BACKGROUND — WHY THIS PROGRAMME?
India's Three-Stage Nuclear Programme was conceived by Dr. Homi Jehangir Bhabha in the early
1950s. It was designed to address a fundamental problem:
INDIA KI PROBLEM: India has very LIMITED Uranium reserves but among the WORLD'S
LARGEST Thorium deposits (~6-7 lakh metric tonnes). Normal nuclear reactors need
Uranium-235, but natural uranium has only 0.7% U-235. So India needed a clever 3-step
workaround to eventually use Thorium.
DESI ANALOGY: Socho ek garib kisan ke paas thodi si makai (Uranium) hai aur bahut
saari zameen (Thorium) hai jisme kuch ugta nahi seedha. Toh usne ek 3-step plan banaya:
pehle makai se kaam chalaao, beech mein khad banao (Plutonium), aur phir poori zameen
ko upjaoo banao (Thorium use karo). Yehi hai 3-stage nuclear programme!

Stage 1 — Deep Dive: How it Works
Step-by-Step Process:
1. Natural Uranium (U-238 + U-235) is used as fuel rods inside the reactor.
2. Neutrons are released. But they're moving TOO FAST to cause good fission in U-235.
3. Heavy Water (D2O) acts as MODERATOR — it slows down the neutrons without
absorbing them much. (Normal water H2O absorbs too many neutrons — that's why
Heavy Water is special!)
4. Slow neutrons hit U-235 → Fission → Heat → Electricity (via steam turbines).
5. U-238 (the 99.3% majority) absorbs a slow neutron → Becomes Pu-239. THIS is the
raw material for Stage 2!
DESI ANALOGY for Stage 1: Socho ek chakki (mill). Gehun (Natural Uranium) daalo, aata
(electricity) nikalega. Aur saath mein ek side product bhi milega — khooi/chakar (Pu-239) —
jo seedha kaam ki nahi lagti but Stage 2 ki bhatti ke liye perfect rawal maal hai!

Stage 2 — Why NO Moderator? (Common Confusion!)
CONCEPT: In Stage 1 (PHWR), slow neutrons were NEEDED for U-235 fission. But in
Stage 2, Pu-239 fissions better with FAST neutrons. More importantly — fast neutrons
cause more neutrons to be released per fission, enabling breeding!
DESI ANALOGY: Stage 1 mein slow speed se ball fenki (slow neutrons = good for cricket
crease shots). Stage 2 mein full-pace bouncer chahiye (fast neutrons). Dono alag game hai!
Moderator = speed reducer = Stage 2 mein NOT NEEDED.
Stage 2 — The MOST IMPORTANT Distinction for UPSC!
CRITICAL: In Stage 2, Thorium is NOT the primary fuel. Pu-239 is the fuel.
Thorium-232 is placed as a BLANKET around the reactor core. When fast neutrons hit it,
Th-232 absorbs a neutron → becomes Protactinium-233 → decays → Uranium-233 (fissile).
This U-233 is then extracted and stored for Stage 3.

Stage 2 uses Thorium as fuel? WRONG! Stage 2 uses Pu-239 as fuel. Thorium is used as a
BLANKET material to breed U-233. Thorium is fuel in Stage 3
only.
FBRs have a moderator? WRONG! FBRs use FAST neutrons, hence NO moderator.
PHWRs use Heavy Water as moderator. FBRs are
intentionally kept 'fast'.
Heavy Water = Normal Water? WRONG! Heavy Water = Deuterium Oxide (D2O). Deuterium
is an isotope of Hydrogen with 1 extra neutron. It's about 10%
heavier than normal water (H2O).
Thorium is fissile? WRONG! Thorium-232 is FERTILE (not fissile). It absorbs a
neutron and becomes U-233 (which IS fissile). U-235 and Pu-
239 are fissile.
India has large Uranium reserves? WRONG! India has LIMITED Uranium but VAST Thorium
(one of the world's largest deposits ~6-7 lakh tonnes). This is
WHY the 3-stage programme was designed.
PFBR is operational since? PFBR at Kalpakkam achieved first criticality in 2024. It is
India's Stage 2 milestone.
Stage 3 is already implemented? WRONG! Stage 3 is still under development. BARC is working
on Advanced Heavy Water Reactors (AHWRs). India is not
yet at Stage 3 commercially.

1. India's Energy Security & Self-Reliance
India's three-stage programme is essentially an energy security plan. By building a Thorium-based
economy, India aims to achieve near-total energy independence from imported fossil fuels and
Uranium. This aligns with the idea of Aatmanirbhar Bharat in the energy sector.
2. Why India Did Not Sign NPT? (Connected!)
India is not a signatory to the Nuclear Non-Proliferation Treaty (NPT). This historically limited its access
to international uranium supply and nuclear technology. The three-stage programme was India's
response — design a domestic nuclear cycle that reduces dependence on imported uranium by
transitioning to indigenous Thorium.
The India-US Civil Nuclear Agreement (123 Agreement, 2008) — and India joining the NSG waiver
— allowed India to import uranium, giving Stage 1 a significant boost. But the long-term goal remains
Stage 3 — Thorium independence.
3. PFBR — India's Stage 2 Milestone
Prototype Fast Breeder Reactor (PFBR) at Kalpakkam (Tamil Nadu) achieved first
criticality in 2024. It is a 500 MW reactor — a historic milestone for India's nuclear ambition.
BHAVINI operates it. Liquid sodium is used as coolant because it has high thermal
conductivity and high boiling point, suitable for fast reactor conditions.
4. Challenges in India's Nuclear Programme
• Uranium scarcity — India's uranium deposits are limited (Jharkhand, Andhra Pradesh) and
cannot sustain large-scale expansion of Stage 1 without imports.
• Long gestation period — Stage 3 is still not commercially viable. Decades of R&D needed.
• Safety concerns — After Fukushima (2011), public resistance to nuclear plants increased (e.g.,
Kudankulam protests).
• Land acquisition and displacement — Nuclear plant sites often face local opposition.
• High capital cost — Nuclear plants have massive upfront investment compared to solar/wind.
• Nuclear waste management — Spent fuel and radioactive waste management remains a
challenge.
5. India's Thorium Reserves — Geography Angle
India's thorium is found primarily in monazite sands along coastal areas:
• Kerala coast (highest concentration — Chavara deposits)
• Odisha coast
• Tamil Nadu coast
• Andhra Pradesh coast
• Jharkhand (inland deposits)
India has approximately 319,000 tonnes (some estimates: 6-7 lakh tonnes) of thorium reserves —
among the largest in the world. IREL (Indian Rare Earths Ltd) is the nodal agency for extraction.
