Reconstruction of National Highway N-5 under Pakistan’s Resilient Recovery, Rehabilitation
and Reconstruction Framework Project, specifically Phase I-A, Section-2: Ranipur - Rohri
Road (70 KM). The procurement is managed by the National Highway Authority (NHA) and
financed by the Asian Infrastructure Investment Bank (AIIB).
1. Tendering Procedure
The project utilizes a Single Stage-Two Envelope Tendering Procedure. Tenderers must
submit a Technical Part and a Financial Part simultaneously in two separate sealed envelopes.
Tender Security: Required in the amount of PKR 680 million or USD 2.43 million.
Tender Validity: Tenders must remain valid for 182 days.
Language: The language of the tender and all correspondence is English.
2. Evaluation and Qualification Criteria
The evaluation is conducted in two stages, first assessing the technical responsiveness and
qualifications before opening financial bids.
A. Eligibility and Registration
Nationality: Open to eligible countries as defined by AIIB.
PEC Registration: Pakistani firms must have a valid registration with the Pakistan
Engineering Council (PEC) in the CA category with specialization codes CE-01 and
CE-02.
Joint Ventures (JV): Permitted with a maximum of three members.
B. Historical Performance
Non-Performance: No history of contract non-performance due to contractor default
since January 1, 2018.
Litigation: No consistent history of court or arbitral award decisions against the tenderer
since January 1, 2018.
ESHS Performance: Tenderers must declare any past suspensions or terminations
related to Environmental, Social, Health and Safety (ESHS) performance.
C. Financial Situation
Average Annual Turnover: Minimum of PKR 25.465 billion (or USD 91 million
equivalent) over the last three years.
Financial Resources (Cash Flow): Must demonstrate access to liquid assets/lines of
credit of at least PKR 5.659 billion (or USD 20.211 million).
Soundness: Audited financial statements for the last three years must show a positive net
worth.
D. Experience
General Experience: Minimum 10 years of experience in construction contracts as a
prime contractor, JV member, or subcontractor.
Specific Experience: Successful completion of at least one similar contract (based on
physical size, nature, and complexity) within the last seven years with a value exceeding
PKR 27.163 billion (or USD 97.01 million).
E. Technical Capacity
Key Personnel: Must provide a qualified team, including a Project Manager (20 years
total experience), Deputy Project Manager, and various specialized engineers.
ESHS Requirements: Submission of comprehensive Environmental, Social, Health
and Safety Management Strategies and Implementation Plans (ESHS-MSIP) and a
Code of Conduct is mandatory.
Equipment: Must demonstrate the capacity to mobilize key construction equipment as
specified in the works' requirements.
3. Project Requirements and Contract Data
Time for Completion: The works must be completed within 730 days (approximately 2
years).
Defects Notification Period: 365 days following completion.
Governing Law: The law of the Islamic Republic of Pakistan.
Subcontracting: Restricted to a maximum of 15% of the total contract amount.
Standard Conditions: Based on the FIDIC Red Book (Conditions of Contract for
Construction for Building and Engineering Works Designed by the Employer) Second
Edition 2017.
