Program Development

Scenario: You work in a suburban area in a community health agency. You


currently run a program for parents of children with complex medical needs. This
program provides parenting education, individual therapy, group sessions,
financial counseling, service coordination, and case management support. The
parents would like the agency to provide a program specifically designed for the
children.

1. Identify Need: Additional support and programming for children with complex medical needs.

2. Conduct a needs assessment: Collect data from key stakeholders including the children
and their parents and caregivers, survey stakeholders, collect community statistics, and use
data to support the need. What specific resources or support are needed for these children?

3. Do the research: What programs exist in other places that support this need? Research
similar populations/ geographic locations and programs that are already established. Programs
in other areas may include Early Head Start, early intervention, therapeutic school-based
programs, and programming within pediatric hospital settings.

4. Select an Evidence-Based Design: Your program needs to be researched based. **If no


program like this exists, you will need to use research in the design process. You may pull from
multiple research sources.

5. Develop Program Design: Plan out what the program will look like. This should include
modality, resources needed, cost, staffing, program logistics, setting, etc.

6. Pilot: Roll out the program to a small number of people to evaluate effectiveness. A pilot
program is a small-scale version of a larger project. Assess what areas are effective or
ineffective. What changes need to be made?

7. Roll out the program: Start service delivery and implement the program. Programs should
be well-designed with a clear set of goals and objectives that are strengths-based, inclusive
data-informed, and results-oriented.

8. Monitor and evaluate: This is an important step because funding is often tied to results.
Evaluation should be ongoing and include stakeholders.
