continuous
professional development. Teachers who engage in research develop deeper
insights into learner needs, evaluate the effectiveness of interventions, and
contribute to the improvement of educational programs.
However, many teachers continue to face challenges in conducting
research due to limited technical knowledge, insufficient mentoring, lack of
confidence in academic writing, and misconceptions that research is difficult
and only for experienced educators.
As School Research Coordinator, I envision creating a Research Learning
Community where teachers are inspired to investigate classroom concerns,
collaborate with colleagues, develop curriculum innovations, and share
evidence-based practices. Through sustained mentoring, structured
professional learning, and collaborative inquiry, the school can cultivate a
culture where research becomes an essential component of teaching and
learning.
II. Background
Few teachers submit action research, innovations are often
undocumented, mentoring is limited, and research dissemination is minimal. A
structured school research program is needed.
Given this, school monitoring, classroom observations, Learning Action
Cell (LAC) discussions, and instructional reviews reveal several concerns:

1. Limited number of teacher-generated Action Research studies;
2. Classroom innovations are rarely documented;
3. Research findings are seldom integrated into curriculum improvement;
and
4. Limited teacher participation in Division and Regional research
activities.
Teachers require mentoring in research methodology, statistics, academic
writing, and dissemination. Curriculum innovations often lack evidence-based
evaluation. Furthermore, with the implementation of the MATATAG Curriculum,
teachers are expected to continuously evaluate instructional effectiveness,
learner achievement, and intervention strategies through systematic research.
These findings necessitate a structured school research development
program that strengthens teachers' research competence while supporting
curriculum development and instructional improvement.
III. Goal
To institutionalize a sustainable school research culture that promotes
curriculum development, instructional innovation, evidence-based decision-
making, and continuous professional growth among teachers.
IV. Objectives
By the end of School Year 2026–2027, the school aims to:
Research Capability
- Ensure 100% of teachers understand the DepEd Research Management
Guidelines.
- Increase teachers' competence in Action Research and basic educational
research.
Curriculum Development
- Integrate research findings into curriculum planning and classroom instruction.
- Encourage curriculum innovations supported by evidence.
Professional Development
- Strengthen teachers' research writing, statistical analysis, and dissemination
skills.
- Develop a pool of school research mentors.
Research Productivity
- Increase the number of completed Action Research studies.
- Encourage BERF proposal submissions.
- Present research findings during school and division research conferences.

1. Teachers confidently conduct Action Research and educational research
aligned with the Basic Education Research Agenda.
2. Curriculum development is strengthened through the integration of research
findings into lesson planning, interventions, and instructional materials.
3. Evidence-based decision-making becomes a regular practice in addressing
learner needs and improving instructional delivery.
4. A functional School Research Learning Community and mentoring system is
established and sustained.
5. Research outputs are presented during school and division research
conferences, with selected studies submitted for BERF funding or publication.
6. The school publishes an annual Research Compendium showcasing
completed studies, curriculum innovations, and best practices.
7. Teachers demonstrate increased competence in research writing, data
analysis, and dissemination, contributing to a culture of inquiry, collaboration,
and continuous improvement that supports the goals of the MATATAG
Curriculum and School Improvement Plan.
